A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY
MANAGER, OR HIS DESIGNEE, TO APPLY FOR, ACCEPT, AND
APPROPRIATE FUNDING (INCLUDING MATCHING FUNDS AND ANY
RELATED CITY EXPENSES), AND EXECUTE ANY AND ALL DOCUMENTS
OR AGREEMENTS IN CONNECTION WITH THE FOLLOWING GRANTS
AND FUNDING REQUESTS: 1) US DEPARTMENT OF HOMELAND
SECURITY, URBAN AREA SECURITY INITIATIVE (UASI) FY 2016/17
PROGRAM, IN THE APPROXIMATE AMOUNT OF $100,000; 2) MIAMI-
DADE COUNTY FOR FY 2016/17 EDWARD BYRNE MEMORIAL JUSTICE
ASSISTANCE GRANT (JAG) PROGRAM IN THE APPROXIMATE AMOUNT
OF $10,000; AND RETROACTIVELY TO: 3) FLORIDA DEPARTMENT OF
TRANSPORTATION (FDOT), HIGH VISIBILITY ENFORCEMENT,
PEDESTRIAN AND BICYCLE SAFETY GRANT PROGRAM, IN THE
APPROXIMATE AMOUNT OF $130,450; 4) NATIONAL ENDOWMENT FOR
THE ARTS, ART WORKS GRANT PROGRAM, IN THE APPROXIMATE
AMOUNT OF $45,000; 5) NATIONAL INCLUSION PROJECT, LET'S ALL
PLAY PROGRAM, IN THE APPROXIMATE AMOUNT OF $10,000; 6)
FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION, FLORIDA
RECREATION DEVELOPMENT AND ASSISTANCE PROGRAM (FRDAP)
FOR FUNDING IN THE APPROXIMATE AMOUNT OF $200,000 FOR MUSS
PARK.
WHEREAS, the City Administration requests approval to submit a grant application to
the US Department of Homeland Security, Urban Area Security Initiative (UASI) FY 2016/17
Program, in the approximate amount of$100,000, the details of which are as follows:
• The Urban Area Security Initiative (UASI) Program is funded through the Department of
Homeland Security(DHS), under the Homeland Security Grant Program.
• The federal government allocates funding to the different Urban Area groups based on a
risk-based methodology.
• The program focuses on planning, equipment, training and exercise needs of high
threat, high-density urban areas.

