A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY
MANAGER, OR HIS DESIGNEE, TO APPLY FOR, ACCEPT, AND
APPROPRIATE FUNDING (INCLUDING MATCHING FUNDS AND ANY
RELATED CITY EXPENSES), AND EXECUTE ANY AND ALL DOCUMENTS
OR AGREEMENTS IN CONNECTION WITH THE FOLLOWING GRANTS
AND FUNDING REQUESTS: 1) US DEPARTMENT OF TRANSPORTATION,
TRANSPORTATION INCOME GENERATING ECONOMIC RECOVERY
PROGRAM (TIGER) IN THE APPROXIMATE AMOUNT OF $10 MILLION
FOR MIAMI BEACH RECREATIONAL CORRIDOR; 2) US DEPARTMENT
OF TRANSPORTATION, TRANSPORTATION INCOME GENERATING

AMOUNT OF $1 MILLION FOR THE INDIAN CREEK SHORELINE AND
GREENWAY PROJECT; 9) FLORIDA INLAND NAVIGATION DISTRICT
(FIND), WATERWAYS ASSISTANCE PROGRAM IN THE APPROXIMATE
AMOUNT OF $142,007 FOR THE NORTH BEACH KAYAK LAUNCH DOCK.
WHEREAS, the City Administration requests approval to submit a grant
application to the US Department of Transportation, Transportation Income Generating
Economic Recovery Program (TIGER), in the approximate amount of$10 million, for the
Miami Beach Recreational Corridor, the details of which are as follows:
• The TIGER Discretionary Grants program seeks to award projects that advance
the Department of Transportation's strategic goals for the nation's transportation
system.
• Grants are awarded to support innovative projects, including multimodal and
multijurisdictional projects that are difficult to fund through traditional federal
programs.
• TIGER grants may be used for up to 80 percent of the costs of a project,
however applicants can increase their competitiveness by demonstrating
significant non-Federal financial contributions.
• Pursuant to the policy adopted by the City Commission as part of the 2025 Miami
Beach Comprehensive Plan, the Administration has continued to implement the
Beachwalk and Baywalk projects in order to further the City's vision of a
continuous on-grade recreational path running north/south along the coast linking
the City's South, Middle, and North Beach Neighborhoods.
• The vision that is being currently implemented was also documented in the City's
Atlantic Greenway Network (AGN) Master Plan adopted by the City Commission
on October 17, 2007.
• The City intends to apply for funding in the approximate amount of $10 million
and matching funds in the amount of $2 million are available in Miami Beach
Quality of Life Resort Tax Funds.
• This project supports the key intended outcome to ensure comprehensive
mobility addressing all transportation modes throughout the City; and
WHEREAS, the City Administration requests approval to submit a grant
application to the US Department of Transportation, Transportation Income Generating
Economic Recovery Program (TIGER), in the approximate amount of$10 million, for the
City's Intelligent Transportation System and Parking Management System, the details of
which are as follows:
• The Administration intends to submit an application for the implementation of
Intelligent Transportation Systems (ITS) and Parking Management Systems.
• The City is focusing on various components such as traffic monitoring
cameras, bluetooth/wi-fi readers for travel time estimation and real-time
travelers information systems, and adaptive Traffic Control Systems.
• The project has received approval from Miami-Dade County and the Florida
Department of Transportation. Due to the high number of events and visitors,
congestion and limited capacity of the City's transportation network, the City
is constantly considering innovative ways to improve traffic flow, Level of
Service, and travel times.
• The Transportation Element of the City of Miami Beach 2025 Comprehensive
Plan describes its goal as: "It shall be the goal of the City of Miami Beach to
provide, maintain, and improve a sustainable, safe, convenient and energy
efficient multi-modal transportation system."
• It is the Administration's goal is to apply for funding for ITS technology to
manage traffic demand in the amount of $10 million and the City will use
matching funds in the amount of $2 million in Transportation Concurrency
and Mitigation Funds.
• This project supports the key intended outcome to commission a
comprehensive mobility plan, which gives priority recommendations regarding
non-vehicular, vehicular, and parking plans; and
WHEREAS, the City Administration requests approval to submit a grant
application to the US Department of Homeland Security Fiscal Year 2016 Port Security
Grant program in the approximate amount of $120,000, the details of which are as
follows:
• The Department of Homeland Security Fiscal Year 2016 Port Security Grant
Program plays an important role in the implementation of the National
Preparedness System by supporting the building, sustainment, and delivery of
core capabilities essential to achieving the National Preparedness Goal of a
secure and resilient nation.
• Delivering core capabilities requires the combined effort of the whole community,
rather than the exclusive effort of any single organization or level of government.
• The City intends to apply for grant funds of approximately $120,000 to upgrade
the two existing Miami Beach Police Department 32' Contender vessels operated
by the Marine Patrol Unit.
• This project will provide a new monitoring and detection capability on the vessels,
and enable effective prevention, intervention, and response.
• The total project cost will be approximately $160,000 and the matching funds in
the amount of$40,000 will be requested during the Capital Budget Process; and
WHEREAS, the City Administration requests approval to renew the following
Children's Trust Programs: Youth Enrichment, Employment and Support Grant in the
approximate amount of$312,550, the details of which are as follows:
• The Administration is applying for renewal of funding for the Children's Trust,
Youth Enrichment Program.
• An application will be submitted to continue funding for the existing Miami Beach
All Stars Program, which is a best practice program that seeks to promote
academic success and personal development for 125 sixth and seventh grade
economically and educationally disadvantaged students in the City of Miami
Beach.
• The Administration is requesting renewal funding in the approximate amount of
$312,550. This grant does not require matching funds.
• This project supports the key intended outcome to induce public school
accountability mainly at the Middle School level; and
WHEREAS, the City Administration requests approval to submit a grant renewal
request to the Children's Trust, Countywide Community Partnership (Service
