A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE NEIGHBORHOOD/COMMUNITY
AFFAIRS COMMITTEE, AND APPROVING THE PROPOSED SOUTH
BEACH TROLLEY ROUTE AND SERVICE PLAN; AND FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN
INTERLOCAL AGREEMENT WITH MIAMI-DADE COUNTY FOR THE
APPROVED SOUTH BEACH ROUTE, WHICH NEGOTIATED
AGREEMENT SHALL BE SUBMITTED TO THE MAYOR AND CITY
COMMISSION FOR APPROVAL PRIOR TO EXECUTION.
WHEREAS, on April 29, 2015, the City Commission passed Resolution No. 2015-
28999 authorizing the Administration to implement the proposed bi-directional South
Beach Trolley route and service plan to connect Collins Avenue in the East, 17th Street
in the North, Alton Road in the west, and 1st Street in the South; and
WHEREAS, Miami-Dade County Transportation has expressed concerns
regarding duplication of service with the current County-operated South Beach Local
route and has consequently rejected theCity's proposed trolley route; and
WHEREAS, as a result, the Administration has been working with MDT staff to
identify an enhanced route alignment that can continue to provide the robust coverage
currently provided by the South Beach Local bus service while also addressing existing
deficiencies of the service such as the poor-east to west connection; and
WHEREAS, the proposed South Beach trolley route alignment takes into
consideration land use/density and is designed to ensure the highest ridership potential
and best use of the City's resources; and
WHEREAS, the proposed South Beach Trolley service is anticipated to operate
Monday through Saturday from 6:00 AM to 12:00 AM and Sundays from 8:00 AM to
12:00 AM with a frequency of 10 -15 minutes at all times; and
WHEREAS, while the proposed route continues to service Belle Isle, consistent
with the recommendation from the Neighborhood/Community Affairs Committee, the
Belle Isle service would be at a lesser frequency of 30 minutes; and
WHEREAS, by replacing the existing Miami-Dade bus route (South Beach Local)
with the proposed South Beach trolley route, the City would incur the entire cost of the
South Beach route, but would save $1.3 Million, which it currently contributes to the
South Beach Local bus service; and
WHEREAS, the Administration, in contemplation of implementing the South
Beach trolley route, is working with Miami-Dade County (the County) to reinvest the
County's previously allocated funds for the existing South Beach Local bus service
route in connection with a proposed enhanced bus connection between the City and the
City of Miami; and
WHEREAS, the anticipated annual cost of maintenance and operation of the
proposed South Beach trolley service is $4.5 Million; and
WHEREAS, funding is budgeted in the FY 2015/16 Operating Budget from the
Resort Tax Quality of Life Transportation fund and will be requested for FY 2016/17;
and
WHEREAS, the Administration recommends that the City Commission approve
the proposed South Beach trolley route, replacing the South Beach Local bus service;
and
WHEREAS, the Administration recommends that the City Commission authorize
the City Manager to negotiate an interlocal agreement with Miami-Dade County for the
proposed South Beach trolley route, which negotiated agreement would be brought
back to the City Commission for consideration and approval.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Neighborhood/Community
Affairs Committee, and approve the proposed South Beach trolley route and service
plan; and further authorize the City Manager to negotiate an interlocal agreement with
Miami-Dade County for the approved South Beach route, which negotiated agreement
shall be submitted to the Mayor and City Commission for approval prior to execution.

Item Summary:
Pursuant to Miami-Dade County Code,the County has jurisdiction over transit service within Miami-Dade County,even within
municipalities.As such,extensive coordination with the County is required in order to develop a municipal circulator route/system
that minimizes duplication of service. Additionally,an Interlocal Agreement between the County and the City,subject to both City
Commission and Board of County Commissioners(BCC)approval,is required for permanent operation of municipal circulator
service.
The existing South Beach Local(SBL)circulator is a circulator service operated by Miami-Dade Transit and partially funded by
the City of Miami Beach through the City's share of the People's Transportation Plan funds received by the City on an annual
basis.The City has an existing Interlocal Agreement with Miami-Dade County for the provision of this service.The Agreement,
dated February 21, 2012, has an initial term of five(5)years with an option for renewal at the City's discretion.This service
operates 365 days per year with 13-minute headways during peak hours and 20-minute headways during off-peak hours.The
weekday average ridership of the SBL is approximately 3,500 passengers.The fare is$0.25;however,only 65%of the riders pay
a full fare as the other 35%of the riders are granted partial or full discounts depending on age and educational status.More than
25%of the SBL users are over the age of 65 and have a County-issued Golden Passport.The SBL operates as a bi-directional
loop providing a connection between two major business corridors(Alton Road and Washington Avenue)as well as high density
residential areas,such as West Avenue and Collins Park.However,the connection between the east and west portions of the
City is not direct,as the SBL travels a circuitous loop and enters many local streets within various neighborhoods.
The proposed South Beach Trolley service provides a more frequent east to west connection while covering much of the service
area of the SBL,and is anticipated to operate Monday through Saturday from 6:00 AM to 12:00 AM and Sundays from 8:00 AM to
12:00 AM with a frequency of 10-15 minutes at all times. Please note that while the proposed route continues to service Belle
Isle,consistent with the recommendation from the Neighborhood/Community Affairs Committee(NCAC),the Belle Isle service
would be at a lesser frequency of 30 minutes.(Note only approximately 33 riders a day currently use the Belle Isle component of
the SBL service.)
Upon approval of the final route alignment by City Commission, the Administration would need to enter into the Interlocal
Agreement with Miami-Dade County, and would exercise the option for Termination for Convenience under the Interlocal
Agreement for operation of the South Beach Local service. The City would also need to amend the contract with its trolley
operator, Limousines of South Florida, Inc.,who would then need approximately six(6)months to procure the trolley vehicles
required for this service. Given the timelines to put the service in place;the need to ensure that the new trolley service will be in
place prior to terminating the old South Beach Local service; and the practicality of coordinating with Miami-Dade County
Transportation for service change dates(June and November of each year),the earliest likely date for implementation would be
November 2016. It is important to note that the County currently covers approximately 2/3 of the overall annual operating cost of
the South Beach Local service($2.8 Million)while the City covers 1/3($1.3 Million). Should the City decide to provide its own
transit service,the overall cost may have to be covered completely by the City.The City has been working with the County to re-
invest their savings in an enhanced bus connection between the City of Miami Beach and the City of Miami,including premium
articulated buses with comfortable seating and WIFI.
Advisory Board Recommendation: At its December 18,2015 meeting,the Neighborhood/Community Affairs
Committee(NCAC)made a motion recommending the proposed South Beach Trolley Route and Service Plan.

This item was discussed at the Neighborhood/Community Affairs Committee (NCAC) meeting on
December 18, 2015. At the meeting, the NCAC made a motion recommending the proposed South
Beach Trolley Route and Service Plan.
BACKGROUND
On April 29, 2015, the City Commission passed Resolution No. 2015-28999 authorizing the
Administration to implement the proposed bi-directional South Beach Trolley route and service plan
to connect Collins Avenue in the East, 17th Street in the North,Alton Road in the west,and 1st Street
in the South.
Since receiving the above direction, the Administration has been working with Miami-Dade
Transportation(MDT)to obtain approval for implementation of the Commission-approved route and
service plan. However, MDT has expressed concerns regarding duplication of service with the
current County-operated South Beach Local route and has consequently rejected the City's
proposed trolley route. MDT has indicated that the implementation of the proposed trolley service in
the South Beach area could potentially have a detrimental effect on the South Beach Local. As an
alternative, MDT has indicated that the City may choose to design a trolley route and service plan
that replaces the South Beach Local which is due to terminate on February 21, 2017, pursuant to
the current Interlocal Agreement between the City and Miami-Dade County.
As a result, the Administration has been working with MDT staff to identify an enhanced route
alignment that can continue to provide the robust coverage currently provided by the South Beach
Local bus service while also addressing existing deficiencies of the service such as the poor east to
west connection.
ANALYSIS

consideration land use/density. The proposed route is designed to ensure the highest ridership
potential and best use of the City's resources. The proposed South Beach Trolley service is
anticipated to operate Monday through Saturday from 6:00 AM to 12:00 AM and Sundays from 8:00

Trolley service is anticipated to also have a significant impact on the awareness and promotion of
public transportation. The Administration recommends the approval of the proposed route
alignment and service plan.