• The Administration intends to apply for UASI funding as part of a collaborative effort with
the Miami Urban Area Working Group.
• The City will be utilizing grant funds to further homeland security needs citywide and the
Administration anticipates submitting an application for UASI funding in the approximate
amount of$100,000.
• This grant does not require matching funds; and
WHEREAS, the City Administration requests approval to submit a grant application to
Miami-Dade County for FY 2016/17 Edward Byrne Memorial Justice Assistance Grant (JAG)
Program funds In the approximate amount of $10,000 for Police Department initiatives, the
details of which are as follows:
• The Florida Department of Law Enforcement (FDLE) anticipates an award from the US
Department of Justice for FY 2016/17 JAG funds.
• FDLE will distribute these funds in accordance with the JAG Countywide provisions of
the Florida Administrative Code for use by all units of government within Miami-Dade
County.
• It is the Administration's intent to apply for funds from the County's allocation for Police
Department initiatives.
• The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the primary
provider of federal criminal justice funding to state and local jurisdictions.
• The City will be applying for funding in the approximate amount of $10,000 for the
continuation of Police Department initiatives and to comply with Florida Department of
Law Enforcement's requirements.
• Matching funds are not required for this grant. This grant supports the key intended
outcome insist on police department accountability; and
WHEREAS, the City Administration requests retroactive approval to submit a grant
application to the Florida Department of Transportation (FDOT), High Visibility Enforcement,
Pedestrian and Bicycle Safety Grant Program, in the approximate amount of $130,450, the
details of which are as follows:
• Florida Department of Transportation has funding available to law enforcement agencies
that initiate high visibility enforcement campaigns to keep pedestrians and bicyclists safe
on Florida's roadways.
• This new funding is available through Florida's Bicycle/Pedestrian Focused Initiative.
• FDOT is partnering with law enforcement agencies to conduct HVE campaigns in high
impact areas in conjunction with other education efforts.
• The program will allow the Police Department to continue its high visibility enforcement
program to keep pedestrians and bicyclists safe on Miami Beach roadways.
• The City has been successfully funded through this program for the last two years and
the Administration has requested funding for State FY 2016/17.
• This grant does not require matching funds, and supports the key intended outcome to
ensure comprehensive mobility addressing all modes throughout the City/enhance
pedestrian safety universally; and
WHEREAS, the City Administration requests retroactive approval to submit a grant
application to the National Endowment for the Arts, Art Works grant program, in the approximate
amount of$45,000, the details of which are as follows:
• Established by Congress in 1965, the NEA is an independent federal agency whose
funding and support gives Americans the opportunity to participate in the arts, exercise
their imaginations, and develop their creative capacities.
• The Art Works grant program, offered by the National Endowment of the Arts, focuses
on three things: the works of art themselves; the ways art works on audiences; and the
fact that art is work for the artists and arts professionals who make up the field.
• The City has applied to the Art Works grant program, for funding in the approximate
amount of$45,000.
• If awarded, the City of Miami Beach Cultural Affairs Program will present a large scale,
outdoor performance and a film series as part of the City's Arts in the Parks program.
• This grant requires matching funds in the amount of $45,000, which are available in
Cultural Arts Affairs fund 140-6080-000345.
• This project supports the key intended outcome to maximize the Miami Beach brand as
a world class destination; and
WHEREAS, the City Administration requests retroactive approval to submit a grant
application to the National Inclusion Project, Let's All Play Program, in the approximate amount
of$10,000, the details of which are as follows:
• The National Inclusion Project serves to bridge the gap that exists between young
people with disabilities and the world around them.
• Since their inception, they have made a real impact by ensuring that children nationwide
can experience all that life has to offer.
• The City of Miami Beach has applied to the National Inclusion Project for the Let's All
Play program, for funding in the approximate amount $10,000, in order to provide more
youth with special needs the opportunities to participate in our citywide parks and
recreation programs.
• If awarded the City intends to use these funds to hire additional and much-needed
inclusionary aids.
• This grant does not require matching funds, and supports the key intended outcome to
achieve educational (K-12) excellence; and
WHEREAS, the City Administration requests retroactive approval to submit a grant
application to Florida Department of Environmental Protection, Florida Recreation
Development and Assistance Program (FRDAP) for funding in the approximate amount of
$200,000 for Muss Park, the details of which are as follows:
•
• The State of Florida, Department of Environmental Protection, provides funding for
the acquisition and development of land for public outdoor recreational use through
the Florida Recreation Development Assistance Program (FRDAP).
• The City has applied for funding from FRDAP primarily for funds for an accessible
playground at Muss Park.
• The City uses FRDAP funds for project components that do not charge entrance fees
or program fees to the public.
• This grant requires matching funds in the amount of $200,000; matching funds are
available from the Muss Park projects pkmmusspar and pkmmussprk.
• This project supports the key intended outcome to maximize the Miami Beach brand
as a world-class destination.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH that the Mayor and City Commission
hereby approve and authorize the City Manager, or his designee, to apply for, accept, and
appropriate funding (including matching funds and any related City expenses), and to
execute any and all documents or agreements in connection with grants and funding
requests from the following sources: 1) US Department of Homeland Security, Urban Area
Security Initiative (UASI) FY 2016/17 Program, in the approximate amount of $100,000; 2)
Miami-Dade County for FY2016/17 Edward Byrne Memorial Justice Assistance Grant (JAG)
program in the approximate amount of $10,000; and retroactively to: 3) Florida Department
of Transportation (FDOT), High Visibility Enforcement, Pedestrian and Bicycle Safety Grant
Program, in the approximate amount of $130,450; 4) National Endowment for the Arts, Art

