SUBJECT: NORTH BEACH FOUNTAIN — UNI `,'ED VALET PARKING PILOT
As you know, parking availability at peak times in North Beach along the fountain area (71st Street
between Bay Drive and Rue Vendome) may be a challenge. Valet parking has been identified as
option that may potentially increase parking availability. However, businesses in the area have
not been able to privately contract a valet parking service provider primarily due to limited vehicle
storage opportunities and its related cost. Aside from labor, vehicle storage is one of the major
expenses in providing valet parking service. These expenses directly impact valet parking user
fees, unless, businesses are willing (or able) to partially subsidize some of these expenses.
Pursuant to our Valet Parking Service Concession Agreement with First Class Parking (FCP),
Section 2, entitled, "Uses"; Subsection (c) allows for valet parking service at, "such other City
properties, as may be authorized, in writing, by the City Manager, in his sole discretion". The
Administration, including the Parking Department and TCED (Tourism and Economic
Development), will be piloting a unified valet parking service for the business corridor along the
fountain area through FCP. In similar fashion to the Lincoln Road Unified Valet Parking Service
provided by FCP, a unified valet parking pilot program for the fountain area will be available on
Fridays and Saturdays between the hours of 6pm and 12 Midnight, over four weekends,
commencing on Friday, December 11, 2015.
A two-space passenger loading area will be provided along the circular curbside parking west of
the fountain and a limited number of parking spaces will be available in the vicinity for vehicle
storage. FCP has agreed to provide this service on an experimental basis to determine its
viability. Please note valet parking comes at a premium as is the highest level of service on the
menu of parking options. However, FCP further agreed to a valet parking user fee of $8.00, per
vehicle, in order to offset expenses, including labor, yet maintain user fees at reasonable level.
