A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE A MEMORANDUM
OF UNDERSTANDING (MOU), SUBSTANTIALLY IN THE FORM
ATTACHED TO THIS RESOLUTION, BETWEEN THE CITY OF
MIAMI BEACH, THE MIAMI BEACH CHAMBER OF
COMMERCE, NORTH BAY VILLAGE, THE TOWN OF BAY
HARBOR ISLANDS, THE TOWN OF SURFSIDE, AND BAL
HARBOUR VILLAGE TO SUPPORT AND ENHANCE THE
NURSE INITIATIVE FOR THE 2016-2017 SCHOOL YEAR AND
AUTHORIZING THE APPROPRIATION OF $15,400 FROM THE
MIAMI BEACH EDUCATION COMPACT FUND FOR THE CITY
OF MIAMI BEACH'S PROPORTIONATE SHARE OF FUNDING
FOR THE NURSE ENHANCEMENT INITIATIVE SUBJECT TO
APPROVAL IN THE CITY'S FY 2016/17 ANNUAL BUDGET.
WHEREAS, in January 2008, the City of Miami Beach entered into an Education
Compact with the Miami-Dade County Public Schools to Enhance Learning Opportunities for
Youth; and
WHEREAS, the Education Compact reflects the desire of the Miami Beach community
to support excellence in the City's public schools and enhance the health and well-being of our
City's youth; and
WHEREAS, as a result of the City's Education Compact with Miami-Dade County Public
Schools, all public schools in Miami Beach offer the International Baccalaureate program which
is internationally recognized as a benchmark for education excellence and also fosters student
participation in community service; and
WHEREAS, in the 2012-13 school year, five of the eight schools in our educational
feeder pattern had Health Connect in Our Schools (HCIOS) suites which are supported by The
Children's Trust and which provide a full-time Medical Assistant and a shared Registered Nurse
on campus; and
WHEREAS, for students who do not require routine medications, the HCIOS suites are
used for nursing assessments, administration of first aid, and other purposes such as consulting
with parents and caregivers; and
WHEREAS, the City of Miami Beach, North Bay Village, the Town of Bay Harbor
Islands, the Town of Surfside, and Bal Harbour Village ("Participating Municipalities") have
determined that a program to provide healthcare services to students attending underserviced
public schools is in the best interests of the health and public welfare of youth; and
WHEREAS, in the 2013-14 school year, a municipal Nurse Initiative was implemented
pursuant to a Memorandum of Understanding between the Participating Municipalities to
provide a HCIOS team of professionals including a shared Registered Nurse, a full-time Medical
Assistant, and a social-worker which is already funded by Miami-Dade County Public Schools
for the 2013-14 School Year and 2014-15 School Year; and
WHEREAS, the benefits of HCIOS health teams include: a coordinated level of school-
based healthcare, expanded health screenings, and assessments with access to follow-up care,
mental and behavioral health services to identify and solve student health and educational
issues, nutrition and health counseling, heath services for uninsured students with no other
option for access to health care, emergency first aid/CPR, and chronic disease management;
and
WHEREAS, utilization of the HCIOS health teams remained high throughout the 2014-
15 school year, with 52 percent of 3,044 unduplicated students utilizing the services an average
of eleven visits per day per school resulting in 3,836 visits in the school year; and
WHEREAS, by approval of Resolution 2015-42 on February 9, 2015, The Children's
Trust Board of Directors approved the release of RFP 2015-17: School Health Programs to
fund improved access to quality health care through providers delivering comprehensive
services in the public schools to 145 pre-selected schools for School Years 2015-16, 2016-17,
and 2017-18; the programs which are the subject of the RFP include all three (3) Miami Beach
schools in the City's original Nurse Initiative; and
WHEREAS, due to the success of the Nurse Initiative during the 2013-2014 School Year
and the 2014-15 School Year, the City of Miami Beach authorized an enhanced nurse initiative
("Nurse Enhancement Initiative")for the 2015-16 School Year per Resolution No. 2015-29004 to
include behavioral health services; and
WHEREAS, the City's proportionate share for the Nurse Enhancement Initiative is
approximately$15,400 for the 2016-17 School Year and will not be due to be paid until October
31, 2016; and
WHEREAS, the funds for the City's proportionate will be subject to approval in the FY
2016/17 Annual Budget; and
WHEREAS, the The Children's Trust has committed to fund the School Health Programs
at all Miami Beach feeder schools through the end of the 2017-18 School Year; and
WHEREAS, the Miami Beach Chamber Education Foundation (MBCEF) shall provide
funding for the 2016-2017 Nurse Enhancement Initiative from unused funds ($14,000) provided
by the Aetna Voices Health award pursuant to the 2013-14 Nurse Initiative Memorandum of
Understanding, such funds shall be carried over for an additional two years at $7,000 per year
through the 2017-18 School Year; and
WHEREAS, as of April 2016, each of the Participating Municipalities has committed
approximate funding for the Nurse Enhancement Initiative for the 2016-2017 school year as
follows: City of Miami Beach $15,400, Town of Surfside $3,667, Town of Bay Harbor Islands
$3,667, Bal Harbour Village $3,667, and North Bay Village $6,600; and
WHEREAS, the Miami Beach Chamber of Commerce will serve as the fiscal agent to
collect the funds from the Participating Municipalities and the City of Miami Beach and will
disperse the funds to The Children's Trust; and
WHEREAS, on or before October 31, 2016, the Participating Municipalities shall provide
their proportionate share of funds for the 2016-2017 Nurse Enhancement Initiative to MBCEF,

