SUBJECT: FINAL DRAFT PROPOSED NoRTH BEACH MASTER PLAN
The purpose of this Letter to the Commission (LTC) is to transmit to the Mayor and
Commission the FINAL Draft Proposed North Beach Master Plan Document that is
anticipated to be considered by the Commission at your October 19, 2016 meeting.
The attached version has a few minor modifications from the draft version shared with
the Commission on August 31, 2016. Specifically, the following changes were made:
Responses to Steering Committee Comments:
• Page 2.17: A discussion of light rail for North Beach was added.
• Page 2.39: An alternative, pedestrian-only, design for Ocean Terrace is
discussed.
• Page 2.59: A discussion about how short-term affordable rentals aggravate the
affordable housing problem was added.
• Page 2.72: "Nature Conservancy and Botanical Gardens" added, "Medical
services" eliminated
• Page 2.74: Discussion of temporary improvements to the West Lots added.
• Page 2.78: The idea of Ocean Rescue at the former library site receives less
emphasis. "The committee should include neighbors and stakeholders" was
added.
• Page 3.14: The second bullet point under "Lot Assemblage" which talked about
the "trade" of public lands and right-of-way has been softened. This section now
concedes that there are cases in which public goals can be achieved through the
trading or leasing of public space.
• Page 3.28: Curb cuts now allowed where alley access is not available in order to
access required parking.
• Page 3.30: "Seek to increase residential parking options, potentially by use of
strategically placed residential parking lots or structures in the North Beach
neighborhoods" added as a priority implementation item.
• The Committee pointed out several mislabeled items which have since been
corrected.
Responses to Staff Comments:
• Page 2.55: Sea Level Rise is introduced as another topic for the proposed
Property Development Workshop.
• Page 2.86: Addition of other climate change issues including the heat island
effect, loss of habitat, and retention of potable water. References to "transition"
have been removed or placed in grater context.
• Minor corrections, affecting word choice and prioritizations were made.