Partnership) Program, in the approximate amount of $425,000, the details of which are
as follows:
• The Children's Trust Service Partnership Program provides funding to address
targeted geographic areas and to reach at-risk populations in Miami-Dade
County.
• The City was awarded an initial planning grant for the Service Partnership in
2007, and has been operating the program successfully since then.
• Success University is an integrated service program that partners with
community agencies to provide Miami Beach youth at risk for truancy with
personal and academic supports, while providing their families with holistic,
comprehensive services to ensure family stability and youth success.
• Subcontracts will be awarded to Miami Beach Service Partnership member
agencies via weighted scores that evaluate contract performance and efficacy in
the previous program year. This program supports the key intended outcome to
achieve K-12 education excellence and does not require matching funds; and
WHEREAS, the City Administration requests retroactive approval to submit a
grant application to the Florida Department of Transportation, Transportation
Alternatives Program (TAP), in the approximate amount of $400,000 for Protected Bike
Lanes, the details of which are as follows:
• The Transportation Alternatives Program (TAP) is an element of the Federal
Highway Administration's Surface Transportation Program and primarily funds
projects for non-motorized transportation.
• The program does not require matching funds; however, any funding that the City
contributes to the project will make the application more competitive.
• Funding for this program is anticipated to be awarded in FY 2020/2021; however
there may be an opportunity to have funding advanced by FDOT if the project is
ready at an earlier date.
• The project is estimated at $850,000 and the Administration has submitted an
application for funding in the amount of $400,000, and matching funds in the
amount of $450,000 will be requested during the FY 2020/2021 capital budget
cycle; and
WHEREAS, the City Administration requests retroactive approval to submit a
grant application to the Florida Department of Transportation, Transportation
Alternatives Program (TAP), in the approximate amount of $1 million for North Shore
Open Space Beachwalk, the details of which are as follows:
• In addition to the protected bike lanes project described above, the City has
submitted an application for funding of the North Shore Open Space Beachwalk
project, which will be constructed along the beachwalk from 79 Street to 87
Street.
• Funding for this program is anticipated to be awarded in FY 2020/2021, however
there may be an opportunity to have funding advanced by FDOT if the project is
ready at an earlier date.
• The project is estimated at $3.35 million and the Administration has submitted an
application for funding in the amount of $1 million, and matching funds are
available in the North Beach Quality of Life Fund 307 and Fund 301; and
WHEREAS, the City Administration requests retroactive approval to submit a
grant application to the Florida Inland Navigation District (FIND), Waterways Assistance
Program, in the approximate amount of $1 million, for the Indian Creek Shoreline and
Greenway Project, the details of which are as follows:
• Over the past 26 years, the Florida Inland Navigation District (FIND) has
provided a total of over $179 million in funding assistance to local governments
through the Waterways Assistance Program.
• FIND provides funding for improvement projects directly related to the
waterways, such as public navigation, public waterway access facilities, public
recreation, environmental education, and boating safety.
• The Administration has submitted an application for funding for the greenway
portion of the Indian Creek Shoreline Improvement Project.
• The shoreline project will create a mile-long greenway for public use and a new
seawall. The objective of FIND funding is to create a greenway, which will
provide an opportunity for the public to enjoy and access the waterway, and the
project will stretch from 24th Street to the 41 st Street Bridge.
• The cost of this phase of the project is estimated at approximately $6 million and
the City has submitted an application for FIND funding in the amount of $1
million.
• The City is requesting retroactive approval to apply for funding for the Indian
Creek Shoreline and Greenway project. FIND requires that the City adopt a
Resolution confirming that we will maintain the property (Exhibit A).
• Matching funds in the amount of $1 million are available in the Indian Creek 28th
to 41st Street project budget.
• This project supports the key intended outcome to ensure reliable stormwater
management and resiliency against flooding by implementing select short and
long-term solutions including addressing sea-level rise; and
WHEREAS, the City Administration requests retroactive approval to submit a
grant application to the Florida Inland Navigation District (FIND), Waterways Assistance
Program, in the approximate amount of $142,007, for the North Beach Kayak Launch
Dock, the details of which are as follows:
• The Administration has submitted an application to FIND for the North Beach
kayak launch dock project, which will be constructed at Dickens and 73rd Street.
• The dock will serve to provide safe access to the water for kayak and canoe
users.
• The City has matching funds available in the Construction Fund 307 North Beach
Quality of Life Fund.
• FIND requires that the City adopt a Resolution confirming that we will maintain
the property (Exhibit B).
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH that the Mayor and City Commission
hereby approve and authorize the City manager, or his designee, to apply for, accept,
and appropriate funding (including matching funds and any related City expenses), and
execute any and all documents or agreements in connection with grants and funding
requests from the following sources: 1) US Department of Transportation, Transportation
Income Generating Economic Recovery Program (TIGER) in the approximate amount of
$10 million for the Miami Beach Recreational Corridor; 2) US Department of
Transportation, Transportation Income Generating Economic Recovery Program
(TIGER) in the approximate amount of $10 million for the City's Intelligent
Transportation System and Parking Management System; 3) US Department of
Homeland Security Fiscal Year 2016 Port Security Grant Program in the approximate

