A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, URGING THE FLORIDA DEPARTMENT OF
AGRICULTURE AND CONSUMER SERVICES (STATE) AND MIAMI-DADE
COUNTY (COUNTY) TO AGGRESSIVELY PURSUE AND EXPLORE ALL NON-
TOXIC AND SAFE ALTERNATIVES TO NALED TO CONTROL MOSQUITOES
CARRYING THE ZIKA VIRUS IN THE CITY OF MIAMI BEACH (CITY), AND TO
ENGAGE INDEPENDENT MEMBERS OF THE SCIENTIFIC COMMUNITY, AS
WELL AS CITY STAKEHOLDERS, TO EXPLORE ALL SUCH ALTERNATIVES;
URGING THE COUNTY TO EXPLORE THE USE OF BAT HOUSES AS AN
ENVIRONMENTALLY FRIENDLY MOSQUITO CONTROL OPTION; URGING THE
STATE TO OPEN ITS REQUEST FOR PROPOSAL PROCESS TO ALLOW FOR
THE PROCUREMENT OF ALTERNATIVES TO NALED; AND, URGING THE
COUNTY TO ALLOCATE ADDITIONAL FINANCIAL RESOURCES FOR THE
AERIAL SPRAYING OF THE ENVIRONMENTALLY FRIENDLY LARVICIDE BTI
THROUGHOUT THE CITY AND TO REVIEW ALL AVAILABLE DATA TO
EVALUATE WHETHER THE USE OF NALED IS NECESSARY PRIOR TO ANY
AND ALL FUTURE SPRAYING OF NALED IN THE CITY.
WHEREAS, environmental and health concerns have been raised relative to the use of
the insecticide Naled to combat Zika-carrying mosquitoes (Aedes aegyti) in the City of Miami
Beach, and in other locales, where the Zika virus is present; and
WHEREAS, Miami-Dade County engaged in the aerial spraying of Naled in a limited 1.5
square mile area of the City on September 9, 2016 and September 11, 2016, and additional
aerial sprayings are scheduled for September 18, 2016 and September 24, 2016 at 6:00 a.m.;
and
WHEREAS, the County has also sprayed the environmentally friendly larvicide Bti
(Bacillus thuringiensis isrealensis) in the City through the use of ground-based spraying efforts
in the affected City neighborhoods; and
WHEREAS, the Mayor and City Commission of the City of Miami Beach deem it in the
best interest of the City, its residents, and the public health, safety, and welfare, for the Florida
Department of Agriculture and Consumer Services, Division of Agricultural Environmental
Services, and for the County to explore all non-toxic and safe alternatives to Naled to control
Zika-carrying mosquitoes in the City; and
WHEREAS, bats can consume up to 1000 mosquitoes per hour and cities around the
country, such as North Hempstead, New York, have installed bat houses to promote an
environmentally friendly solution to mosquito control and the County should explore this option
for use in the City; and
WHEREAS, in addition, the State should expand and open its request for proposal
process so that alternatives to Naled may be used to combat Zika-carrying mosquitoes; and
WHEREAS, the County is further urged to take proactive measures in the other areas of
the City that are outside of the current treatment zone, by using the environmentally friendly Bti
spray, both through ground-based and aerial spraying, to control mosquitoes carrying the Zika
virus and, further, the County should allocate additional financial resources for this purpose; and
WHEREAS, the County tracks the presence of Zika-carrying mosquitoes in the City's
target zone and there may not be a need for the future spraying of Naled if such mosquito
populations have been significantly reduced or eliminated; therefore, the County is urged to
review and evaluate all available data prior to any future use of Naled in the City to determine
whether the spraying of Naled is necessary; and
WHEREAS, other alternatives to Naled include the use of Bti through aerial spraying, the
use of the genetically modified mosquitoes whose progeny do not mature into adult mosquitoes,
and the use of the Wolbachia bacteria to immunize mosquitoes from the Zika virus, among other
options, and the State and the County are urged to engage independent members of the
scientific community, as well as City stakeholders, to explore all options and alternatives to
Naled; and
WHEREAS, the use of genetically modified mosquitoes to reduce Zika-carrying
mosquitoes has been used in Brazil, Grand Cayman Island, Panama, Columbia, and Malaysia
and has resulted in reported reduction rates of 90% or higher, which is more effective than the
traditional methods of spraying Naled and Bti; and
WHEREAS, on August 5, 2016, the United States Food and Drug Administration
published a final environmental assessment and a finding of no significant impact relative to the
use of genetically engineered mosquitoes to control the Zika-carrying mosquitoes in a proposed
field trial in Monroe County to be conducted in conjunction with the Florida Keys Mosquito
Control District.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby urge the State of Florida Department of Agriculture and Consumer Services
and Miami-Dade County to aggressively pursue and explore all non-toxic and safe alternatives
to Naled to control mosquitoes carrying the Zika virus in the City of Miami Beach, and to engage
independent members of the scientific community, as well as City stakeholders, to explore all
non-toxic and safe options and alternatives to the use of Naled; urge Miami-Dade County to
explore the use of bat houses as an environmentally friendly mosquito control option; urge the
State to open its request for proposal process to allow for the procurement of alternatives to
Naled; and, urge the County to allocate additional financial resources for the aerial spraying of
the environmentally friendly larvicide Bti throughout the City and to review all available data to
evaluate whether the spraying of Naled is necessary prior to any and all future spraying of
Naled in the City.

Commission of the City of Miami Beach on October 19, 2016. In addition to urging the County to
allocate additional financial resources for the aerial spraying of the environmentally friendly
larvicide Bti throughout the City and to review all available data to evaluate whether the spraying
of Naled is necessary prior to any and all future spraying of Naled in the City, this amended
resolution urges Miami-Dade County to explore the use of bat houses as an environmentally
friendly mosquito control option.
