LETTER TO COMMISSION
To: Mayor Philip Levine and Members oft e City Co mission
From: Jimmy L. Morales, City Manager
Date: January 21, 2016
Subject: PHOTOMETRIC ANALYSIS
The purpose of this Letter to Commission is to provide an update on the City's efforts to perform
a photometric analysis of the streetlight system as discussed at its January 15, 2016
Neighborhood/Community Affairs Committee meeting.
The City has 6,796 lighting points identified in our Geographical Information Systems (GIS)
database. There are many different types and technologies of lighting being used throughout
the City. A photometric analysis will measure street level lighting performance at all of our light
points and report average illuminance in foot candles and uniformity. A written report will
accompany the analysis identifying areas that are over-lit and under-lit when compared to
standards that we are trying to achieve.
Staff has met multiple times with industry experts offering numerous lighting related services. A
photometric analysis is a logical beginning to develop objective data to more accurately define
future lighting improvements. We have received one quote for such services and expect to
receive additional quotes for the same services in the coming days. As soon as we are
confident that the City is receiving the best value for its investment in the services and have
satisfied procurement requirements, a vendor will be selected and the analysis will be
completed expeditiously.
If you have any questiOns or concerns about the photometric analysis please do not hesitate to
contact me directly.