which funds MBCEF shall hold in escrow pending the execution of its agreement with The
Children's Trust; and,
WHEREAS, it is anticipated that a Memorandum of Understanding will be entered into
between the City of Miami Beach, the Miami Beach Chamber Education Foundation, Inc., North
Bay Village, the Town of Surfside, the Town of Bay Harbor Islands, and Bal Harbour Village,
with the Participating Municipalities contributing their proportionate share of the costs to support
the Nurse Enhancement Initiative program for the 2016-17 School Year; and
WHEREAS, the MOU may be extended for up to one additional School Year in 2017-18,
pending available funding from the Participating Municipalities.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City
Commission hereby authorize the Mayor and City Clerk to execute a Memorandum of
Understanding, substantially in the form attached to this Resolution, between the City of Miami
Beach, the Miami Beach Chamber Education Foundation, Inc., North Bay Village, the Town of
Bay Harbor Islands, the Town of Surfside, and Bal Harbour Village, to support and enhance the
Nurse Enhancement Initiative for the 2016-2017 School Year and authorizing the appropriation
of $15,400 from the Miami Beach Education Compact Fund for the City of Miami Beach's
proportionate share of funding for the Nurse Enhancement Initiative subject to approval in the
City's FY 2016/17 Annual Budget.

The 2012 and 2014 Community Satisfaction showed that 91 c/o and 75%respectively of residents with
children are very satisfied or satisfied with our City's public schools compared to 51%in 2007. In the
2013-14,2014-15,and 2015-16 school year,the City of Miami Beach in partnership with neighboring
municipalities funded a Nurse Initiative and Nurse Enhancement Initiative providing service to over
4,000 children/visits, an average of 80% of the total school populations visiting the Miami Beach
funded HCIOS in 2013-14 and 2014-15, and majority of students returning to class. Behavioral
Health services were added in the 2015-16 initiative.
Item Summary/Recommendation:
The effort to support the Nurse Initiative in place since the 2013-14 school year includes the City of Miami
Beach, North Bay Village, Town of Surfside, Town of Bay Harbor Islands, and Bal Harbour Village, to
converge efforts to secure the funding needed. By approval of Resolution 2015-42 on February 9, 2015,
The Children's Trust Board of Directors approved the release of RFP 2015-17 School Health Programs to
fund improved access to quality health care through providers delivering comprehensive services in the
public schools to 145 pre-selected schools for School Years 2015-16,2016-17,and 2017-18;the programs
which are the subject of the RFP include all three (3) Miami Beach schools in the City's original Nurse
Initiative. Due to the success of the Nurse Initiative during the 2013-2014 and 2014-15 School Years,the
City of Miami Beach and the other Participating Municipalities enhanced the Nurse Initiative for the 2015-
2016 School Year to include behavioral health services since the underlying nurse initiative is now provided
by The Children's Trust via School Health Programs. The funding provided by the Participating
Municipalities enhanced The Children's Trust School Health Programs for the schools, to include,
behavioral health services during the 2015-2016 School Year.As of April 2016,tentative funds requested
to sustain the Enhanced Initiative for 2016-17 school year are as follows: City of Miami Beach$15,400,
Town of Surfside $3,667, Town of Bay Harbor Islands $3,667, Bal Harbour Village $3,667, North Bay
Village$6,600,and Miami Beach Chamber$7,000. An agreement,acceptable to the City Attorney and the
City Manager, should be entered into between the MBCC, The Children's Trust, North Bay Village, the
Town of Surfside,the Town of Bay Harbor Islands, Bal Harbour Village,and the City,with the expectation
that all of the participating municipalities will continue to contribute to the current Nurse Enhancement
Initiative for the 2016-17 school year.

