A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING THE AWARD OF CONTRACTS,
PURSUANT TO REQUEST FOR PROPOSALS NO. 2015-013-YG (THE RFP)
FOR SECURITY OFFICER SERVICES, TO ALLIED BARTON SECURITY
SERVICES, LLC, AND G4S SECURE SOLUTIONS (USA) INC.; AND
AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN
AGREEMENT WITH ALLIED BARTON SECURITY SERVICES, LLC, AND G4S
SECURE SOLUTIONS (USA) INC.
WHEREAS, Request for Proposal (RFP) No. 2015-013-YG was issued on May 8, 2015,
with an opening date of July 29, 2015; and
WHEREAS, a pre-proposal conference was held on May 26, 2015; and
WHEREAS, the City received ten (10) proposals from 50 State Security Services, Inc.,
ABM Security Services, Allied Barton Security Services, LLC, Andrews International, LLC,
Cambridge Security Services Corporation, G4S Secure Solutions (USA) Inc., Kent Security
Services, Inc., Responsible Security, Inc., Security Alliance, LLC, and US Alliance Management
d/b/a US Security; and
WHEREAS, the'following firms were deemed non-responsive: ABM Security Services,
Andrews International, LLC, Cambridge Security Services Corporations, Responsible Security,
Inc., and US Alliance Management-d/b/a US Security; and
WHEREAS, on July 15, 2015, the City Manager via Letter to Commission appointed an
Evaluation Committee-(the "Committee"), consisting of the following individuals:
• David Berger, Resident and Member of the Parks and Recreational Facilities Board
• Tony Gil, Sergeant, Department of Police, City of Miami Beach
• Adrian Morales, Senior Administrative Manager, Department of Public Works, City of
Miami Beach
• Maria Ruiz, Director, Department of Housing & Community Services, City of Miami
Beach
• Elizabeth Valera, Deputy Director, Department of Parks & Recreation, City of Miami
Beach
• Claire Warren, Resident and Member of the Police/Citizens Relations Committee
The following Alternates were also appointed:
• Nelson Gonzalez, Resident and Member of the Police/Citizens Relations Committee
• Anthony Kaniewski, Director, Property Management Division, Department of Public
Works, City of Miami Beach
• Alexander Torres, Sergeant, Department of Police,City of Miami Beach
WHEREAS, the Committee convened on September 21, 2015 to consider all proposals;
and
WHEREAS, the Committee was provided an overview of the project, information relative
to the City's Cone of Silence Ordinance and the-Government Sunshine Law; general information
on the scope of services, references, and a copy of the proposal; and
WHEREAS, the Committee was instructed to score and rank the proposals pursuant to
the evaluation criteria established in the RFP; and
WHEREAS, the Committee's ranking was as follows: Kent Security Services, Inc., Allied
Barton Security Services, LLC; G4S Secure Solutions (USA) Inc.; 50 State Security Services,
Inc.; and Security Alliance LLC; and
WHEREAS, the City Manager considered all the submissions and the results of the
Evaluation Committee process, including the tie scores between Allied Barton Security Services
and G4S Security Solutions; and
WHEREAS, the City Manager recommended, in order to establish a pool of contracts
that will allow the City to better respond to the need for services, that the three top-ranked
proposers, Kent Security Services, Inc., Allied Barton Security Services and -GS4 Security
Solutions be awarded a contract; and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that Mayor and City Commission
of the City of Miami Beach, Florida, hereby approve the award of contracts, pursuant-to Request
for Proposal (RFP) No. 2015-013-YG for Security Officer Services, to Allied Barton Security
Services, LLC, and G4S Secure Solutions (USA) Inc.; and authorize the Mayor and City Clerk to
execute an -agreement with Allied Barton Security Services, LLC, and G4S Secure Solutions
(USA) Inc.

