Relevant Experience: Summarize five (5) of the company's most similar projects of comparable size and scope where similar construction services have been provided. Please list similar sanitary sewer force main projects first followed by other relevant project experience. Projects must illustrate familiarity with: traffic control, maintenance of access for pedestrians to businesses or residences, underground utility construction, erosion control and storm water pollution prevention measures, drainage collection and/or disposal system, irrigation systems, and landscape planting (recommend 1 page per project) For each project include: a. Project name and location b. Project description c. Date of project completion d. Reference contact information III. ANSWERS TO QUESTIONS BY PROSPECTIVE BIDDERS AT THE PRE-BID MEETING AND VIA EMAIL. 01: The 60 day Design and Permitting Phase is now contained within the 200 calendar day Substantial Completion performance period per Addendum 3. Please confirm that there will be no penalties assessed or scoring deficiencies allowed in the event the Contractor proposes a longer than 60 day Design and Permitting phase but completes the work specified within the 200 calendar day allowance. Al: There are no liquidated damages associated with the design and permitting phase of this project. Q2: The Cost of the new electric service and transformer provided by FP&L to the 1 ADDENDUM NO.5 REQUEST FOR PROPOSALS(RFP)2016-042-KB DESIGN/BUILD SERVICES FOR STORMWATER PUMP STATION AT NORTHEAST CORNER OF CONVENTION CENTER DRIVE(PHASE II) 1 site shall be borne by the contractor or the client? A2: Drawing No. SP-01 of the conceptual plans show the approximate location of the FPL service location. The Design Build Firm shall bring power required from this point to the pump station as part of this contract. Any service connection fee required by FPL(if any)will be paid by the City. Q3: A ($100,000.00) line-item allowance has been provided for some type of enclosure for the electrical equipment. The design criteria (in addendum 3) mentions the control panel repeatedly with respect to this enclosure. Please confirm that this enclosure is to house all VFD's, switchboard, 208/120V transformer and panel boards along with the control panel. A3: The allowance is for an aesthetic enclosure outside the perimeter of the proposed control cabinet. The Design Build Firm shall furnish and install the control cabinet to house all electric, instrumentation and control components of the pump station as part of this contract. Q4: Have there been any considerations or allowance for area lighting? A4: There is an existing light pole that it is called out to be relocated as part of this contract on the conceptual drawings SP-01. Q5: Have there been any considerations for limiting harmonics generated by VFD's? FPL may increase rates if certain limits are exceeded. A5: The intent is to have the VFD's with filters for harmonization similar to the pump stations that the City installed at various stormwater pump stations: 17th St and West Ave, 14th ST and 10th St. The VFD's and filters shall be adjusted as required for the proposed axial pumps. Q6: How many pumps does the city require to run on generator power at once? A6: The intent is to at least power two of the four pumps. Q7: On Page 16 of 19 on the PS plans provided by the City, the manatee grates are calling for 5/8" bars on center each way as well as proposed aluminum directive vane angled 15 degrees from horizontal plane. This cannot be both, which is correct the 5/8" bars or the vanes? Also, please confirm aluminum is an acceptable material for the manatee grates. A7: Aluminum is an acceptable material. The Design Build Firm has been alerted to the fact that these drawings are conceptual and once the DBF is selected, the DBF shall take ownership of these drawings and perform the final design by a Professional Engineer Licensed n the State of Florida. Q8: Solicitation page 15, Tab 2, Subcontractor Experience and Qualifications, states "Please list similar sanitary sewer force main projects." Did the City mean storm water pump stations or storm water conveyance systems. Sanitary sewer force mains is not currently in the scope. Please advise. A8: Please refer to Modification A above. Q9: On page 8 of CMB, Washington Avenue Draft Drainage Report and Appendix I, the water quality volume was determined based on a treatment depth of 1.0 2 ADDENDUM NO.5 REQUEST FOR PROPOSALS(RFP)2016-042-KB DESIGN/BUILD SERVICES FOR STORMWATER PUMP STATION AT NORTHEAST CORNER OF CONVENTION CENTER DRIVE(PHASE II) • inches times over the treatment area. The SFWMD criteria requires that 2.5 inches times the percentage of imperviousness treatment area will be checked too. Typically this criterion is more stringent. We need to know why this criterion was not checked. A9: The City of Miami Beach will be responsible for obtaining the SFWMD permit. Based on the design criteria and the drainage report, the required water quality treatment capacity to be provided is 100 CFS by the Design Build Firm using either CDS unit by Contech or Downstream Defender by Hydro. Q10: There is a discrepancy between the Concept Plans and the Drainage Report prepared by AECOM regarding to "ON" and "OFFF" of Pumps. On page 39 of 39 of the Drainage Report, Rating Curves says: First Pump Elev. On=(-) 3.40', Second Pump Elev. On=(-)4.40'and all Pumps Elev. Off=(-)8.40' On page 10 of 19 Conceptual Plans says: First Pump Elev. On=(-) 9.20', Second Pump Elev. On=(-) 10.20' and all Pumps Elev. Off=(-) 14.20' There is a substantial difference in the data provided, which definitely affects the wet well design.Which version is accurate? A10: The conceptual plans provide more updated information than the drainage report related to the pump on and off elevations. Please refer to Addendum #3 revised DCP document page DCP-10 item 10 for criteria related to the wetwell and pump off elevation. Q11: We are respectfully requesting that the submittal date of May 9th be postponed for at least one more week. The conflicting design criteria data provided for this project coupled with two other City's submittals scheduled for May 6th has generated a tremendous effort on the prospective design-build teams to fully and seriously comply with these multiple City's RFPs. All: Time is of the essence to substantially complete this project as it is tied to the Convention Center expansion project, therefore, the submittal deadline remains as stated via Addendum No. 2 of Phase II. Q12: Conceptual Drawing SD-02 indicates that the existing seawall is to be repaired or modified. It also indicates the new sea wall panels are to be placed in front of the existing wall. The intent of the conceptual design is to have the dissipater unit and the proposed seawall side by side with no existing seawall in between. Where there is no dissipater unit, the intent is to have the proposed seawall in front of the existing seawall. The existing seawall at the dissipater unit needs removal. The existing seawall where there is no dissipater unit is to stay in place and does not need to be repaired and/or modified. Please provide the drawing, SW4 referenced in the note. The steel bar reinforcing details are on drawing BS4 • and BS5 of the Seawall Standard Detail provided as part of Addendum No. 3.; a) Are there any as-built drawings available for the existing seawall? B) Is there a condition/inspection report available on the existing Seawall in question? Al2: a) No b) No Q13: Under the Permitting process currently underway- is there specific DERM criteria to seal the seams at pre-cast concrete joints? All conflicts shall be brought to the attention of the CONSULTANT . and CITY for clarification and directions prior to ordering or providing any materials or furnishing labor. The CONTRACTOR shall bid to the most • stringent requirements. Q15: We request at least a 2 week extension to the due date of 5/9/16. A15: Please refer to response Al2.
