A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATIONS OF THE FINANCE AND CITYWIDE
PROJECTS COMMITTEE AND THE
NEIGHBORHOOD/COMMUNITY AFFAIRS COMMITTEE, AND
AUTHORIZING THE CITY MANAGER TO CONDUCT A
SURVEY TO IDENTIFY TRANSPORTATION NEEDS OF MIAMI
BEACH PUBLIC SCHOOL STUDENTS RESIDING WITHIN A
TWO-MILE RADIUS OF THE STUDENTS' HOME SCHOOL.
WHEREAS, at the May 11, 2016 City Commission meeting, Commissioner John
Elizabeth Aleman requested a referral to the Finance and Citywide Projects Committee to
assess the viability and interest in a City of Miami Beach public school bus service within the
two-mile radius of a student's home school, which bus service is not currently provided by
Miami-Dade County Public Schools (M-DCPS); and
WHEREAS, pursuant to a City Commission referral at the April 13, 2016 City
Commission meeting, the item was discussed at the May 13, 2016 Neighborhoods/Community
Affairs Committee (NCAC) meeting and the NCAC requested that it be presented at the July 15,
2016 NCAC meeting; and
WHEREAS, an option to be considered included a transportation survey be conducted in
public schools to include, but not be limited to, determining current mode split (how students
currently get to/from their schools depending on where they live), as well as potential mode shift
from personal automobiles to bus service for students that reside within two (2) miles of their
home schools; and
WHEREAS, at the July 15, 2016 NCAC meeting, the NCAC recommended conducting a
transportation survey and to use the information to vet ideas for alleviating rush hour traffic in
Miami Beach associated with pick-up and drop-off of students attending public schools in Miami
Beach; and
WHEREAS, at the July 22, 2016 Finance and Citywide Projects meeting, the Finance
Committee recommended conducting a transportation survey in September 2016 to identify the
transportation needs of students attending public schools in Miami Beach; and,
WHEREAS, the Education Compact implemented in January 2008 currently addresses
and supports activities regarding parental involvement, family support, and youth and
community engagement, including allowing the City to conduct parent satisfaction surveys with
the assistance of the Miami-Dade County Public Schools.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City
Commission hereby accept the recommendations of the Finance and Citywide Projects
Committee and the Neighborhood/Community Affairs Committee, and hereby authorize the City
Manager to conduct a survey to identify the transportation needs of public school students
within a two-mile radius of the students' home school and to use the information to vet ideas for
alleviating rush hour traffic in Miami Beach associated with the pickup and drop-off of students
attending public schools in Miami Beach.

SUBJECT: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATIONS OF THE
FINANCE AND CITYWIDE PROJECTS COMMITTEE AND THE
NEIGHBORHOOD/COMMUNITY AFFAIRS COMMITTEE, AND AUTHORIZING
THE CITY MANAGER TO CONDUCT A SURVEY TO IDENTIFY

TWO-MILE LIMIT OF THE HOME SCHOOL.
RECOMMENDATION
Accept the recommendation of the NCAC and FCWPC and approve the resolution.
ANALYSIS
The Miami-Dade County Public School system provides transportation to students who attend
their designated home school living more than two miles from that school.
At the May 11, 2016 Commission meeting, Commissioner John Elizabeth Aleman requested a
referral to Finance and Citywide Projects Committee (FCWPC) to assess the viability and
interest in a City of Miami Beach school bus service within the two-mile boundary of school bus
service provided by Miami-Dade County Public Schools (M-DCPS).
The item was discussed at the May 13, 2016 Neighborhood/Community Affairs Committee
(NCAC) meeting and the Committee requested that it be presented at the July 15, 2016 NCAC
meeting. An option to be considered included a transportation survey be conducted in public
