A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING
THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR, ACCEPT,
AND APPROPRIATE FUNDING (INCLUDING MATCHING FUNDS AND
ANY RELATED CITY EXPENSES), AND TO EXECUTE ANY AND ALL
DOCUMENTS OR AGREEMENTS IN CONNECTION WITH THE
FOLLOWING GRANTS AND FUNDING AGREEMENTS: 1) MIAMI-
DADE COUNTY FY 2016/17 EMERGENCY MEDICAL SERVICES
(EMS) GRANT IN THE APPROXIMATE AMOUNT OF $10,000; 2)
FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) IN THE
AMOUNT OF $20,008,493; 3) BRANCHES INC., THROUGH THE
UNITED WAY CENTER FOR FINANCIAL STABILITY VOLUNTEER
INCOME TAX (VITA) PROGRAM IN THE APPROXIMATE AMOUNT OF
$5,000; 4) US DEPARTMENT OF HOMELAND SECURITY, FEDERAL
EMERGENCY MANAGEMENT AGENCY, ASSISTANCE TO
FIREFIGHTERS GRANT (AFG) PROGRAM IN THE APPROXIMATE
AMOUNT OF $500,000; 5) PETSMART CHARITIES IN THE
APPROXIMATE AMOUNT OF $75,000.
WHEREAS, the City Administration requests approval to submit a grant application to
Miami-Dade County Emergency Management Service (EMS) grant in the approximate amount
of $10,000 to improve and expand pre-hospital emergency services, the details of which are as
follows:
• The Florida Department of Health is authorized by chapter 401, Part II, Florida Statutes
to provide grants to Boards of County Commissioners for the purpose of improving and
expanding emergency medical services;
• These grants are awarded only to Boards of County Commissioners, but may
subsequently be distributed to municipalities and other agencies involved in the
provision of EMS pre-hospital care;
• Miami-Dade County makes these funds available to cities within the County; the level of
funding is based on each Fire Department's call volume;
• The entire amount of funding available for FY 2016/17 is $118,249;
• The funds are derived by the State from surcharges on various traffic violations and
funds must be used solely to improve and expand pre-hospital EMS services;
• The Administration intends to apply for funding to support the Fire Department's pre-
hospital EMS;
• Funds may be requested for EMS materials, supplies, training, equipment and reference
library materials;
• This grant does not require matching funds;
• This project supports the key intended outcome to ensure that a universal culture of high
quality customer-service is driving the conduct of the City Commission and all City
employees; and
WHEREAS, the City Administration requests approval to submit a funding agreement
with the Florida Department of Transportation (FDOT) for funds in the amount of $20,008,493
for construction of roadway and drainage improvements on S.R. A1A/Indian Creek Drive from
41 St Street to 26th Street, the details of which are as follows:
• FDOT has jurisdiction over and maintains State Road (S.R.)A1A/Indian Creek Drive;
• On March 9, 2016, the Mayor and City Commission adopted Resolution No. 2016-29332
approving the substantive business terms of a proposed agreement between the City
and FDOT for the cost sharing of a construction project on Indian Creek Drive, between
26th and 41St Streets;
• The Resolution also authorized the Mayor and City Clerk to execute the final agreement,
which was executed on September 30, 2016;
• The total project cost under the agreement is $25,408,493,000;
• FDOT has agreed to reimburse the city for actual eligible project costs up to a maximum
amount of $20,008,493 and since this is a reimbursement agreement, the city will
advance funding for eligible costs for this project in the amount of $20,008,493 from
pooled cash, to be reimbursed by FDOT;
• The City has agreed to a maximum participation amount of $5,400,000 (the parties'
respective payments obligations, are 78.7% for FDOT and 21.3% for the City);
• FDOT has programmed funding for the project in its FY 16/17 Work Project under
Financial Project Number 439228-2-58-01;
• The Administration is requesting approval to appropriate the FDOT funding for this
project;
• The City's portion has already been appropriated;
• This project supports the key intended outcome to ensure reliable stormwater
management and resiliency against flooding by implementing select short and long-term
solutions including addressing sea-level rise; and
WHEREAS, the City Administration requests approval to submit an application to
Branches, Inc. through the United Way Center for Financial Stability Volunteer Income Tax
(VITA) Program in the approximate amount of $5,000 for the City's Tax Preparation Program,
the details of which are as follows:
• Branches, Inc. is the Miami-Dade County lead agency for the VITA Program which offers
free tax help to people who earn approximately $52,000 annually or less and need
assistance in preparing their own tax returns;
• IRS-certified volunteers provide free basic income tax return preparation with electronic
filing. Branches, Inc. has received funding from the IRS VITA Program to implement the
United Way Center for Financial Stability VITA Program, which supports and coordinates
tax education, tax preparation and financial education and asset building service to low-
income and/or limited English proficiency clients in Miami-Dade County;
• The City's Office of Housing Community Services will apply to Branches Inc. for sub-
grant funding to implement the VITA tax preparation program to eligible clients;
• This grant does not require matching funds and the project supports the key intended
outcome to streamline the delivery of services through all departments; and
WHEREAS, the City Administration requests approval to submit a grant application to
US Department of Homeland Security, Assistance to Firefighters Grant (AFG) Program in the
approximate amount of $500,000 for Fire Department Initiatives, the details of which are as
follows:
• AFG is to meet the firefighting and emergency response needs of fire departments and
nonaffiliated emergency medical service organizations;
• Since 2001, AFG has helped firefighters and other first responders to obtain critically
needed equipment, protective gear, emergency vehicles, training and other resources
needed to protect the public and emergency personnel from fire and related hazards;
• This program does not provide funding for salaries;
• The City intends to apply to the AFG program for funding for: 1) the Life Scan Wellness
Center and 2) P-25 compatible portable handheld radios;
• Matching funds for this grant in the amount of $100,000 are available in the Fire
Department's operating budget(011-1210-000674);
• This project supports the key intended outcome to streamline the delivery of services
through all departments; and
WHEREAS, the City Administration requests approval to submit a grant application to
PetSmart Charities® in the approximate amount of $75,000 for the City's Free Roaming Cat
Program, the details of which are as follows:
• The free-roaming cat grant offered by PetSmart Charities® is intended to provide
funding, strategic planning and mentoring for a comprehensive trap-neuter-return
program for free-roaming cats;
• The goal is to build a program that is community-wide in scope, effective in reducing the
local feral and stray cat population, efficient in its use of resources, measurable in impact
and sustainable over a period of years to come;
• The city shares the goals of PetSmart Charities®and is seeking funding;
• The City has been collaborating with the Cat Network to address animal issues in the
community, namely spay and neutering of pets;
• Over these years, the City and the Cat Network have held monthly spay and neutering
events, yielding an average of 40 surgeries per event;
• The Administration intends to apply for funding to continue and expand this program with
the goal of securing funding to sterilize additional cats;
• Matching funds are not required for this program, however, the City has been providing
$5,000 a year for spay/neuter services for many years.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH that the Mayor and City Commission
hereby approve and authorize the City Manager, or his designee, to apply for, accept, and
appropriate funding (including matching funds and any related City expenses), and to
execute any and all documents or agreements in connection with grants and funding
requests from the following sources: 1) Miami-Dade County Emergency Management
Service (EMS) grant in the approximate amount of $10,000; 2) Florida Department of
Transportation (FDOT) for funds in the amount of $20,008,493 for construction of roadway
and drainage improvements on S.R. A1A/Indian Creek Drive from 41st Street to 26th
Street; 3) Branches, Inc. through the United Way Center for Financial Stability Volunteer
Income Tax (VITA) Program in the approximate amount of $5,000; 4) US Department of
Homeland Security, Assistance to Firefighters Grant (AFG) Program in the approximate
amount of$500,000; and 5) PetSmart Charities® in the approximate amount of$75,000.

