A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY OF MIAMI BEACH, ON
BEHALF OF THE MIAMI BEACH POLICE DEPARTMENT, TO MAKE A
DONATION OF TWO (2) 2008 FORD CROWN VICTORIA MOTOR VEHICLES,
WITH AN APPROXIMATE MAXIMUM COMBINED VALUE OF $4,000, WHICH
HAVE SURPASSED THEIR LENGTH-OF-SERVICE EXPECTANCY AND ARE
THEREFORE DUE TO BE REPLACED, TO THE MIAMI-DADE COLLEGE
SCHOOL OF CRIMINAL JUSTICE, THIS DONATION BEING IN THE BEST
INTEREST OF THE CITY OF MIAMI BEACH.
WHEREAS, the Miami Beach Police Department recently implemented new hiring
standards, to include non-certified applicants who will be reimbursed their tuition and associated
fees upon successful completion of the Police Academy, as notified to the Mayor and
Commission in Letter-To-Commission number 385-2015, and subsequently approved by the
Mayor and Commission on February 10, 2016; and
WHEREAS, the first group, consisting of approximately ten (10) recruits, will be
attending the Police Academy at the Miami-Dade College School of Criminal Justice to gain
their certifications; and
WHEREAS, many existing Miami Beach Police Department police officers also gained
their certifications at this Police Academy, and the Miami Beach Police Department therefore
has an existing, professional relationship with the Miami-Dade College School of Criminal
Justice; and
WHEREAS, the Police Academy requires police vehicles for use by its students
undergoing driving and law enforcement training; and
WHEREAS, the Miami Beach Police Department has two (2) 2008 Ford Crown Victoria
motor vehicles which were both acquired and put into service in January, 2008, with a length-of-
service expectancy of five (5) years; and
WHEREAS, both vehicles have now been in service for over eight (8) years, are no
longer sufficiently dependable for policing purposes, and therefore need to be replaced by new
vehicles; and
WHEREAS, the Miami Beach Police Department wishes to support the Police Academy
in its training and certification by donating both vehicles to the Miami-Dade College School of
Criminal Justice, for use in its Police Academy, this donation being in the best interest of the
City of Miami Beach.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, authorizing the City of Miami
Beach, on behalf of the Miami Beach Police Department, to make a donation of two (2) 2008
Ford Crown Victoria motor vehicles, with an approximate maximum combined value of $4,000,
to the Miami-Dade College School of Criminal Justice, this donation being in the best interest of
the City of Miami Beach.

ANALYSIS
The Miami Beach Police Department (MBPD) recently implemented a pilot program to hire non-
certified applicants who will be reimbursed their fees (tuition and uniform) upon successful
completion of the Police Academy. This program was notified to the Mayor and Commission in
Letter-To-Commission number 385-2015, and subsequently approved by the Mayor and
Commission on February 10, 2016.
Since approval, the MBPD has been working hard to identify and recruit suitable candidates and,
as a result, the first group of approximately ten (10) recruits will be attending the Police
Academy at the Miami-Dade College School of Criminal Justice to gain certification. The
College is the closest to the City of Miami Beach and is thus convenient for MBPD employees
who, on occasions, may need to visit the location to liaise with students and instructors.
Police Academy certification includes various road-related activities such as driver training,
traffic law enforcement and vehicle-based scenarios. This training necessitates fully functional
police vehicles in order to replicate 'real world' scenarios. The MBPD currently has two (2) Ford
Crown Victoria motor vehicles which were both acquired and put into service in January, 2008,
with a length-of-service expectancy of five (5)years. They have both far exceeded this and have
now reached over eight (8) years in service. They are no longer sufficiently dependable for
policing purposes and are therefore due to be replaced. They would ordinarily be disposed of
by auction. Their current value is estimated at approximately $2,000 per vehicle ($4,000 total).

The Ford Crown Victoria is no longer in production, however, the current equivalent — the sedan
police interceptor — is priced at $26,800 (base price) and therefore exceeds the replacement
threshold above which the Commission's approval is required to make a donation.
The MBPD wishes to donate the two vehicles to the Miami-Dade College School of Criminal
Justice for use in its Police Academy. This will significantly benefit the first cohort of MBPD
officers recruited under the new hiring program. It will also provide a positive image of the
MBPD to regular students, thus encouraging them to consider a career with the City of Miami
Beach.
CONCLUSION
The donation is in the best interest of the City of Miami Beach.