ANALYSIS
1. Approval to submit a grant application to the US Department of Transportation,
Transportation Income Generating Economic Recovery Program (TIGER), in the
approximate amount of$10 million, for the Miami Beach Recreational Corridor
The TIGER Discretionary Grants program seeks to award projects that advance the
Department of Transportation's strategic goals for the nation's transportation system.
Grants are awarded to support innovative projects, including multimodal and
multijurisdictional projects that are difficult to fund through traditional federal programs.
Successful TIGER projects leverage resources, encourage partnership, catalyze
investment and growth, fill a critical void in the transportation system or provide a
substantial benefit to the nation, region or metropolitan area in which the project is
located. The FY 2016 TIGER program will continue to make investments that
dramatically improve the status quo by providing significant and measurable
improvements over existing conditions. TIGER grants may be used for up to 80 percent
of the costs of a project, however applicants can increase their competitiveness by
demonstrating significant non-Federal financial contributions.
Pursuant to the policy adopted by the City Commission as part of the 2025 Miami Beach

demand in the amount of $10 million and the City will use matching funds in the amount
of $2 million in Transportation Concurrency and Mitigation Funds. This project supports
the key intended outcome to commission a comprehensive mobility plan, which gives
priority recommendations (from non-vehicular to vehicular and including parking).
3. US Department of Homeland Security Fiscal Year 2016 Port Security Grant program

The Department of Homeland Security Fiscal Year 2016 Port Security Grant Program
plays an important role in the implementation of the National Preparedness System by
supporting the building, sustainment, and delivery of core capabilities essential to
achieving the National Preparedness Goal of a secure and resilient nation. Delivering
core capabilities requires the combined effort of the whole community, rather than the
exclusive effort of any single organization or level of government. Grant funds can be
used to support efforts to build and sustain core capabilities across prevention,
protection, mitigation, response, and recovery mission areas. The grant supports the
mission to strengthen national preparedness and resilience.
The City intends to apply for grant funds in the approximately $120,000 to upgrade the
two existing Miami Beach Police Department 32' Contender vessels operated by the
Marine Patrol Unit, The Contender vessels require additional equipment to enable them
to better address counter terrorism and security. This project will provide a new
monitoring and detection capability on the vessels, and enable effective prevention,
intervention and response. The total project cost will be approximately $160,000 and
the matching funds in the amount of$40,000 will be requested during the Capital Budget
Process.
4. Approval to submit a grant application to renew following Children's Trust Programs:
Youth Enrichment, Employment and Support Grant in the approximate amount of
$312,550.
The Administration is applying for renewal of funding for the Children's Trust, Youth
Enrichment Program. An application will be submitted to continue funding for the
existing Miami Beach All Stars Program, which is a best practice program that seeks to
promote academic success and personal development for 125 sixth and seventh grade
economically and educationally disadvantaged students in the City of Miami Beach.
The Administration is requesting renewal funding in the approximate amount of
$312,550. This grant does not require matching funds. This project supports the key
intended outcome to induce public school accountability mainly at Middle School.

