A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER PERTAINING TO THE RANKING OF PROPOSALS
RECEIVED, PURSUANT TO REQUEST FOR PROPOSALS NO. 2015-163-LR
(THE RFP), FOR WEBSITE DESIGN, DEVELOPMENT AND
IMPLEMENTATION; AUTHORIZING THE ADMINISTRATION TO ENTER INTO
NEGOTIATIONS WITH THE TWO FIRMS TIED AS TOP-RANKED
PROPOSERS, AMEEX TECHNOLOGIES CORP AND JUST PROGRAM LLC
D/B/A SOLODEV; AND FURTHER AUTHORIZING THE MAYOR AND CITY
CLERK TO EXECUTE AN AGREEMENT UPON CONCLUSION OF
SUCCESSFUL NEGOTIATIONS BY THE ADMINISTRATION.
WHEREAS, Request for Proposal (RFP) No. 2015-163-LR was issued on April 17, 2015
with an opening date of June 1, 2015; and
WHEREAS, a pre-proposal conference was held on April 24, 2015; and
WHEREAS, the City received five (5) proposals from Ameex Technologies Corp, Civic
Resource Group International Incorporated, Infinite Computer Systems, Just Program LLC d/b/a
Solodev, and XomaTech Enterprises LLC; and
WHEREAS, on May 28, 2015, the City Manager via Letter to Commission appointed an
Evaluation Committee (the "Committee"), consisting of the following individuals:

• Lisa Merced, E-Government Administrator, Information Technology Department,
City of Miami Beach
• Amanda Carballo, Public Information Specialist, Communications Department,
City of Miami Beach
• Jose Suarez, Division Director, Information Technology Department, City of
Miami Beach

• Francisco Quintana, System Support Manager, Information Technology
Department, City of Miami Beach
• Sergio Morales Rodriguez, E-Government Administrator, Information Technology
Department, City of Miami Beach
WHEREAS, the Committee convened on July 8, 2015 to consider all proposals; and
WHEREAS, the Committee was provided an overview of the project, information relative
to the City's Cone of Silence Ordinance and the Government Sunshine Law; general information
on the scope of services, references, and a copy of the proposal; and
WHEREAS, the Committee was instructed to score and rank the proposals pursuant to
the evaluation criteria established in the RFP; and
WHEREAS, the Committee's ranking was as follows: Ameex Technologies Corp and
Just Program LLC d/b/a Solodev, tied for top-ranked; Civic Resources Group International
Incorporated, third highest ranked firm; XomaTech Enterprises LLC, fourth highest ranked; and
Infinite Computing Systems, fifth highest ranked; and
WHEREAS, after reviewing all the submissions and the Evaluation Committee's
rankings, the City Manager exercised his due diligence and is recommending that the
Administration be authorized to enter into negotiations with the two firms tied as top ranked
proposers, Ameex Technologies Corp and Just Program LLC d/b/a Solodev; and
WHEREAS, the City Manager recommends that the Mayor and City Clerk be authorized
to execute an Agreement upon conclusion of successful negotiations by the Administration.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager pertaining to the ranking
of proposals received, pursuant to Request for Proposals No. 2015-163-LR (the RFP), for
Website Design, Development and Implementation; authorize the Administration to enter into
negotiations with the two firms tied as top-ranked proposers, Ameex Technologies Corp and
Just Program LLC d/b/a Solodev; and further authorize the Mayor and City Clerk to execute an
agreement upon conclusion of successful negotiations by the Administration.

Item Summary/Recommendation:
The Administration issued RFP 2015-163-LR to seek the proposals from qualified firms to update
the City's website with a new design that represents the prestige of our vibrant City and to replace
the existing proprietary website Content Management System(CMS)with a non-proprietary open
source CMS. The sites that need to be redesigned and implemented include:
www.miamibeachfl.qov, and www.mbculture.com. The RFP was approved for issuance by the
City Commission on April 15, 2015. The RFP was released on April 17, 2015. A pre-proposal
conference to provide information to the proposers submitting a response was held on April 24,
2015. On June 1, 2015,the City received proposals from:Ameex Technologies Corporation, Civic
Resource Group International Incorporated, Infinite Computer Systems, Just Program LLC
dba/Solodev, and XomaTech Enterprises LLC.
On July 8, 2015, the Evaluation Committee appointed by the City Manager convened to consider
the responsive proposals received.The Committee was instructed to score and rank the proposals
received pursuant to the evaluation criteria established in the RFP. The results of the evaluation
committee process were presented to the City Manager for his recommendation to the City
Commission.
After reviewing the submission and the Evaluation Committee's rankings of proposals received,the
City Manager notes that Solodev received the greatest number of first place votes of all Proposers.
Additionally, Ameex scored well under the qualifications section and also had a lower cost than
Solodev. Therefore, the City Manager recommends that the Mayor and the City Commission,
pursuant to RFP No. 2015-163-LR, for Website Design, Development and Implementation,
authorize the Administration to enter into negotiations with the two firms tied as top ranked
proposers, Ameex Technologies Corporation and Just Program LLC dba/Solodev; and, further
authorize the Mayor and City Clerk be authorized to execute an Agreement upon conclusion of
successful negotiations by the Administration.

Based on the rankings above a tie resulted between Ameex Technologies Corporation and
Just Program LLC dba/Solodev. A brief summary of the firms and their proposal is provided
below for informational purposes.
Ameex Technologies Corporation ("Ameex") was established eight years ago and is
headquartered in the State of Illinois. They have experience in developing websites for both
public and private sector clients using content management systems like Drupal, Joomla,
WordPress, Ektron, SharePoint and Magento. Ameex has proposed using Drupal as the open
source content management system for this project. Ameex has a D&B rating of three (3) for
low risk. Ameex submitted a price of$94,920 for the required scope of work.

Just Program LLC dba/Solodev ("Solodev") an internet software and website development
company in Florida has been in business for nine years. It has implemented content
management systems for both the public and private sector clients. Solodev has proposed
Wordpress as the open source content management system for this project. Solodev has a
D&B rating of three (3) for low risk. Solodeve submitted a price of $200,000 for the required
scope of work.
MANAGER'S DUE DILIGENCE & RECOMMENDATION
After reviewing the submission and the Evaluation Committee's rankings of proposals
received, the City Manager notes that Solodev received the greatest number of first place
votes of all Proposers. Additionally, Ameex scored well under the qualifications section and
also had a lower cost than Solodev. Therefore, the City Manager recommends that the Mayor
and the City Commission, pursuant to RFP No. 2015-163-LR, for Website Design,
Development and Implementation, authorize the Administration to enter into negotiations with
the two firms tied as top ranked proposers, Ameex Technologies Corporation and Just
Program LLC dba/Solodev; and, further authorize the Mayor and City Clerk be authorized to
execute an Agreement upon conclusion of successful negotiations by the Administration.
CONCLUSION
The Administration recommends that the Mayor and the City Commission, approve the
resolution accepting the recommendation of the City Manager, pursuant to Request for
Proposal (RFP) No. 2015-163-LR, for Website Design, Development and Implementation.