ADMINISTRATION RECOMMENDATION
Approve the Resolution.
BACKGROUND
On December 11, 2013, the Commission discussed (Item R9K) the continuation of the Nurse
Initiative for the 2014-15 school year, approved on July 17,2013, per Resolution#2013-28258(Item
C7N) funding the Nurse Initiative for the 2013-14 school year. On October 24, 2012, the
Commission requested the motion made by the Committee for Quality Education regarding health
care in feeder pattern public schools be referred to the Finance and Citywide Projects Committee to
discuss consideration of the request to strengthen Education Compact activities as they relate to
health and well-being. The Committee for Quality Education made the following motion at the
September 24, 2012, meeting regarding health care in our public schools:
The health and well-being of our children are of paramount importance and should be
considered a community priority and responsibility. Therefore, the Committee for Quality
Education recommends the Mayor and City Commission review the Health and Well-being
activities in the Education Compact to strengthen them and consider funding support.
The Education Compact with Miami-Dade County Public Schools (M-DCPS), established on
January 16, 2008, includes the outcome to increase the health and well-being of students in Miami
Beach public schools. The activities included in the Compact agreement to support this outcome
include the following:
• The school District will maintain health clinics(nurse practitioners and/or registered

nurses) at Fienberg-Fisher, Biscayne, Nautilus, and Miami Beach Senior High,
subject to continued available funding, and will work with all Miami Beach schools to
coordinate visits from the Health Connect on Wheels service(as available)or similar
service to schools and/or Miami Beach recreation centers;
• The District and the City will collaborate-to deliver information regarding health and
wellness education, prevention and intervention strategies regarding nutrition,
physical activity levels, and health maintenance in accordance with the District's
Wellness Initiative;
• The City will explore the development of a middle school-level after-school program.
The District will collaborate with the City by assisting with the recruitment of students,
including providing space within District-owned facilities as needed, and exploring
expanded transportation options for participating students; and,
• District will explore the expansion of full-time nurse practitioners and/or registered
nurses at schools without health clinics, subject to available funding.
Of the eight Miami Dade County Public Schools that fall within the City of Miami Beach feeder
pattern, as of the 2015-16 school year is Health Connect in Our Schools (HCIOS) Suites in all of
them. For students that do not require routine medications, the HCIOS is used for nursing
assessments, administration of first aide, consulting with parents and caregivers, etc. These are
considered Non-Routine Medication visits and they account for over 90%of all the services provided
amongst the HCIOS health suites.
During the December 2012 Finance and Citywide Projects Committee meeting, motions made by
the Quality Education Committee regarding the funding of a registered nurse at underserved public
schools in the feeder pattern were discussed. The Finance and Citywide Projects Committee
recommended funding the City's proportionate share of the estimated $62,000 for a full-time
registered nurse with benefits for the 2013-14 school year subject to neighboring municipalities also
contributing their proportionate share of the nurse for the three underserved schools in the feeder
pattern. The City's proportionate share was approximately $30,500 for the 2013-14 school year.
These funds were appropriated for FY 2012/13 in the Education Compact Fund adopted by
Resolution 2012-28018 anticipated to be used for teacher development programs and fees to the
International Baccalaureate Organization redirected at the May 8, 2013 Commission meeting per
Resolution 2013-28219 to support the Nurse Initiative.
In the 2013-14 School Year, a municipal Nurse Initiative was implemented pursuant to a
Memorandum of Understanding between the Participating Municipalities to provide a HCIOS team of
professionals including a shared Registered Nurse, a full-time Medical Assistant, and a social
worker,which is already funded by Miami-Dade County Public Schools for the 2013-14 School Year
and the 2014-15 School Year. The registered nurse rotates between each of the aforementioned
schools(or as per Children's Trust recommendation)so that accessibility is equal amongst all three
schools. Utilization of the HCIOS remains high.

