A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE MAYOR AND
CITY CLERK TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH THE UNIVERSITY OF CAMBRIDGE, ENGLAND,
FOR THE FY 2015 SMART POLICING INITIATIVE BODY-WORN
CAMERA PROBLEM SOLVING DEMONSTRATION GRANT
PROGRAM, IN THE AMOUNT OF $371,379.
WHEREAS, the City of Miami Beach has been awarded a grant of $635,345 by the
Department of Justice Smart Policing Initiative (award number 2015-WY-BX-0002) (the "Grant"),
which will provide financial support to the City of Miami Beach for a two (2) year research
project involving the utilization of Body-Worn Cameras by the Miami Beach Police Department;
and
WHEREAS, the Research Project is anticipated to be completed by September 30,
2018, and shall examine the impact of Body-Worn Cameras on the criminal justice system,
which include concepts surrounding data sharing, use-of-force, complaints against police, court
attendance and various impacts associated with Body-Worn Cameras and the criminal justice
system; and
WHEREAS, the Research Project will consist of a partnership with the University of
Cambridge, England and leading expert Dr. Barak Ariel, who will be overseeing the Research
Projects through its conclusion; and
WHEREAS, the University of Cambridge has a worldwide reputation as an authority on
educational research and other impactful research projects, and Dr. Barak Ariel is one of the
leading authorities on Body-Worn Cameras; and
WHEREAS, the City anticipates finalizing a Professional Services Agreement between
the City of Miami Beach and the University of Cambridge, which will permit the two-year
research project to be appropriately completed by Dr. Ariel; and
WHEREAS, the Professional Services Agreement will establish the scope and services
that will be performed by University of Cambridge staff through the leadership of Dr. Ariel, and
the research component of the grant will cost a total of $371,379, which will be reimbursed by
the Department of Justice grant to the City; and
WHEREAS, the Professional Services Agreement will encapsulate those special
conditions listed by the U.S. Bureau of Justice Assistance, which will bind the University of
Cambridge and Dr. Ariel to the specific terms and conditions set forth with the Grant.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herby authorize the Mayor and City Clerk to execute a Professional Services
Agreement with the University of Cambridge, England, for the FY 2015 Smart Policing Initiative
Body-Worn Camera Problem Solving Demonstration Grant Program, in the amount of$371,379.

Item Summary/Recommendation: -
On September 21, 2015 the City of Miami Beach was awarded a grant of $635,345 by the
Department of Justice. The award will finance a two-year research project that will examine the
impact of Body Worn Cameras(BWCs)on multiple components of the criminal justice system.
These components will include, but are not limited to, data sharing, use-of-force, complaints
against police, court attendance and various costs'associated with criminal prosecutions.
The project will be completed by September 30, 2018 and will consist of a critically important
partnership with Dr. Barak Ariel of Cambridge University Technical Services Limited, one of the
foremost experts on BWCs in the world. In order to facilitate this collaboration, and to ensure
compliance with Department of Justice grant requirements, the City of Miami Beach will be
entering into a Professional Services Agreement(PSA)that documents the services provided by
- the Contractor and the amount allocated from the grant—total not to exceed $371,379.All costs
associated with the PSA will be met by grant funds.
It is recommended that the Resolution is adopted.

HISTORY/BACKGROUND
On September 21, 2015 the City of Miami Beach was awarded a grant of $635,345 by
the Department of Justice Smart Policing Initiative (award number 2015-WY-BX-0002).
The award will finance a two year research project that will examine the impact of Body
Worn Cameras (BWCs) on multiple components and aspects of the criminal justice
system. These aspects will include, but are not limited to, data sharing, use-of-force,
complaints against police, court attendance and various costs associated with criminal
prosecutions.
The project is in the early planning stages and is anticipated to be completed by
September 30, 2018. This research program includes a critically important partnership
with Dr. Barak Ariel of Cambridge University Technical Services Limited, one of the
foremost experts on BWCs in the world. In order to facilitate this collaboration, and to
ensure compliance with the Department of Justice grant requirements, the City of Miami
Beach will be entering into a Professional Services Agreement (PSA) with Cambridge
University Technical Services Limited.
The PSA documents the services provided by Cambridge University Technical Services
Limited and the amount allocated from the grant. A summary of these and relevant costs
is shown in Table 1 on the following page. Importantly, the PSA includes a copy of the
special conditions listed by the Bureau of Justice Assistance, which binds our research
partner to the terms and conditions of the grant.