Adopt the Resolution.
ANALYSIS
1 )Approval to submit an application to the US Department of Homeland Security. Urban Area
Security Initiative (UASI) FY 2016/17 Program. in the approximate amount of$100.000.
The Urban Area Security Initiative (UASI) Program is funded through the Department of Homeland
Security (DHS), under the Homeland Security Grant Program. One of the core missions of DHS is
to enhance the ability of state and local government to prevent, protect against, respond to and
recover from terrorist attacks and other disasters. The federal government allocates funding to the
different Urban Area groups based on a risk-based methodology. The program focuses on planning,
equipment, training and exercise needs of high threat, high-density urban areas.

The Administration intends to apply for UASI funding as part of a collaborative effort with the Miami
Urban Area Working Group. The City will be utilizing grant funds to further homeland security needs
citywide and the Administration anticipates submitting an application for UASI funding in the
approximate amount of$100,000. This grant does not require matching funds.
2)Approval to submit a grant application to Miami-Dade County for FY 2016/17 Edward Byrne
Memorial Justice Assistance Grant (JAG) Program funds In the approximate amount of $10.000
for Police Department initiatives
The Florida Department of Law Enforcement (FDLE) anticipates an award from the US Department
of Justice for FY 2016/17 JAG funds. FDLE will distribute these funds in accordance with the JAG
Countywide provisions of the Florida Administrative Code for use by all units of government within
Miami-Dade County.
It is the Administration's intent to apply for funds from the County's allocation for Police Department
initiatives. The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the primary
provider of federal criminal justice funding to state and local jurisdictions. JAG funds support all
components of the criminal justice system, from multijurisdictional drug and gang task forces to crime
prevention and domestic violence programs, courts, corrections, treatment, technology improvement
programs and justice information sharing initiatives. The City will be applying for funding in the
approximate amount of $10,000 for the continuation of Police Department initiatives and to comply
with Florida Department of Law Enforcement's requirements. Matching funds are not required for
this grant. This grant supports the key intended outcome insist on police department accountability.
3) Retroactive approval to submit an application to the Florida Department of Transportation
(FDOT), High Visibility Enforcement, Pedestrian and Bicycle Safety Grant Program. in the
approximate amount of$130,450.

develop their creative capacities. Through partnerships with state arts agencies, local leaders, other
federal agencies, and the philanthropic sector, the NEA supports arts learning, affirms and celebrates
America's rich and diverse cultural heritage, and extends its work to promote equal access to the arts

in every community across America.
The Art Works grant program, offered by the National Endowment of the Arts, focuses on three
things: the works of art themselves; the ways art works on audiences; and the fact that art is work for
the artists and arts professionals who make up the field.
The City has applied to the Art Works grant program, for funding in the approximate amount of
$45,000. If awarded this grant the City will use these funds to support interdisciplinary public art
partnerships that foster collaborations with local organizations and address issues significant to our
diverse communities. The City of Miami Beach Cultural Affairs Program will present a large scale,
outdoor performance and a film series as part of the City's Arts in the Parks program. This grant
requires matching funds in the amount of $45,000, which are available in Cultural Arts Affairs fund
140-6080-000345. This project supports the key intended outcome to maximize the Miami Beach
brand as a world class destination.
5) Retroactive approval to submit an application to the National Inclusion Project, Let's All Play
Program, in the approximate amount of$10,000.
The National Inclusion Project serves to bridge the gap that exists between young people with

inclusive programs that create awareness about the possibilities that inclusion can bring. The
program works every day to make the inclusion of children with disabilities a reality. Since their

for funding in the approximate amount $10,000, in order to provide more youth with special needs the
