Morales, City Manager DATE: November 8, 2016 SUBJECT: 2016 ART BASEL TRANSPORT TION PLAN AND OTHER ART WEEK MOBILITY IMPROVEMENT EFFORTS The purpose of this Letter to Commission is to report on the City's efforts in improving mobility during 2016 Art Basel from November 30, 2016 through December 4, 2016. The efforts include providing free and reliable shuttle service along three (3) routes connecting the Convention Center with art fairs and three (3) park-and-ride facilities located in and outside of the City. The City of Miami Beach, in conjunction with the Miami-Dade County Department of Transportation and Public Works, will be providing free shuttle service between Midtown Miami and the Miami Beach Convention Center during the 2016 Art Week/Art Basel event. This east- west shuttle service will connect the City of Miami and the City of Miami Beach via the Julia Tuttle Causeway (1-195). To ensure reliability and frequency of the service, shuttles will be operating along the shoulder when congestion causes traffic speeds along Julia Tuttle Causeway to drop below approximately 30 MPH. Two park-and-ride facilities have been established along this route: City View garage (located at NE 1 Ave/NE 38 St) and 42 Street garage (located at Sheridan Avenue/42 Street). In addition to the east-west shuttle route, the City will be operating two additional free shuttle routes: Inner and Outer Loop (see attached shuttle map). The Inner Loop will provide connectivity between art fairs located in the vicinity of Ocean Drive/10 Street, Convention Center, Collins Park and Collins Avenue/46 Street. The Inner Loop will serve the City's park- and-ride facility located at 42 Street. The Outer Loop will provide direct connectivity between Convention Center and the park-and-ride facility at Haulover Park. Staff coordinated with Miami- Dade County Parks, Recreation and Open Spaces to provide approximately 300 parking spaces for park-and-ride customers during daylight hours and approximately 500 parking spaces during night-time hours (from sunset until end of service). Clearly branded shuttle stops will be provided adjacent to all park-and-ride facilities. All shuttle routes will be operating from Wednesday, November 30— Sunday, December 4 from 11:00 a.m. — 10:00 p.m. (Wednesday-Saturday) and from 11:00 a.m. — 8:00 p.m. on Sunday with approximately 15 minute frequency of service on each of the routes. Prospective riders will be able to track shuttle vehicles in real-time using the City's Trolley Tracker and County's Transit Tracker mobile applications. All three shuttle routes will serve and connect at the Convention Center. 2016 Art Basel Transportation Plan And Other Art Week Mobility Improvement Efforts November 8, 2016 Page 2 Additionally, Parking Department staff was able to secure an additional park-and-ride location at Omni parking garage located at Biscayne Boulevard and NE 15 Street with approximately 500 spaces available for this purpose. This parking garage is ideally suited for a park-and-ride facility due to its proximity to the Adrienne Arsht Metromover station and the Omni bus transfer facility and would facilitate a potential additional shuttle route that would operate along Venetian Causeway between Omni garage and the Convention Center. Transportation Department staff is currently working with our trolley operator to secure the vehicles needed to ensure 15 minute headways along this route. Days and hours of operation of this potential shuttle route would be the same as for other three routes. In addition to shuttle services, the City is also evaluating City employee transportation options focused on reducing employee vehicular trips and improving parking availability within the City Center area. The Transportation Department is working closely with Office of Marketing and Communications to promote the Art Basel Transportation Plan on the City's website and other available media and provide park-and-ride and shuttle information to Art Basel and art fairs for dissemination to patrons.
