Homeless persons surviving on panhandling proceeds are reluctant to accept help . and leave the streets while adversely impacting business The City is Innovating 1.In conjunction with Jewish Community Services, the City currently hires homeless persons to support sanitation services. 2.The City will soon be hiring homeless persons who have accepted shelter to engage the homeless that remain on the streets.
