The Parks and Recreation Department completed an electrical grounding inspection of the Flamingo
Park Lap and Activity Pools. Unfortunately, the Engineer's report identified several violations that need
to be addressed. Some of them pose life safety issues leaving us with no alternative other than to
close both pools. Currently, the engineer is preparing the building plans with the specifications of the
needed repairs. Once the plans are received, they will be submitted and expedited for permitting.
Based on the urgency to address this matter quickly, a contractor will be procured via an Emergency
Purchase Authorization, waiving the timing required for competitive bidding and completing the project
more expeditiously.
At this time we are unable to provide a date for completion and reopening of the pools. Until the plans
are received, we will not know the extent of the repairs. Also, as was our experience with the Scott
Rakow Pool project, there were several unforeseen conditions that caused significant delays. In the
case of these pools, there are other variables that impact the timing such as the age of the pools and
expected substantial amount of demolition and replacement of the decking and plaster finish. In order
to prevent future pool closures, staff does intend to take advantage and proceed to complete previously
planned work and perform other required maintenance.
We have posted notices at the pool, on our website and we have been contacting program
participants directly. The pools at the Scott Rakow Youth Center and at Normandy Park will remain
open 7 days a week and we will relocate Flamingo Park pool programming to these pools to
inconvenience the users as least as possible.