As of April 2016, each of the neighboring municipalities has committed approximate funding for the
Nurse Enhancement Initiative for the 2016-17 school year as follows: Town of Surfside $3,667,
Town of Bay Harbor Islands$3,667, Bal Harbour Village$3,667,and North Bay Village$6,600. The
Miami Beach Chamber Education Foundation (MBCEF) shall provide funding for the 2016-2017
Nurse Enhancement Initiative from the unused funds ($14,000) provided by the Aetna Voices of
health prize funds pursuant to the 2013-2014 Nurse Initiative Memorandum of Understanding,which
unused funds shall be carried over for use during the 2016-2017 School Year at $7,000 per year
and which may be carried over for an additional two years at$7,000 per year through the 2017-18
School Year. The City of Miami Beach's proportionate share for the 2016-17 school year is
$15,400.
The funding provided by the Participating Municipalities will enhance The Children's Trust School
Health Programs for North Beach Elementary, Treasure Island Elementary, and Ruth K. Broad Bay
Harbor K-8 Center,to include, behavioral health services during the 2016-2017 School Year at each
of the schools. The Children's Trust funding will provide for a shared licensed clinical social worker
to provide behavioral health services at each of the schools for the 2016-17 school years.
It is anticipated that the Memorandum of Understanding will be entered into between the City of
Miami Beach,the Miami Beach Chamber of Commerce,The Children's Trust, North Bay Village,the
Town of Surfside, the Town of Bay Harbor Islands, and Bal Harbour Village, with the Participating
Municipalities contributing to support the Nurse Enhancement Initiative program for the 2016-2017
School Year.
CONCLUSION
The Administration recommends the approval of this Resolution. An agreement, acceptable to the
City Attorney and the City Manager, should be entered into between the Miami Beach Chamber of
Commerce, North Bay Village, the Town of Surfside, the Town of Bay Harbor Islands, Bal Harbour
Village, and the City of Miami Beach, subject to all of the participating municipalities contributing to
the costs for the Nurse Enhancement Initiative in order to sustain the program. This approval will
assist the Department in accomplishing its measurable objectives and approval in the City's FY
20 1.117 Ay' ual Budget.

MEMORANDUM OF UNDERSTANDING
BETWEEN
THE CITY OF MIAMI BEACH, NORTH BAY VILLAGE, THE TOWN OF BAY HARBOR
ISLANDS, THE TOWN OF SURFSIDE, BAL HARBOUR VILLAGE, AND
THE MIAMI BEACH CHAMBER EDUCATION FOUNDATION TO IMPLEMENT A
NURSE ENHANCEMENT INITIATIVE FOR SCHOOL YEAR 2016-2017
This is a Memorandum of Understanding ("MOU") made and entered into this _
day of , 2016, by and between the City of Miami Beach ("CMB"),
North Bay Village ("NBV"), the Town of Bay Harbor Islands ("TBHI"), the Town of
Surfside ("TS"), Bal Harbour Village ("BHV"), and the Miami Beach Chamber
Education Foundation, Inc. ("MBCEF") (collectively, the "Parties"), to provide for
funding and for the implementation of a Nurse Initiative as provided herein, and as to be
provided in an agreement between MBCEF and The Children's Trust ("TCT").
WITNESSETH
WHEREAS, the Parties have determined that a program to provide healthcare
services to students attending underserviced public schools is in the best interests of
the health and public welfare of the City of Miami Beach, North Bay Village, the Town of
Bay Harbor Islands, the Town of Surfside, and Bal Harbour Village (the "Participating
Municipalities"); and
WHEREAS, following the Parties' determination that students at North Beach
Elementary, Treasure Island Elementary, and Ruth K. Broad Bay Harbor K-8 Center
(the "Participating Schools") did not have full-time, on-site healthcare services and
were, thus, underserved as compared to other public schools in the feeder pattern that
falls within the City of Miami Beach, the Parties entered into a Memorandum of
Understanding on August 19, 2013 for a Nurse Initiative ("2013-2014 Nurse Initiative
MOU") to provide healthcare services to the Participating Schools during the 2013-2014
School Year; and
WHEREAS, due to the success of the Nurse Initiative during the 2013-2014 and
2014-2015 School Years, the Parties implemented an enhanced nurse initiative ("Nurse
Enhancement Initiative") for the 2015-2016 School Year for the Participating Schools
because the basic healthcare services previously funded in the Nurse Initiative by the
Participating Municipalities, the Miami Beach Chamber Education Foundation, Inc., and
The Children's Trust, are now provided by The Children's Trust via the new School
Health Programs; and
WHEREAS, the Nurse Enhancement Initiative established at the Participating
Schools for School Year 2015-2016 was a success, the parties wish to extend the
enhanced nurse initiative for the 2016-17 School Year; and,
WHEREAS, the Nurse Enhancement Initiative should be established at the
Participating Schools for School Year 2016-2017 as herein provided and pursuant to a
separate agreement to be entered into between MBCEF and TCT.

