A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR
AND CITY CLERK TO EXECUTE CHANGE ORDER NO. 1; TO THE DESIGN-
BUILD CONTRACT WITH DAVID MANCINI & SONS, INC., FOR ADDITIONAL
DESIGN-BUILD SERVICES TO INCLUDE: 1) ADDITIONAL DESIGN,
PERMITTING AND CONSTRUCTION SERVICES TO PROVIDE A 54"
REDUNDANT SEWER FORCE MAIN PROJECT TO 11TH STREET (FROM
EUCLID AVENUE TO PUMP STATION NO. 1, WEST OF MERIDIAN
AVENUE); (2) REPLACEMENT OF EXISTING WATER, SEWER, AND
STORMWATER INFRASTRUCTURE; (3) REFURBISHING OF PUMP STATION
NO. 1; AND (4) STREET IMPROVEMENTS RELATING TO ELEVATING FINAL
GRADE, UPGRADING OF LIGHTING, NEW PAVING, AND LANDSCAPING;
FOR AN AMOUNT OF $6,165,012; PLUS A $616,501 OWNER'S PROJECT
CONTINGENCY; FOR A GRAND TOTAL OF $6,781,513, WITH PREVIOUSLY
APPROPRIATED FUNDING AND ADDITIONAL FUNDING REQUEST
SUBJECT TO THE 2ND AMENDMENT TO THE FY 15/16 CAPITAL BUDGET.
WHEREAS, in February of 2012, Pure Technologies, the City's engineering consultant
to evaluate the pipe reliability, submitted a Condition Assessment Report of the existing 54" Pre-
Stressed Concrete Cylinder Pipe (PCCP) force main connecting to the Government Cut force
main, and determined that of the 260 pipes analyzed, 8 pipes (three percent) had
electromagnetic anomalies representing broken steel pre-stressing wire wraps; and
WHEREAS, although these anomalies do not pose an imminent threat to the
performance of the City's sanitary sewer service, a redundant 54" force main would ensure
sanitary sewer service in the event of an emergency or during maintenance (the "project"); and
WHEREAS, the force main is needed as the existing"54" force main conveys all of the
City's sanitary sewerage to the wastewater treatment plant on Virginia Key; and
WHEREAS, the City seeks to rehabilitate the existing force main, after bringing the
proposed 54" force main into service; and
WHEREAS, the City's Public Works Department determined that a design-build
methodology would be best suited procurement process for this project; and
WHEREAS, the Project consists of micro-tunneling for the installation of the 54" force
main, open trench construction at the launch and retrieval shafts, possible replacement,
restoration, relocation or abandonment of existing water and/or sewer facilities, maintenance of
traffic, landscaping, restoration of disturbed drainage features, roadway
reconstruction/pavement markings, repair and/or extension of existing sidewalks to comply with
ADA requirements, and the incorporation and the undergrounding of utilities, including Florida
Power and Light(FPL), Atlantic Broadband-(ABB) and AT&T; and
WHEREAS, the proposed Contract will be to provide additional services to the Phase II
to Contractor, which Phase I I consists of an open cut installation on 11th Street from Pump
Station No.1 to Euclid Avenue; and
WHEREAS, this project is being constructed in three phases with Phase I (installation of
54" force main at Washington Avenue and Commerce Street) completed and the remaining
Phase I I (installation of 54" force main on 11th Street from Euclid Avenue to Jefferson Avenue)
and Phase Ill (horizontal direction drill 54" force main on Euclid Avenue from 1st Street to 11th
Street) anticipated to start in the near future; and
• WHEREAS, the contractor is already mobilized in this area, and is uniquely qualified for
this type of work; and
WHEREAS, as an open cut installation on the 11th Street is being excavated under the
Phase II of the existing contract, and as a continuation of the street improvement and flood
mitigation effort within the City of Miami Beach, the Public Works Department requested an
additional scope of work to the existing Contract to include 11th Street (from Euclid Ave. to
Pump Station No. 1 West of Meridian Ave.), existing water, sewer and stormwater infrastructure
replacement, refurbishing of Pump Station No. 1, street improvement by elevating final grade,
upgrading lighting, paving, landscaping and harmonization; and
WHEREAS, combining these activities and completing the 54" open cut installation and
street improvement at the same time will eliminate the need for a separate street improvement
project in the future, reduce cost, and reduce the impact on the community from multiple street
closures; and
WHEREAS, the additional work will also include a 42" connection to the existing 54"
force main for approximately 600 feet; and the refurbishing of Pump Station No. 1 will include:
installing a new influent box and increasing the wet well volume; installing biological odor control
equipment; replacing the existing emergency sluice gate between the storm and sanitary sewer,
as the sluice gate has deteriorated over time and currently is not functional; and replacing
valves inside pump station for operational control.
WHEREAS, the City's consultant, AECOM, has reviewed the modifications and concurs
with the recommendations.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, approving and authorizing the Mayor and City
Clerk to execute Change Order No. 1, to the design-build contract with David Mancini & Sons,
Inc., for additional design-build services to include: 1) additional design, permitting and
construction services to provide a 54" redundant sewer force main project to 11th street (from
Euclid Avenue to Pump Station No. 1, west of Meridian Avenue); (2) replacement of existing
water, sewer, and stormwater infrastructure; (3) refurbishing of Pump Station No. 1; and {4)
street improvements relating to elevating final grade, upgrading of lighting, new paving, and
landscaping; for an amount of $6,165,012; plus a $616,501 owner's project contingency; for a
grand total of $6,781,513, with previously appropriated funding and additional funding request
subject to the 2nd Amendment to the FY 15/16 Capital Budget.

Item Summary/Recommendation:
On July 8th, 2015 The City Commission awarded the Contract for Design Build Services for 54" Redundant Sewer
Force Main (RFP NO. 2014-253-YG)to David Mancini & Sons, Inc. Phase I —an open cut installation at Commerce
Street and Washington Avenue was completed in September of 2015. Phase II of the Project will be an open cut
installation on 11th Street from Pump Station No.1 to Euclid Avenue.
As an open cut installation on the 11th Street is being conducted, and as a continuation of the street improvement and
flood mitigation effort within the City of Miami Beach, the Public Works Department requested an additional scope of
work to the existing David Mancini&Sons, Inc. Contract to include 11th Street(from Euclid Ave.to Pump Station No. 1
West of Meridian Ave.) existing water, sewer and stormwater infrastructure replacement, street improvement by
elevating final grade, upgrading lighting, paving, landscaping and harmonization. Combining these activities and
completing the 54"open cut installation and street improvement at the same time will eliminate the need for a separate
street improvement project in the future, reduce cost, and reduce the impact on the community from multiple street
closures.
The additional work will also include a 42" connection to the existing 54" force main for approximately 600 feet and
correction of deficiencies recently identified by new DPW/Operations Staff in this extremely critical lift station.
The refurbishing of Pump Station No. 1 will include:

BACKGROUND

CONCLUSION
The Administration recommends that the Mayor and City Commission of the City of Miami
Beach, Florida accept the recommendation of the City Manager to approve the Change Order
for expanding the original scope of the Contract for Design Build Services for 54" Redundant
Sewer Force Main (RFP No. 2014-253-YG) to David Mancini & Sons, Inc. with the scope
modifications negotiated.
