A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER AND CITY
CLERK TO EXECUTE AN INTERLOCAL COOPERATION AGREEMENT
BETWEEN THE CITY OF MIAMI BEACH, ON BEHALF OF THE MIAMI BEACH
POLICE DEPARTMENT, AND MIAMI-DADE COUNTY, ON BEHALF OF THE
MIAMI-DADE POLICE DEPARTMENT, FOR SHARED USE OF THE
AUTOMATED FINGERPRINT IDENTIFICATION SYSTEM OPERATED BY THE
MIAMI-DADE POLICE DEPARTMENT.
WHEREAS, the Miami-Dade Police Department (MDPD) operates an Automated
Fingerprint Identification System (AFIS); and
WHEREAS, the AFIS captures, searches and stores ten-print, palm print and
latent print minutiae and images, all critical in identifying print evidence recovered from
crime scenes; and
WHEREAS, the AFIS also identifies individuals who have been arrested and are
associated with evidence recovered at crime scenes; and
WHEREAS, the Miami Beach Police Department (MBPD) utilizes the MDPD
AFIS to identify individuals; and
WHEREAS, the MBPD has expanded its operations to include the use of mobile
fingerprint readers, thus enabling officers in the field to identify subjects with whom they
come into contact; and
WHEREAS, this new capability increases the situational awareness and personal
safety of officers; and
WHEREAS, the MDPD wishes to execute an Interlocal Cooperation Agreement
with the MBPD and other local police departments; and
WHEREAS, the proposed Interlocal Cooperation Agreement places no additional
requirements on the MBPD for use of the AFIS.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager and
City Clerk are authorized to execute an Interlocal Cooperation Agreement between the
City of Miami Beach, on behalf of the Miami Beach Police Department, and Miami-Dade
County, on behalf of the Miami-Dade Police Department, for shared use of the
Automated Fingerprint Identification System.

provided by City Police as excellent or good.
Item Summary/Recommendation:
The Miami-Dade Police Department(MDPD) operates an Automated Fingerprint Identification
System (AFIS). This System captures, searches and stores ten-print, palm print and latent print
minutiae and images, all critical in identifying print evidence recovered from crime scenes. It also
identifies individuals who have been arrested and are associated with evidence recovered at
crime scenes.The Miami Beach Police Department(MBPD)currently utilizes this System for both
regular and mobile fingerprint readers. Officers in the field can immediately identify a subject and
have access to their complete criminal history, thus increasing their situational awareness and
personal safety. The use of AFIS is a critical capability for the MBPD. There is no current
agreement for the MBPD to use AFIS -the MDPD therefore wishes to execute an Agreement to
formalize the current arrangements.There are no additional implications for the MBPD in entering
into the proposed Agreement.
It is recommended that the Mayor and City Commission adopt this Resolution.

ANALYSIS
The Miami-Dade Police Department (MDPD) operates an Automated Fingerprint
Identification System(AFIS).This System captures,searches and stores ten-print, palm print
and latent print minutiae and images, all critical in identifying print evidence recovered from
crime scenes. It also identifies individuals who have been arrested and are associated with
evidence recovered at crime scenes. The Miami Beach Police Department(MBPD)utilizes
the MDPD AFIS and, in addition,the following other entities are connected:all MDPD District
Stations; Miami-Dade County Corrections and Rehabilitation Department; Miami-Dade
County Juvenile Services Department; and other state and local law enforcement agencies
such as the Florida Department of Law Enforcement,Aventura Police Department, Hialeah
Police Department, Miami Police Department and the Miami Gardens Police Department.
In addition to regular fingerprint readers, the MBPD has commenced utilizing mobile
fingerprint readers. With the scan of a subject's fingerprint, an officer in the field can
immediately identify a subject and have access to their complete criminal history, thus
increasing their situational awareness and personal safety. In addition, the correct
identification of these subjects increases the accuracy of records populating the global
subject jackets and the career criminal module in all Law Enforcement Records
Management Systems. The use of AFIS is therefore a critical capability for the MBPD.
There is no current agreement for agencies to use AFIS,and the MDPD therefore wishes to
execute an Interlocal Cooperation Agreement to formalize the current arrangements.There
are no additional implications for the MBPD in entering into the proposed Agreement.

FISCAL IMPACT
There is no fiscal impact created by the proposed Agreement.
CONCLUSION
It is recommended that the Mayor and City Commission adopt this Resolution and authorize
the execution of the proposed Interlocal Cooperation Agreement.
