INTRODUCTION/BACKGROUND The City.of Miami Beach Parking Department("Parking") is dedicated to providing state-of-the-art parking technology and services for its users. This is evident by the enhancements implemented over the last decade, such as: on-street and off-street pay stations with multiple payment options (coins, bills, credit cards); pay on foot stations at its municipal garages; iPark, an in-car parking device;and a number of online services. In the United States alone, many major cities have developed mobile applications for their transportation and parking systems, including New York, Seattle, Las Vegas, Orlando; and San Francisco, to name a few. In today's world of mobile technology, the next logical step in parking services is to develop a mobile application for all of the City's parking inventory, including garages, surface parking lots, and on-street parking areas. Additional parking information such as rates; payment options; hours of enforcement; prohibited parking areas; restricted residential parking zones; disabled parking, bike sharing stations, SBL (South Beach Local) bus stops; and many other facts and/or tips may be included in the application. The City's goal and objective is to disseminate and promote its transportation and parking services in an easy, convenient, and reliable format. A mobile application is the preferred method to provide this information to the maximum number of people in the most cost-efficient manner. At the January 19, 2011 meeting, the Commission discussed that the Administration should pursue the implementation of a "parking application" available on the internet and/or on smart phones for residents, tourists, and/or visitors who are looking for a parking space, to be able to identify municipal parking facilities, including available parking spaces. The City Manager subsequently agreed and advised that the Administration would draft a Request for Proposals (RFP)for said service. The Mayor and Commission referred the item to the Finance and Citywide Projects Committee for further discussion. This initiative was discussed and endorsed by the Transportation and Parking Committee at its meeting on March 7, 2011. B. Al) Respondents should submit proposals that include a revenue-sharing model that fairly and reasonably compensates the City. Q2) Please define "Financial return to the City"? - what is the meaning of this term specifically? If the City looking to subsidize cost, make a profit or completely fund this initiative from an advertisement based application? The RFP is very unclear here yet 25% of the bid award is based on this very unclear term. RFP No.32-10111 Addendum#4 Page 2 of 4 August 26,2011 Q16) In the devices to be supported there are some brand name phones mentioned, but no indication of whether the system is supposed to be native to the platform, or a mobile web capable platform. In addition, the specific operating system version, and model number of each phone desired needs to be included. For example, a native app for iPhone and Android version 2.2 and above is relatively easy to do. A native app for Blackberry's RIM OS is very difficult with a long lead time for approval(sometimes exceeding one year). However, all three could support a mobile web browser, except for Blackberry's older than version 8 of RIM. Their older mobile browsers don't support JavaScript or Flash making the costs of supporting them much higher and far less capable. In addition, are there desired application stores you wish to support if the desire is for the app to be native? Please clarify. A16) Downloadable (local to the device). The most widely used version per device with mapping support. Q17) What operating systems does the app should be compatible with? Up to what older version of the blackberry or android systems? A17) Downloadable (local to the device). The most widely used version per device with mapping support. Q18) Does the city want the mobile app to be a stand-alone application to where mobile users can use the app even without cell coverage?Different from just being downloadable. A18) Downloadable (local to the device). The most widely used version per device with mapping support. Q19) Please specify minimal required version of mobile OS which should be supported? A19) Downloadable (local to the device). The most widely used version per device with mapping support. Q20) Based on the RFP we understand that, the application will be a mobile web application and not a native application? Is our understanding correct? A20) Downloadable (local to the device). The most widely used version per device with mapping support. 021) Regarding the mobile operating system platforms, please provide the minimum accepted versions or releases. A21) Downloadable (local to the device). The most widely used version per device with mapping support. Q22) What are your application development choices? Native Apps, Packaged Web Apps, fully Web apps? A22) Downloadable (local to the device). The most widely used version per device with mapping support. Q23) Will the App need to be built as a native App for each of the operating system platforms? RFP No.32-10111 Addendum#4 August 26.2011 Page 3 of 4 A23) Downloadable (local to the device). The most widely used version per device with mapping support. Q24) What type of support or maintenance are you foreseeing after the mobile application had been developed and running? A24) Proposer should provide full support of product. Q25) A list of all available web services the city will provide, the security protocol needed, sample data, and general description should provided. If these