SUBJECT: NORMANDY ISLE SCOOTER/M• ORCYCLE PILOT PROGRAM
The purpose of this LTC is to advise the Mayor and Commission of the launch of the
Scooter/Motorcycle Pilot Program in the southeastern area of Normandy Isle.
As you may recall, on February 10, 2016, the Mayor and Commission held a discussion
regarding Item No. R9K, entitled, "Discussion regarding authorizing the creation of a
Pilot Program for specifically designated residential zones that will limit on-street parking
to only cars and trucks, sponsored by Vice-Mayor John Elizabeth Aleman.
The City has experienced increased utilization of alternative vehicles, including scooters
and motorcycles, which are environmentally friendly due to their low emissions as well
as low expense to own, operate, and maintain. This increased usage of scooters and
motorcycles has directly impacted parking demand and competition for curbside parking
spaces. Regrettably, an unintended consequence has been citizens placing a scooter or
motorcycle at a parking space with the intent to "reserve" it for later placement of an
automobile, despite availability and specific designation of parking for scooters and
motorcycles in the immediate area. Reserving a public parking space with the intent of
private use, by any means, is prohibited.
The City has the authority and duty to regulate curbside parking, including either
prohibiting or allowing curbside parking for certain types of vehicles at certain designated
parking spaces. The Mayor and Commission approved a six (6) month pilot program
allowing scooter and motorcycle parking at certain designated parking spaces and their
prohibition at certain other parking spaces.
The pilot program will take place in Normandy Isle where there is high occurrence of this
activity. The following are the boundaries for the pilot program area:
• Bay Drive between 71st Street and Rue Versailles.
• Biarritz Drive between Rue Versailles and Rue Vendome.
• Brest Esplanade between Biarritz Drive and Bay Drive.
• Rue Vendome between 71St Street and Biarritz Drive.
New Parking Rules for Scooters and Motorcycles:
Designated curbside parking spaces for scooters and motorcycles will available
throughout the neighborhood. In most locations, there will be groupings of curbside
parking spaces.

All other curbside parking spaces in the area will have markings prohibiting scooter and
motorcycle parking. Most curbside parking spaces in this neighborhood are angled.
Each angled parking space has wheel stop (barrier that keeps an automobile from
extending into the sidewalk) that will bear markings prohibiting scooter/motorcycle
parking.
The Parking Department and Communications Department have developed collateral
materials (see attachments) for distribution via U.S. Mail, at residences, and on vehicles,
including a notice with information about the pilot program; FAQ (frequently asked
questions); city email address (scooterparking @miamibeachfl.gov) for comments or
questions; and parking enforcement warnings.
The scooter/motorcycle parking regulations will be deployed on Monday, March
28, 2016. There will be a sixty (60) day grace period to:
• Provide a reasonable period for residents to familiarize themselves with the
program.
• Make any needed adjustments to the program, including number of
scooter/motorcycle spaces designated/prohibited.
• Issuance of warnings prior to any punitive enforcement actions, such as citations
or towing.
On Monday, May 23, 2016, enforcement of these new parking rules will begin with
the issuance of parking citations and on Monday, May 30, 2016, full enforcement
will begin, including towing. The Mayor and Commission have empowered the City
Manager to extend, amend, or discontinue the six (6) month pilot program; and to
provide periodic updates to the City Commission.