NOW, THEREFORE, in consideration of the mutual terms, conditions, promises,
covenants, and payments hereinafter set forth, the Parties agree to provide for a Nurse
Enhancement Initiative for the Participating Schools during the 2016-2017 School Year
as follows:
1. MBCEF shall enter into an agreement with TCT whereby TCT shall provide
services including, but not limited to, behavioral health and/or
telehealth/telemedicine and TCT shall provide certain schedules and reports as
follows:
a) A monthly report of services provided at each of the Participating
Schools shall be provided to the Participating Schools and to MBCEF;
and
b) A monthly and an annual report shall be provided to the Participating
Municipalities and to MBCEF documenting the percent of students
returning to class after all visits relative to the above services at the
Participating Schools.
2. On or before November 11, 2016, MBCEF shall provide funding to TCT for the
2016-2017 Nurse Initiative from the Aetna Voices of Health Award in the amount
of$7,000.
3. On or before October 31, 2016, the Participating Municipalities shall provide
their proportionate share of funds for the 2016-2017 Nurse Enhancement
Initiative to MBCEF, subject to budget approval by the Participating

Municipalities, which funds MBCEF shall hold in escrow pending the execution
of its agreement with TCT referenced in paragraph 1. The Participating
Municipalities' proportionate share of funding for the 2016-2017 School Year
shall be paid by October 31, 2015 in the following amounts:
i) CMB shall provide funding in the amount of$15,400;
ii) NBV shall provide funding in the amount of$6,600;
iii) TBHI shall provide funding in the amount of$3,667;
iv) TS shall provide funding in the amount of$3,667; and
v) BHV shall provide funding in the amount of$3,667;
4. MBCEF shall serve as the fiscal agent to collect the funds to be paid as provided
- in paragraph 3 above and shall disperse such funds to TCT after entering into the

agreement with TCT referenced in paragraph 1 and upon receipt of invoices from
TCT.
5. MBCEF shall indemnify and hold harmless the Participating Municipalities and
their respective officers employees, agents and instrumentalities from any and all
liability, losses, or damages, including attorneys' fees and costs of defense,
which the Participating Municipalities or their officers, employees, agents or
instrumentalities may incur as a result of claims, demands, suits, causes of
actions or proceedings of any kind or nature arising out of, relating to, or resulting
from the performance of this MOU by MBCEF or its employees, agents,
servants, partners, principals, or subcontractors. MBCEF shall pay claims and
losses in connection therewith and shall investigate and defend all claims suits or
actions of any kind or nature in the name of the Participating Municipalities,
where applicable, including appellate proceedings, and shall pay all costs,
judgments, and attorney's fees which may issue thereon.
6. In the event that one or more of the Participating Municipalities is not able to
secure funds for their respective proportionate share of funding as provided in
paragraph 3, then the remaining contributing Participating Municipalities may,
in coordination with the MBCEF, adjust the services to be provided through the
Nurse Enhancement Initiative.
7. In the event that any of the provisions in this MOU are not performed, or if the
2016-2017 Nurse Enhancement Initiative is terminated after funds have been
dispersed to MBCEF as provided in paragraphs 3 and 4, then MBCEF shall
promptly reimburse each of the Participating Municipalities their proportionate
share of unused funds. If any combination or all of the Participating
Municipalities agree to implement a Nurse Enhancement Initiative for the 2017-
2018 School Year, then MBCEF may, as directed by the Participating
Municipalities that agree to implement a 2017-2018 Nurse Enhancement
Initiative, hold any unused funds in escrow to be applied toward the 2017-2018
Nurse Enhancement Initiative. Any unused funds shall be credited toward each
of the Participating Municipalities' proportionate share for the 2017-2018
Nurse Enhancement Initiative.
