WHEREAS, City staff has requested approval to submit a grant application to the Miami- Dade Metropolitan Planning Organization ("MPO"), Municipal Grant Program, for funding in the approximate amount of$50,000 for a Transportation Study, the details of which are as follows: • The MPO is the official planning agency and transportation policy-making organization for Miami-Dade County and is responsible for planning and managing funding for projects and programs that enhance the region's transportation network. • The main focus of the MPO is to provide an integrated, multimodal transportation system that efficiently moves both people and goods throughout Miami-Dade County, thus enhancing the quality of life for both residents and visitors alike. • The Municipal Grant Program encourages Miami-Dade County municipalities to participate in a competitive program for funding for relevant transportation planning studies. • The Administration intends to apply for Municipal Grant Program funds to conduct a Transportation Study. • The grant program requires a 20% minimum local match of funds and the City has $10,000 available in matching funds for this project in the Transportation Department's operating budget. • This project supports the key intended outcome to ensure comprehensive mobility addressing all modes throughout the City; and WHEREAS, City staff has requested approval to submit a grant application to the MPO's Call for Ideas Program in the approximate amount of $150,000, the details of which are as follows: • The MPO seeks to fund creative ideas for transportation planning studies that will provide effective solutions to alleviate traffic congestion in the areas of highways, transit, freight, air, sea, non-motorized, and safety. • Ideas selected will be recommended for adoption by the MPO Governing Board, and then included in the Unified Planning Work Plan. • The City intends to apply for funding to conduct a Transportation Study. • This program does not require matching funds, and the project supports the key intended outcome: ensure comprehensive mobility addressing all modes throughout the City; and WHEREAS, City staff has requested approval to submit a grant application to the US Department of Homeland Security in the approximate amount of$200,000 for the Assistance to Firefighters Grant Program, the details of which are as follows: • The primary goal of the Assistance to Firefighters Grant ("AFG") is to meet the firefighting and emergency response needs of fire departments and nonaffiliated emergency medical service organizations. • Since 2001, AFG has helped firefighters and other first responders to obtain critically needed equipment, protective gear, emergency vehicles, training, and other resources needed to protect the public and emergency personnel from fire and related hazards. • The AFG funding priorities for grants are: 1) Fire Operations and Firefighter Safety (which includes firefighter training, firefighting equipment acquisitions, firefighter personal protective equipment, firefighter wellness and fitness, and modifications to fire stations and facilities); and 2) Firefighting vehicle acquisition. • This program does not provide funding for salaries. • The City intends to apply to the AFG program for funding for stretchers for the Fire Department emergency rescue operations. • The City is required to provide a non-federal match of 20 percent of the total project cost. • The City will apply for funding in the approximate amount of $200,000; the source of matching funds in the amount of$40,000 is the Fire Department's operating budget. • This project supports the key intended outcome: streamline the delivery of services through all departments; and WHEREAS, City staff has requested approval to submit an application to Branches, Inc. ("Branches") for VITA Program Funding in the approximate amount of $5,000 for the Tax Preparation Program, the details of which are as follows: • Branches is the Miami-Dade County lead agency for the Volunteer Income Tax Assistance ("VITA") Program which offers free tax help to people who earn approximately $52,000 annually or less and need assistance in preparing their own tax returns. • IRS-certified volunteers provide free basic income tax return preparation with electronic filing. • Branches has received funding from the IRS VITA Program to implement the United Way Center for Financial Stability VITA Program, which supports and coordinates tax education, tax preparation and financial education, and asset building services to low- income and/or limited English proficiency clients in Miami-Dade County. • The City's Community Services Department will apply to Branches for sub-grant funding to implement the VITA tax preparation program to eligible clients. • This application does not require matching funds and the project supports the key intended outcome: streamline the delivery of services through all departments; and WHEREAS, City staff has requested approval to submit a grant application to the US Department of Homeland Security, Federal Emergency Management Agency ("FEMA") for its Emergency Food and Shelter Program ("EFSP") in the approximate amount of $40,000 for Phase 33 Emergency Assistance Funding, the details of which are as follows: • Funds for the EFSP are awarded by FEMA. • The EFSP is governed by a National Board and FEMA chairs the National Board and provides policy guidance, oversight, federal coordination, and staff assistance to the National Board regarding this program. • Local boards are convened in the qualifying jurisdictions to determine the highest need and best use of funds and to select Local Recipient Organizations to receive funding and provide emergency food and shelter services. • Each year, needs are assessed in an effort to adapt to particular community needs. • The EFSP was created to supplement the work of local social service agencies, both non-profit and governmental, in assisting people in need of emergency assistance. • The funding is used to target special emergency needs. • These needs are primarily economic in nature, as opposed to disaster related. • The EFSP's funding priority is to provide rent/mortgage assistance and food to those in need. • The City has previously received EFSP funding, and the grant can provide funds for the provision of rent/mortgage assistance to individuals and families at-risk of homelessness; provision of food vouchers; and utility assistance. • This request is for Phase 33 funding for calendar year 2016. • Matching funds are not required for this grant and the project supports the key intended outcome: Enhance beauty and vibrancy of urban and residential neighborhoods; focusing on cleanliness, historic assets, in select neighborhoods and redevelopment areas; and WHEREAS, City staff has requested retroactive approval to submit a grant application to Miami-Dade County Homeless Trust for Fiscal Year (FY) 2015/16 in the approximate amount of $25,000 for the City's hotel/motel placement and the Hotel Motel Information System ("HMIS") staffing program, the