Attached for your information is Resolution No. 16-213, adopted by the Mayor and City Council
of the City of Doral on October 12, 2016.
A RESOLUTION OF THE MAYOR AND THE CITY COUNCIL OF THE CITY OF
DORAL, FLORIDA, SUPPORTING MIAMI-DADE COUNTY'S EFFORT TO
SECURE STATE AND FEDERAL FUNDING TO ASSIST WITH THE
ELIMINATION OF SEPTIC SYSTEMS AND CONVERTING TO SEWER
SYSTEM CONNECTIONS; URGING ALL MUNICIPALITIES IN MIAMI-DADE
COUNTY TO JOIN THE CITY IN SUPPORTING THE COUNTY; PROVIDING
FOR TRANSMITTAL; AND PROVIDING FOR AN EFFECTIVE DATE.
The City of Doral has requested that a copy of this resolution be provided to the Miami Beach
Mayor and Commissioners.

A RESOLUTION OF THE MAYOR AND THE CITY COUNCIL OF
THE CITY OF DORAL, FLORIDA, SUPPORTING MIAMI-DADE
COUNTY'S EFFORT TO SECURE STATE AND FEDERAL
FUNDING TO ASSIST WITH THE ELIMINATION OF SEPTIC
SYSTEMS AND CONVERTING TO SEWER SYSTEM
CONNECTIONS; URGING ALL MUNICIPALITIES IN MIAMI-
DADE COUNTY TO JOIN THE CITY IN SUPPORTING THE
COUNTY; PROVIDING FOR TRANSMITTAL; AND PROVIDING
FOR AN EFFECTIVE DATE
WHEREAS, the treatment and disposal of sewage of Miami-Dade County, is of
critical importance to the general health, safety, and welfare of all the communities of
Miami-Dade County, as well as the integrity of the water supply for all south Florida; and
WHEREAS, within some municipalities in Miami-Dade County, some residents
rely on septic systems of treatment and disposal of sewage; and
WHEREAS, preservation of south Florida's ground water includes the
appropriate treatment of wastewater in underground drainfields; and
WHEREAS, the elimination of septic systems and connection to sewer system
will work to prevent the uncontrolled disposal of sewage into drainfields; and
WHEREAS, Miami-Dade County seeks to take advantage of additional funding
added by Governor Rick Scott in his State Fiscal year 2017-18 recommended budget
for a voluntary matching program to encourage residents to convert from septic tanks to
sewers systems to help curb pollution; and
WHEREAS, the elimination of pollution in the County's water supply and
wherever present in south Florida is in the best interest of the community.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF
THE CITY OF DORAL, FLORIDA, AS FOLLOWS:

Section 1. Recitals. The above recitals are confirmed, adopted, and
incorporated herein and made a part hereof by this reference.
Section 2. Recommended Position. The effort of Miami-Dade County to
secure state and federal funding to assist with the elimination of septic systems and
converting to sewer system connections is hereby supported. All municipalities in
Miami-Dade County are urged to join the City of Doral in supporting the County and to
encourage residents using septic systems to connect to the County's sewer system.
Section 3. Transmittal. The City Clerk is hereby directed to transmit a copy
of this Resolution to the Honorable Carlos Gimenez, Mayor, Miami-Dade County, and
Honorable Jean Monestime and Jose "Pepe" Diaz, Miami-Dade County Board of
County Commissioners, and to all the municipalities of Miami-Dade County.
Section 4. Effective Date. This Resolution shall become effective
immediately upon its adoption.

The foregoing Resolution was offered by Councilmember Cabrera who moved its
adoption. The motion was seconded by Councilmember Rodriguez and upon being put
to a vote, the vote was as follows:
