AN ORDINANCE OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA
AMENDING ORDINANCE NO. 1605, THE UNCLASSIFIED
EMPLOYEES SALARY ORDINANCE, ESTABLISHING THE
CLASSIFICATION OF AND SALARY RANGE FOR THE
POSITION OF ASSET MANAGER; PROVIDING FOR
REPEALER, SEVERABILITY, CODIFICATION AND AN
EFFECTIVE DATE.
WHEREAS, there is a need to create the position of Asset Manager to administrate all
activities related to beachfront concessions, manage the City's lease agreements, and handle the
acquisition of real property and the disposition of surplus property.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA:
SECTION 1:
Section 1 of Ordinance No. 1605 is amended as follows:

SECTION 2.
REPEALER.
All ordinances or parts of ordinances in conflict herewith be and the same are hereby
repealed.
SECTION 3.
SEVERABILITY.
If any section, subsection, clause or provision of this Ordinance is held invalid, the
remainder shall not be affected by such invalidity.
SECTION 4.
CODIFICATION.
It is the intention of the Mayor and City Commission of the City of Miami Beach,
and it is hereby ordained that the provisions of this ordinance shall become and be made a part of
the Code of the City of Miami Beach, Florida.. The sections of this ordinance may be renumbered
or relettered to accomplish such intention, and the word "ordinance" may be changed to "section",
"article, II or other appropriate word.
SECTION 5.
EFFECTIVE DATE.
This Ordinance shall take effect on the 12 t h day of

NO. 1605 ESTA ISHING THE CLASSIFICATION OF ASSET MANAGER

ADMINISTRATION RECOMMENDATION:
Adopt the Ordinance amendment on second reading.
BACKGROUND:
The first reading of this Ordinance took place on March 19, 1997.
The office of Asset Management is being created as part of the City-wide reorganization. This
function was formerly performed in part by the Office of the City Manager and by the Purchasing
Division.
ANALYSIS:
Establishing the position of Asset Manager would provide for an appropriate title and salary range
for the position with responsibilities in the office of Asset Management, which include the
administration of beachfront concessions, management of leases associated with City-owned
properties (Old City Hall, Miami Beach Marina, 555-17th Street, the golf courses, Colony Theater,
South Pointe Park restaurant, etc.), acquisition of property, disposition of surplus property, and
leasing of property for City purposes.
The assigned class code for the position is 1608 and the bi-weekly salary ranges from $1812.53 to
$2900.08. Previously, the work associated with this position was split among individuals with other
responsibilities making it less efficient. With the new position, costs will remain comparable while
creating a more efficient system.
CONCLUSION:
The position of Asset Manager will provide administrative and management controls over City-
owned properties and leases. Assurance of conformance with beach concession operating guidelines
and le~; re(~ements by lessees will be enhanced.