details of which are as follows: • The Miami-Dade County Homeless Trust was created by the Miami-Dade Board of County Commissioners to, among other things, oversee the use of the Food and Beverage Tax and other funds to establish and implement policies based on the Miami- Dade County Community Homeless Plan ("Plan"). • The Plan is a comprehensive continuum of care system to serve homeless persons in Miami—Dade County. • Funds are available for short-term hotel placement for homeless families and individuals who cannot be placed in emergency shelter due to capacity issues. • The Plan also provides funding for food vouchers for families while residing in placements, if food arrangements or other resources are unavailable. • Additionally, the grant will partially cover the cost of salaries for staff to enter required information into the County-required HMIS. • The grant will provide funding in the amount of $25,000 and matching funds are not required; and WHEREAS, City staff has requested approval to submit a grant application to Miami- Dade County Homeless Trust for Fiscal Year (FY) 2015/16 funding in the approximate amount of $25,000 for Identification Assistance through the City's Homeless Outreach Program, the details of which are as follows: • The Miami-Dade County Homeless Trust was created by the Miami-Dade Board of County Commissioners to, among other things, oversee the use of the Food and Beverage Tax and other funds to establish and implement policies based on the Miami- Dade County Community Homeless Plan. • The Plan is a comprehensive continuum of care system to serve homeless persons in Miami-Dade County. • The Homeless Trust also has Identification Assistance funding available to provide assistance in obtaining identification and other personal documents on behalf of homeless individuals and families in Miami-Dade County. • The funds will be used to cover the cost of administering this program, and related costs or fees associated with obtaining or replacing documents utilized to establish identification, such as Florida identification cards, birth certificates, marriage certificates, school records, lawful permanent resident cards, naturalization certificates, and Florida driver's licenses. • Vital personal identification documents and official photo identification are necessary for obtaining employment and housing. • Providing this service will help homeless individuals to become self-sufficient, and the Identification Assistance service is part of the City's current Homeless Outreach Program and the grant will provide funding in the amount of$25,000. • The grant does not require matching funds; and WHEREAS, City staff has requested approval to submit a grant application to Miami- Dade County For FY 2015/16 for the Edward Byrne Memorial Justice Assistance Grant (JAG) Program for funds in the approximate amount of $10,000 for the City's Records Improvement Program, the details of which are as follows: • The Florida Department of Law Enforcement ("FDLE") anticipates an award from the US Department of Justice for FY 2015/16 JAG funds. • FDLE will distribute these funds in accordance with the JAG Countywide provisions of the Florida Administrative Code for use by all units of government within Miami-Dade County. • It is the Administration's intent to apply for funds from the County's allocation for the continuation of the City's Records Improvement Program. • The JAG Program is the primary provider of federal criminal justice funding to state and local jurisdictions. • JAG funds support all components of the criminal justice system, from multijurisdictional drug and gang task forces to crime prevention and domestic violence programs, courts, 1 corrections, treatment, technology improvement programs and justice information sharing initiatives. • The City will be applying for funding in the approximate amount of $10,000 for equipment. • Matching funds are not required for this grant. • This grant supports the key intended outcome insist on police department accountability and skilled management/leadership. Approval to submit a grant application to Miami-Dade County Homeless Trust for Fiscal Year (FY) 2015/16 funding in the approximate amount of $25,000 for Identification Assistance through the City's Homeless Outreach Program The Miami-Dade County Homeless Trust was created by the Miami-Dade Board of County Commissioners to, among other things, oversee the use of the Food and Beverage Tax and other funds and to establish and implement policies based on the Miami-Dade County Community Homeless Plan. The Plan is a comprehensive continuum of care system to serve homeless persons in Miami-Dade County. The Homeless Trust also has Identification Assistance funding available to provide assistance in obtaining identification and other personal documents on behalf of homeless individuals and families in Miami-Dade County. The funds will be used to cover the cost of administering this program, and related costs or fees associated with obtaining or replacing documents utilized to establish identification, such as Florida identification cards, birth certificates, marriage certificates, school records, lawful permanent resident cards, naturalization certificates and Florida driver's licenses. Vital personal identification documents and official photo identification are necessary for obtaining employment and housing. Providing this service will help homeless individuals to become self-sufficient, and the Identification Assistance service is part of the. City's current, Homeless Outreach Program and the grant will provide funding in the amount of $25,000. The grant does not require matching funds. 8. Approval to submit a grant application to Miami-Dade County For FY 2015/16 Edward Byrne Memorial Justice Assistance Grant (JAG) Program funds in the approximate amount of$10,000 for the City's Records Improvement Program The Florida Department of Law Enforcement (FDLE) anticipates an award from the US Department of Justice for FY 2015/16 JAG funds. FDLE will distribute these funds in accordance with the JAG Countywide provisions of the Florida Administrative Code for use by all units of government within Miami-Dade County. It is the Administration's intent to apply for funds from the County's allocation for the continuation of the City's Records Improvement Program. The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the primary provider of federal criminal justice funding to state and local jurisdictions. JAG funds support all components of the criminal justice system, from multijurisdictional drug and gang task forces to crime prevention and domestic violence programs, courts, corrections, treatment, technology Commission Memorandum Page 5 improvement programs and justice information sharing initiatives. The City will be applying for funding in the approximate amount of $10,000 for equipment. Matching funds are not required for this grant. This grant supports the key intended outcome insist on police department accountability and skilled management/leadership.