services do not exist is it expected we include development for such services be added to the bid? A25) The web service will be called to obtain information about the parking facility. The web service does not exist at this point it will be created later. Q26) What will be the frequency of updates from the space providers to the App? (Data Synchronization) A26) The web service will provide information about the parking garage at the time of the call. It Is not real time but near real time. City of Miami Beach RFP No.32-10/11 k This solution Is achieved by developing predictive algorithms based on historical occupancy information, parking space turnover rates, meter transactions, weather, time of day,day of week, events, etc. By analyzing parking trends and combining these predictive algorithms with live meter transaction data, we are able to steer drivers towards their best parking options. Areas that are predicted to have parking are marked in green, and areas with less parking are marked in red. Some other benefits of this technology include: o Traffic Reduction o Greater Enforcement Efficiency o Incremental Revenue For Cities • Integration of Other Parking Technologies(Mobile Payment,Smart Meters,Etc.) The potential for Dynamic Pricing: By analyzing parking trends and changing prices based on demand, our "Real Time Predictive Heat maps" provide a platform to control traffic congestion and maximize revenues. San Francisco and Los Angeles have recently begun experimenting with dynamic pricing in certain areas, with results not yet tabulated. 4)Smart Phone Parkina App: (PIM App& Miami Beach"White Labeled"Apt)) Parking In Motion developed the leading U.S. parking application,"PIM".This app was developed to be the ultimate digital parking tool for drivers. ADMINISTRATION RECOMMENDATION Adopt the Resolution. -KEY INTENDED OUTCOME SUPPORTED Improve process through information technology BACKGROUND The City of Miami Beach Parking Department("Parking")is dedicated to providing state-of- the-art parking technology and services for its users. This is evident by the enhancements implemented over the last decade, such as: on-street and off-street pay stations with multiple payment options (coins, bills, credit cards); pay on foot stations at its municipal garages; (Park, an in-car parking device; and a number of online services. In the United States alone, many major cities have developed mobile applications for their transportation and parking systems, including New York,Seattle, Las Vegas,Orlando;and San Francisco, to name a few. In today's world of mobile technology, the next logical step in parking services is to develop a mobile application for all of the City's parking inventory, including garages, surface parking lots, and on-street parking areas. Additional parking information such as rates; payment options; hours of enforcement;prohibited parking areas;restricted residential parking zones; disabled parking, bike sharing stations,SBL(South Beach Local)bus stops;and many other facts and/or tips may be included in the application. Commission Memorandum RFP No.32-10/11 Mobile Application Developers December 14, 2011 Page 2 of 5 The City's goals and objectives are to disseminate and promote its transportation and parking services In an easy, convenient, and reliable format. A mobile application is the preferred method to provide this information to the maximum number of people in the most cost-efficient manner. At the January 19,2011 meeting, the Commission discussed that the Administration should pursue the implementation of a"parking application"available on the Internet and/or smart phones for residents,tourists,and/or visitors who are looking for a parking space,to be able to identify municipal parking facilities, including available parking spaces. The City Manager subsequently agreed and advised that the Administration would draft an RFP Proposals for said service. The Mayor and Commission referred the item to the. Finance and Citywide Projects Committee for further discussion. This initiative was discussed and endorsed by the Transportation and Parking Committee at its meeting on March 7, 2011. In addition to Parking and Transportation, proposals should address system expansion for mobile applications for other City venues and services, including but not limited to Parks and Recreational facilities; Special Events, and other venues/services. The Mayor and City Commission at its May 11,2011 meeting authorized the Administration to issue an RFP for mobile applications developers for municipal parking, transportation, parks and recreation, special events, and other City services. The term of the Agreement with the selected Provider will be for a one(1)year term, with three (3)additional one-year renewal options,at the discretion of the City. RFP PROCESS RFP No. 32-10/11 was issued on May 27, 2011 and the Procurement Division e-mailed, as well as uploaded the RFP to BidSync.com and Bidnet, sending notifications to over 250 firms. A non-mandatory pre-proposal meeting to provide information and respond to questions from prospective proposers was held on June 3, 2011. By the due date of September 6, 2011, eight (8)proposals were received from the following firms: • Etisbew Technology Group • Fujitsu America, Inc. • Itera Consulting • Pa Mast • Parking In Motion • SMX Services & Consulting, Inc. • Streetline, Inc. • Vodafone International Services In performing due diligence, Etisbew Technology Group, ltera Consulting and Vodafone International Services were determined to be non-responsive for not providing the required, signed documents in their submissions.