RECOMMENDATION
Adopt the Resolution.
ANALYSIS
1 . Miami-Dade County Emergency Management Service (EMS) grant in the
approximate amount of $10,000 to improve and expand pre-hospital emergency
services.
The Florida Department of Health is authorized by chapter 401, Part II, Florida Statutes to
provide grants to Boards of County Commissioners for the purpose of improving and expanding
- emergency medical services. These grants are awarded only . to Boards of County
Commissioners, but may subsequently be distributed to municipalities and other agencies
involved in the provision of EMS pre-hospital care. Miami-Dade County makes these funds
available to cities within the County; the level of funding is based on each Fire Department's call

volume. The entire amount of funding available for FY 2016/17 is $118,249. Funds are
distributed among the following municipalities; Miami-Dade county, Cities of Miami, Hialeah,
Coral Gables, Miami Beach and Village of Key Biscayne. The funds are derived by the State
from surcharges on various traffic violations and funds must be used solely to improve and
expand pre-hospital EMS.
The Administration intends to apply for funding to support the Fire Department's pre-hospital
Emergency Medical Services (EMS); funds may be requested for EMS materials, supplies,
training, equipment and reference library materials. This grant does not require matching funds.
2 . Agreement with Florida Department of Transportation for funds in the amount of
$20,008,493 for construction of roadway and drainage improvements on S.R.Al A/Indian
Creek Drive from 41st Street to 26th Street.
The State of Florida Department of Transportation (FDOT) has jurisdiction over and maintains

The primary goal of the Assistance to Firefighters Grant (AFG) is to meet the firefighting and
emergency response needs of fire departments and nonaffiliated emergency medical service
organizations. Since 2001 , AFG has helped firefighters and other first responders to obtain
critically needed equipment, protective gear, emergency vehicles, training and other resources
needed to protect the public and emergency personnel from fire and related hazards.
The AFG funding priorities for grants are: 1) Fire Operations and Firefighter Safety (includes
firefighter training, firefighting equipment acquisitions, firefighter personal protective equipment,
firefighter wellness and fitness, and modifications to fire stations and facilities); and 2)
. Firefighting vehicle acquisition. This program does not provide funding for salaries. The City
intends to apply to the AFG program for funding for: 1) the Life Scan Wellness Center, which is
a comprehensive physical examination important to the firefighter profession, mainly to
determine pre-cancerous indicators, and: 2) P-25 compatible portable handheld radios.
Matching funds for this grant in the amount of $100,000 are available in the Fire Department's
operating budget (011-1210-000674). This project supports the key intended outcome to
streamline the delivery of services through all departments.
5 . PetSmart Charities® in the approximate amount of $75,000 for the City's Free

Based on the aforestated analysis, the Administration recommends that the Mayor and City
