SUBJECT: FREIGHT LOADING ZONE (FLZ)— . COLLINS AVE/63RD-75TH STREETS
As you may recall, on February 10, 2016, the Mayor and Commission discussed
Itern No. R9P, entitled, "Discussion Regarding Allowing Leniency In Enforcement
For Deliveries And Tourist Bus Disembarkation On Collins Avenue Between 63rd
And 75th Streets For A Defined Daily Time Window Outside Of Normal "Rush
Hour" Periods (Such As 9:00 a.m. - 3:00 p.m.), While Discussions For A More
Permanent Solution Are Had (Sponsored by Vice-Mayor John Elizabeth Aleman).
As part of the discussion, an update regarding the imminent deployment of the
freight loading zone program along North Collins Avenue between 63rd and 75th
Street was provided by the Parking Department Director, Saul Frances. The
following serves as a further update regarding this deployment:
• On February 25, 2016, the Police and Parking Departments jointly hosted
a workshop at the North Beach Police Substation with invitations sent via
email blast to businesses in the affected areas.
• FLZ installation began on February 29, 2016, and were completed on
March 9, 2016. All 13 FLZ have been deployed in the corridor.
• On February 29, 2016, the issuance of warnings began and will
continue until Monday, March 21, 2016, at which time full
enforcement, including parking citations/towing and moving
violations by the Parking and Police Departments. .
The FLZ program has been successful in reducing double parking by purveyors
on major corridors. As a reminder, the following are key points of the program:
• Freight loading zones for large trucks (each freight loading zone is
curbside consisting of up to 100' linear feet equal to five car lengths) for
vehicles with a gross weight (GVW) over 10,000 lbs.
• Use is regulated by semi-annual/annual "FLZ" (Freight Loading Zone)
electronic permit (license plate), meter payment, or electronic payment via
ParkMobile (pay by phone provider).
• Loading days/hours should be consistent with type and demand of
deliveries in the area. Feedback received from area businesses resulted
the following FLZ days/hours:
o Monday to Saturday/7AM to 11AM or 7AM to 1 PM;
O 30 minute or 60 minute maximum time limits.

• Loading prohibitions during certain hours are built-in protections from
nuisances to residents/hotel guests and it is equally important that no
loading activity occur during hours of peak traffic volume.
Enforcement
Enforcement of these regulations takes place as follows:
• The City's Parking Enforcement Unit enforces freight loading zones
regulations by citing and towing vehicles that do not attain the required
permit and/or violate the provisions of the program. Proper use of these
loading areas is required to ensure efficient space turnover and their
availability. Therefore, strict enforcement of this regulation is critical.
• The City's Police Department patrols and issues moving violations for.
obstruction of traffic (double parking).
• The City's Code Enforcement Department is empowered to enforce the
prohibition of loading activities during posted hours pursuant to the City
Code. This is essential in holding both purveyors and businesses
accountable.

The Miami Beach Police Department will be hosting meetings to discuss
parking and Freight Loading Zones (F1Z) in the North Beach Business District.
Specifically, we are looking for ways to improve traffic along the Collins
Avenue and 71" Street Business corridors.
We are looking for citizen and business owner input on how we can improve
traffic flow, delivery truck parking, and safety along these two important
traffic corridors.
Please participate in these meeting so that your voice can be heard and we
can get a perspective From your point of view. Without your input, decisions
will be made that may affect your customer parking options and truck
delivery parking/unloading areas and times.
