A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, CONSENTING TO THE
APPOINTMENT OF ALLISON R. WILLIAMS AS THE CHIEF
FINANCIAL OFFICER (CFO) OF THE FINANCE DEPARTMENT
FOR THE CITY OF MIAMI BEACH.
WHEREAS, in September, 2015, the City Manager appointed Allison R. Williams
as the Interim CFO of the Finance Department for the City of Miami Beach; and
WHEREAS, Ms. Williams has proven to possess the leadership skills needed to
successfully lead the Finance Department; and
WHEREAS, the City Manager has appointed Allison R. Williams as the CFO of
the Finance Department of the City of Miami Beach; and
WHEREAS, pursuant to Article IV, Section 4.02(b) of the City of Miami Beach
Charter, the City Manager has power to appoint directors of the City departments with
the consent of the Mayor and the City Commission; and
WHEREAS, the Mayor and the City Commission wish to consent to and confirm
the appointment of Allison R. Williams as the CFO of the Finance Department for the
City of Miami Beach.
NOW, THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, hereby consented to and
confirm the appointment of Allison R. Williams as the CFO of the Finance Department
for the City of Miami Beach.

Item Summary/Recommendation:
The Finance Department seeks the most efficient and effective use of City funds; develops, analyzes and
presents information about City finances to city departments, the public, the press, bond rating agencies,
and other interested parties. It also works with the City's financial advisors, underwriters and bond counsel
to prepare and implement the City's financing strategies. The major duties and responsibilities of the
Department are addressed via its five divisions: Administration, Revenue, Finance, General Ledger, and
Treasury.
Ms. Williams experience and dedication, evidenced by her eleven years of service to the City, has
prepared her to lead the Finance Department through an exciting new era. In September 2015, she was
confirmed as Interim Assistant CFO for the Finance Department. Her performance since then, including
the issuance of the City's largest and most complex financing in its history for the renovation of the
Convention Center totaling $615 million in Resort Tax, RDA, and Parking bonds, leads me to now proudly
present her for your confirmation as the permanent Chief Financial Officer.
Pursuant to the requirements of Article IV, Section 4.02 of the City Charter, it is recommended that the
Mayor and the City Commission adopt the attached resolution consenting and confirming Allison R.
Williams as the CFO of the Finance Department for the City of Miami Beach.

SUBJECT: A RESOLUTION OF THE MAYOR A ND THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, CONSENTING TO THE APPOINTMENT
OF ALLISON R. WILLIAMS AS THE CHIEF FINANCIAL OFFICER (CFO) OF
THE FINANCE DEPARTMENT FOR THE CITY OF MIAMI BEACH.
ADMINISTRATION RECOMMENDATION
Pursuant to the requirements of Article IV, Section 4.02 of the City Charter, it is
recommended that the Mayor and the City Commission adopt the attached resolution
consenting and confirming Allison R. Williams as the Chief Financial Officer (CFO) for
the City of Miami Beach.
ANALYSIS
Ms. Williams, an eleven-year employee of the City, is a Certified Public Accountant
(CPA), a Certified Government Finance Officer (CGFO), and a Certified Global
Management Accountant (CGMA). She holds a Bachelor of Business Administration in
Accounting as well as a Masters in Accounting degree. She is a member of the
American Institute of Certified Public Accountants (AICPA) and serves as a reviewer for
the Government Finance Officers Association (GFOA) Special Reviews Committee. She
also serves as an Adjunct Professor teaching governmental and institutional accounting
at Florida International University since 2005.
Ms. Williams began her career as an Auditor with KPMG performing audits on local
governments, non-profit organizations, and school districts. Audit engagements
included the City of Miami Beach, Miami-Dade County School Board, and Indian Creek
Village.
For the last eleven years, Ms. Williams has worked in the City of Miami Beach's Finance
Department. She is currently the City's Chief Accountant and her duties include
managing and supervising the preparation and maintenance of complex accounting
records, preparing the City's financial statements, managing the external audit, ensure
all reports are prepared and submitted on a timely basis and incompliance with GAAP
and GASB requirements, and preparation of internal financial information for operations
and projects. She serves on the Munis/Energov Project Executive Steering Committee,
the Greater Miami Conventions & Visitors Bureau, and is a trustee for the City's
Fireman's Relief and Pension Fund.

In September 2015, Ms. Williams was appointed as the Acting Assistant CFO. During
this time, Ms. Williams has proven to possess the leadership qualities needed to
successfully lead the Finance Department. She managed the issuance of the City's
largest and most complex financing in its history for the renovation of the Convention
Center totaling $615 million in Resort Tax, RDA, and Parking bonds. She is also leading
the Finance Department's conversion to the City's new financial system, Munis, which
impacts every aspect of the department's operations. In addition, she has held two
employee retreats to identify opportunities and implement positive changes in the
department during the interim transition period while developing a rejuvenated culture of
accountability and team work.
CONCLUSION
In September 2015, Ms. Williams was confirmed as the Acting Assistant CFO. Since this
time, Ms. Williams has proven to possess the leadership qualities needed to successfully
lead the Finance Department. The appointment of Allison R. Williams as the CFO of the
Finance Department will ensure that the City continues to move forward and ensure the
success of the City's financial initiatives.
Pursuant to the requirements of Article IV, Section 4.02, of the City Charter, it is
recommended that the Mayor and City Commission.adopt the resolution consenting and
confirming Allison R. Williams as the CFO of the Finance Department.
