NO. LTC# 443-2015 LE R TO COMMISSION
TO: Mayor Philip Levine and Members of the City f ommission
FROM: Jimmy L. Morales, City Manager • ■11.-
DATE: November 13, 2015
SUBJECT: PRO ISRAEL RALLY AND NEAR Y EVENTS THIS SUNDAY, NOVEMBER 15
This Sunday, November 15, will see the confluence of several large events and activities
that will create traffic, access and staffing strains on the City Center area. They are as
follows:
• Early voting at City Hall from 8am to 4pm.
• The Holocaust Memorial's Pro Israel/ Kristallnacht rally, expected to attract 5,000
attendees, from 4pm to 6pm.
• The final day of Auto Show and its multiple activations on Convention Center Drive
from 11am to 9pm.
• A concert at the New World Symphony at 2pm for approximately 300 attendees.
• A concert (Pablo Alboran) at the Fillmore Jackie Gleason Theater for approximately
2,500 attendees, starting at 8pm, with doors opening at 7pm.
• Design Miami's load in continues in the western half of the P-lot.
The City has put together a comprehensive plan after many meetings with all relevant
departments and the key stakeholders of these events. In order to accommodate the Rally's
attendees, Meridian Avenue will be shut down to vehicle traffic from 18 Street to Dade
Boulevard from 11am to 7pm. The remainder of the P-lot beyond Design Miami's tented
work area will be devoted to bus, media and VIP parking for the Rally, with the exception of
the easternmost lane, which will be configured with barriers to become an alternative ride
and drive lane for the Auto Show. The City will provide voter parking in the first floor
metered lot of the City Hall garage building. Given the tight restrictions, valet ramping will
be relocated to the City Hall driveway on 17th street (Mayor and Commission parking area),
and we are requesting that you avail yourself to the parking spaces in the garage should
you visit City Hall or the Convention Center campus during that time.
In addition to servicing the event needs for the Rally, the Miami Beach Police have engaged
tactical personnel on the scene prior to and during the event to ensure the safety and
security of all attendees. Parking, Transportation and Public Works have all engaged in a
transportation plan, including modified signals and with added VMS board to communicate
effective closures, detours and available parking options. Communications is sending traffic
advisories and information through traditional and social media channels. Thus far, the City
has received no intelligence of counter protests, but is prepared to service any with a
designated area diagonal from the Holocaust Memorial on Meridian Avenue.
Please feel free to contact me with any questions.
