2016-29349 Reso RESOLUTION NO. 2016-29349 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE A RENEWED MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF MIAMI BEACH, ON BEHALF OF THE MIAMI BEACH POLICE DEPARTMENT, AND MIAMI-DADE COUNTY, ON BEHALF OF THE MIAMI-DADE POLICE DEPARTMENT, TO PARTICIPATE IN OPERATION STONEGARDEN, A WATERBORNE LAW ENFORCEMENT INITIATIVE. WHEREAS, it is the joint responsibility of the respective governments of the City of Miami Beach and Miami-Dade County to protect the inland and coastal waterways of the City of Miami Beach by providing a marine law enforcement response; and WHEREAS, there exists the possibility of waterborne threats to the City of Miami Beach, which are or are likely to be, beyond the control of services, personnel, equipment or facilities of the Miami Beach Police Department; and WHEREAS, the State of Florida Division of Emergency Management, through the United States Department of Homeland Security, Federal Emergency Management Agency's Operation Stonegarden Grant Program, has established funding to the Miami- Dade Police Department for waterborne security; and WHEREAS, Operation Stonegarden is to enhance law enforcement preparedness and operational readiness along land/water borders of the City of Miami Beach and Miami-Dade County with cooperation between federal, state and local law enforcement agencies; and WHEREAS, Operation Stonegarden will be conducted by the Miami-Dade Police Department, Marine Patrol Unit, in conjunction with members of the Miami Beach Police Department, Coral Gables Police Department; Miami Police Department, North Miami Police Department, and Florida Fish and Wildlife Conservation Commission; and WHEREAS, Operation Stonegarden will reimburse costs to the City of Miami Beach Police Department for overtime, and for fuel for the vessels used in this initiative; and WHEREAS, participation in Operation Stonegarden will benefit the City of Miami Beach by enhancing Miami Beach Police Department's response capability to waterborne threats, and will continue so long as Miami-Dade County is approved for funding for Operation Stonegarden. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager and City Clerk are authorized to execute a Memorandum of Understanding between the City of Miami Beach, on behalf of the Miami Beach Police Department, and Miami-Dade County, on behalf of the Miami-Dade Police Department, to participate in Operation Stonegarden, a waterborne law enforcement initiative. Item Summary/Recommendation: Operation Stonegarden is an initiative to enhance law enforcement preparedness and operational readiness along the land and water borders of Miami-Dade County, including City of Miami Beach navigable waters. The Miami-Dade Police Department, Marine Patrol Unit in conjunction with Marine Patrol Officers from Coral Gables, Miami, and North Miami Police Departments, and the Florida Fish and Wildlife Conservation Commission, will conduct ongoing law enforcement initiatives. Miami-Dade Police Department has requested the Miami Beach Police Department's Marine Patrol Squad's continued participation in the initiatives. Funds awarded to Miami-Dade County by the Department of Homeland Security, Federal Emergency Management Agency will be used to reimburse the Miami Beach Police Department's costs—primarily overtime and vessel fuel costs.
