SUBJECT:BUDGET ADVISORY COMMITTE MOTION
The purpose of this Letter to Commission (LTC) is to inform the Mayor and City
Commission of a motion passed by the Budget Advisory Committee.
The Committee approved a motion in support of the Beach Corridor Connection
Project, but recommends that Miami Beach place priority on the completion of the
MacArthur Causeway portion of the project, that having greater impact on traffic
congestion, and not pursue an interim agreement with the Alstom Group: Greater
Miami Tramlink Partnership on a fast track basis. Instead, the Committee believes it
would be in the best financial interest of the City of Miami Beach to include the South
Beach Light Rail as part of the bid package for the county's Beach Corridor
Connection project. This should result in a lower construction cost, provide access
to additional funding sources and reduce the risk of technological incompatibility with
other sections of the project.
The Committee's recommendation was approved unanimously at their November 8,
2016, meeting.

The Budget Advisory Committee (BAC) approved a motion supporting the
overall transportation goals of the City of Miami Beach however
recommends that the Commission consider slowing the negotiation
timeline of the Light Rail/Modern Street Car project in order to provide
more time for the exploration of financial sources, community impact, and
conclusion of environmental and other pertinent surveys.