5. Approval to submit a grant renewal request to Children's Trust, Countywide
Community Partnership (Service Partnership) Program, in the approximate amount
of $425,000.
The Children's Trust Service Partnership Program provides funding to address targeted
geographic areas and to reach at-risk populations in Miami-Dade County. The purpose
of the program is to target resources to meet the more complex needs of vulnerable
children and families. The City was awarded an initial planning grant for the Service
Partnership in 2007, and has been operating the program successfully since then.
Success University is an integrated service program that partners with community
agencies to provide Miami Beach youth at risk for truancy with personal and academic
supports, while providing their families with holistic, comprehensive services to ensure
family stability and youth success.
Service components currently include: tutoring, family assessments, care plan
coordination, family group conferencing, employment services, and referrals to
community-based services and Suspension Diversion, which is a program for youth with
outdoor suspensions, which applies restorative justice values and also provides a school
work component. Subcontracts will be awarded to Miami Beach Service Partnership
member agencies via weighted scores that evaluate contract performance and efficacy
in the previous program year. This program supports the key intended outcome to
achieve education (K-12) excellence and does not require matching funds.
6. Retroactive approval to submit a grant application to Florida Department of
Transportation, Transportation Alternatives Program (TAP), in the approximate
amount of$400,000 for Protected Bike Lanes.
The Transportation Alternatives Program (TAP) is an element of the Federal Highway
Administration's Surface Transportation Program and primarily funds projects for non-
motorized transportation. The TAP program can fund the following types of
transportation projects: construction of on-road and off-road facilities for pedestrians and
bicyclists; historic preservation and rehabilitation of historic transportation facilities; and
vegetation management practices, etc. The program does not require matching funds;
however, any funding that the city contributes to the project will make the application
more competitive.
Funding for this program is anticipated to be awarded in FY 2020/2021, however there
may be an opportunity to have funding advanced by FDOT if the project is ready at an
earlier date. The project is estimated at $850,000 and the Administration has submitted
an application for funding in the amount of $400,000 funding. Matching funds will be
requested during the FY 2020/2021 capital budget cycle.
7. Retroactive approval to submit a grant application to Florida Department of
Transportation, Transportation Alternatives Program (TAP), in the approximate
amount of$1 million for North Shore Open Space Beachwalk.
In addition to the protected bike lanes project described above, the City has submitted
an application for funding of the North Shore Open Space Beachwalk project, which will
be constructed along the beachwalk from 79 Street to 87 Street. Funding for this

is anticipated to be awarded in FY 2020/2021 however there m

The project is estimated at $3.35 million and the Administration has submitted an
application for funding in the amount of $1 million funding. Matching funds are available
in NB Quality of Life Fund 307 and Fund 301.
8. Retroactive approval to submit a grant application to Florida Inland Navigation
District (FIND), Waterways Assistance Program, in the approximate amount of $1
million, for the Indian Creek Shoreline and Greenway Project.
Over the past 26 years, Florida Inland Navigation District (FIND) has provided a total of
over $179 million in funding assistance to local governments through the Waterways
Assistance Program. FIND provides funding for improvement projects directly related to
the waterways, such as public navigation, public waterway access facilities, public
recreation, environmental education and boating safety.

The Administration has submitted an application for funding for the greenway portion of
the Indian Creek Shoreline Improvement Project. The project shoreline project will
create a mile-long greenway for public use and a new seawall. The objective of FIND
funding is to create a greenway, which will provide an opportunity for the public to enjoy
and access the waterway. The project will stretch from 24 Street to the 41 Street Bridge.
The cost of this phase of the project is estimated at approximately 6 million and the City
has submitted an application for FIND funding in the amount of $1 million. The City is
requesting retroactive approval to apply for funding for the Indian Creek Shoreline and
Greenway project. FIND requires that the City adopt a Resolution confirming that we will
maintain the property (Exhibit A).
Matching funds in the amount of $1 million are available in Public Works budget for the
project. This project supports the key intended outcome to ensure reliable stormwater
management and resiliency against flooding by implementing select short and long-term
solutions including addressing sea-level rise.
9. Approval to submit a Grant application to Florida Inland Navigation District (FIND),
Waterways Assistance Program, in the approximate amount of $142,007, for the
North Beach Kayak Launch Dock
The Administration has submitted an application to FIND for the North Beach kayak
launch dock project, which will be constructed at Dickens and 73rd Street. The dock will
serve to provide safe access to the water for kayak and canoe users.
The City has matching funds available in North Beach Quality of Life Resort Tax Fund.
FIND requires that the City adopt a Resolution confirming that we will maintain the
property (Exhibit A).
