97-22336 RESO RESOLUTION NO. 97-22336 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING THE CITY OF MIAMI BEACH'S 1997 LIST OF LEGISLATIVE PRIORITIES SO AS TO INCLUDE THEREIN A REQUEST THAT THE LEGISLATURE OF THE STATE OF FLORIDA RECOGNIZE AND CAREFULLY CONSIDER THE DISPROPORTIONATE IMPACT OF WELFARE REFORM ON THE STATE, AND ESPECIALLY ON METROPOLITAN DADE COUNTY AS DECISIONS ARE MADE REGARDING DISBURSEMENT OF FUNDS TO LOCAL COMMUNITIES, AND THAT THE LEGISLATURE PRIORITIZE THE NEEDS OF THE STA TE IN ACCORDANCE WITH THE PROPORTION OF BENEFIT RECIPIENTS IN EACH COUNTY SO AS TO ALLEVIATE THE BURDEN OF LOCAL GOVERNMENTS THAT ARE MOST AFFECTED, IN ADDRESSING THE NEEDS OF BENEFIT RECIPIENTS. WHEREAS, Dade County and its municipalities account for approximately 25 percent e,[t Ie State of Florida's welfare recipients; and WHEREAS, approximately 116,796 adults and children residing in Dade County re::ei (e Temporary Assistance to Needy Families (T ANF), totaling $10,733,835 in cash assistance per m)n h; and WHEREAS, approximately 30,000 of the adults currently on T ANF will not be exempt ~d from the Work and Gain Economic Self-Sufficiency (WAGES) Program and will be required to \lOl k; and WHEREAS, approximately 334,522 Food Stamp (FS) recipients reside in Dade COlm y, totaling $27,8333.00 in FS benefits per month; and WHEREAS, approximately 70,257 of these recipients will begin losing benefits begillni 19 in May 1997, primarily as a result of their non-citizenship status; and WHEREAS, approximately 56,000 SSI recipients reside In Dade County, totali 19 $19,152,000 in SSI benefits per month; and WHEREAS, approximately 30,000 of these SSI recipients will lose benefits beginnin!! Jlly 1, 1997, primarily as a result of their non-citizenship status; and WHEREAS, these numbers will be further impacted by the vast number of non-citizels residing in Dade County who will fit into more than one of the foregoing categories; and WHEREAS, in light of the above, the City of Miami Beach's 1997 List of Legisilat ve Priorities must be amended so as to include the request that the State of Florida Legislature recogn ze and carefully consider the disproportionate impact of welfare reform on the State, and especia ly)n Metropolitan Dade County as decisions are made regarding disbursement of funds to lo:al communities, and that the Legislature prioritize the needs of the State in accordance with the proportion of benefit recipients in each county so as to alleviate the burden of local government; tllat are most affected, in addressing the needs of benefit recipients, NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that due to the propc1rti)n of benefit recipients residing in Dade County and its municipalities who will be affected by the inp:"ct of welfare reform, the City of Miami Beach's 1997 List of Legislative Priorities is hereby amwded to request the State of Florida Legislature to provide sufficient funding to address this need in DaI je County, or at a minimum to develop a formula for the distribution of funds based on a proporti,)n:te distribution of funds to the jurisdictions most affected, PASSED and ADOPTED this 19th day of , 1997.