Item Summary/Recommendation:
The Administration issued RFP 2015-013-YG to seek the proposals from qualified firms to provide security officer
services. The RFP was approved for issuance by the City Commission on May 6,2015. The RFP was released
on May 8, 2015.A pre-proposal conference to provide information to the proposers submitting a response was
held on May 26,2015. On July 29,2015,the City received proposals from the following firms: 50 State Security
Services, Inc., ABM Security Services, Allied Barton Security Services, LLC, Andrews International, LLC,
Cambridge Security Services Corporation, G4S Secure Solutions (USA) Inc., Kent Security Services, Inc.,
Responsible Security, Inc., Security Alliance, LLC, and US Alliance Management d/b/a US Security.
The following firms were deemed non-responsive for failure to meet minimum eligibility requirements: ABM
Security Services,Andrews International, LLC,Cambridge Security Services Corporations,Responsible Security,
Inc., and US Alliance Management d/b/a US Security.
On September 21, 2015, the Evaluation Committee appointed by the City Manager convened to consider the
responsive proposals received.The Committee was instructed to score and rank the proposals received pursuant
to the evaluation criteria established in the RFP.The results of the evaluation committee process were presented
to the City Manager for his recommendation to the City Commission.
After considering proposals and the results of the Evaluation Committee process,pursuant to RFP No.2015-013-
YG,for Security Officer Services,the City Manager recommends the award of contracts to the three(3)highest
ranked proposers:Kent Security Services,Allied Barton Security Services and G4S Security Solutions.The three
firms achieved very close scores during the Evaluation Committee's review of proposals and staffs consideration
of costs. In fact, (with one exception) all first, second and third place rankings established by the Evaluation
Committee were concentrated in only these three firms.
The City currently uses the services of several security officer agencies to assure that needs for these services
are met in a timely and cost-effective manner.Continuing to have a pool of vendors available for security guard
services will allow the City to quickly respond to any need for these services that may arise.When the need for
services arises for short term or small scale deployments,staff will assign the work to the firm deemed to be in the
best interest of the City for the given situation.When the need for services arises for longer term or larger scale
deployments, staff will seek proposals from the awarded firms, which will include (in addition to costs) their
approach to the situation at hand and their ability to assign staff within the timelines required. Purchase Orders
will be issued to those vendors providing the best proposal for any given specific need for services.
RECOMMENDATION

FUNDING
The annual cost associated with the security officer services is subject to the funds availability
approved through the City's budgeting process.
BACKGROUND
The Administration issued RFP 2015-013-YG to seek proposals from qualified firms to provide security
officer services for the City of Miami Beach.
RFP PROCESS
The RFP was released on May 8, 2015. A pre-proposal conference to provide information to the
proposers submitting a response was held on May 26, 2015. On July 29, 2015, the City received
proposals from the following firms:

Mr. Berger and Ms. Warren were unable to participate. The Committee convened on September 21,
2015, to consider the proposals received. The Committee was provided an overview of the project,

of each proposal. The Committee was instructed to score and rank the proposal pursuant to the

The RFP also stipulated that additional points would be applied, if applicable pursuant to the City's
Veteran's Preference Ordinance. However, none of the proposers were eligible for the veteran's
preference.
After proposer's presentations and interviews, the Committee discussed the proposers' qualification,
experience, and competence, and further scored the proposers in accordance with the qualitative
criteria established in the RFP (experience & qualifications, scope of services, and
approach/methodology). As stipulated in the RFP, cost proposal scores (indicated below) were added
to the qualitative scores established by the committee members. The final rankings are as follows:

In determining responsiveness and responsibility of the firm, the Department of Procurement
Management verified compliance with the minimum requirements established in the RFP, financial
capacity as contained in the Dun & Bradstreet Supplier Qualifier Report, and past performance through
client references submitted by each proposer.
CITY MANAGER'S DUE DILIGENCE

CONCLUSION
The Administration recommends that the Mayor and City Commission of the City of Miami Beach,
Florida, approve the resolution accepting the recommendation of the City Manager, pertaining to the
ranking of proposals received pursuant to Request for Proposal (RFP) No. 2015-013-YG, for Security
Officer Services, to award contracts to: Kent Security Services, Inc., Allied Barton Security Services,
LLC; and G4S Secure Solutions (USA) Inc.; and, further authorizing the Mayor and City Clerk to execute
agreements with the recommended firms.
