SUBJECT: ALTON-WEST TROLLEY SERVI c E TERMINATION
The purpose of this Letter to Commission is to provide an update regarding the termination of the Alton-
West Trolley Loop. The Alton-West Loop was approved by Miami-Dade County as part of a temporary
traffic mitigation strategy developed by the City to mitigate the impacts of the Alton Road reconstruction
project undertaken by the Florida Department of Transportation (FDOT). The trolley service was
implemented to promote economic development along the Alton Road and West Avenue corridors by
enhancing mobility and mitigating the loss of parking during construction. As such, the County issued a
Temporary Certificate of Transportation to Limousines of South Florida, Inc. (City's trolley operator) for
the Alton-West Trolley service. Said temporary certificate is due to expire upon the completion of the
Alton Road project. On June 10, 2015, the City Commission approved an amendment to the agreement
with the City's trolley operator, Limousines o,f South Florida, extending the services on a month-to-month
basis until such time as the Alton Road reconstruction project is completed.
FDOT has advised that substantial completion of the Alton Road reconstruction project was achieved on
October 31, 2015 and that it is currently addressing minor punch list items such that the project is
anticipated to reach final completion by December 31, 2015. Given that the City's trolley operator is
authorized to operate the Alton-West Trolley service until the completion of the Alton Road project and
given FDOT's timeline for final completion of the project by December 31, 2015, the City provided LSF
with formal notification of termination on November 30, 2015, pursuant to the agreement between the City
and LSF for the Alton-West Trolley service. The letter specifies that the services being provided through
the Alton-West Trolley Agreement shall end on January 1, 2016 at 12:00 AM in order to comply with
terms of the permit granted by Miami-Dade County.
As a permanent mobility solution, the Administration is working with Miami-Dade Transportation to
replace the current South Beach Local service and implement a permanent trolley service in the South
Beach community. A referral item has been placed on the December 9, 2015 City Commission agenda to
discuss the proposed South Beach Trolley route and service plan at an upcoming
Neighborhood/Community Affairs Committee meeting.
The Administration will be working closely with the residents and businesses along the Alton Road and
West Avenue corridors to ensure the community is properly notified of the Alton-West trolley service
termination as well as the City's plans for a permanent trolley loop in South Beach.
