RESOLUTION NO. 2016-29615 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, SUPPORTING MIAMI-DADE COUNTY'S EFFORT TO SECURE STATE AND FEDERAL FUNDING TO ASSIST WITH ELIMINATING SEPTIC SYSTEMS AND CONVERTING TO SEWER SYSTEM CONNECTIONS. WHEREAS, the treatment and disposal of sewage in Miami-Dade County ("County") is of critical importance to the general health, safety, and welfare of all communities in the County and to the integrity of the water supply for all of South Florida; and WHEREAS, there are no septic systems within the City of Miami Beach; however, within some municipalities in the County, some residents still rely on septic systems for the treatment and disposal of sewage; and WHEREAS, the preservation of South Florida's ground water includes the appropriate treatment of wastewater; and WHEREAS, the elimination of septic systems, in conjunction with the conversion to sewer system connections, will help to protect our environment and water quality by preventing the uncontrolled disposal of sewage into drainfields; and WHEREAS, the County seeks to take advantage of additional state funding, added by Governor Rick Scott in his State Fiscal Year 2017-18 recommended budget, and also seeks federal funding to eliminate septic systems, which will help curb pollution; and WHEREAS, the Mayor and City Commission of the City of Miami Beach support the efforts of the County to secure state and federal funding to assist with the elimination of septic systems and the connection to sewer systems within the County. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby support Miami-Dade County's effort to secure state and federal funding to assist with eliminating septic systems and converting to sewer system connections. ANALYSIS Please place on the October 19, 2016 City Commission Agenda a discussion item to consider partnering with the county to secure state and federal funds that could assist with both the elimination of septic systems in Miami Beach and a conversion to sewer system connections. Septic systems often present environmental concerns with septic tank runoff being a major contributor to the pollution of our bodies of water. Septic systems are also potentially vulnerable to the effects of sea level rise. In July of this year, Governor Rick Scott announced that he will propose additional funding for the State Fiscal 2017-2018 budget for a voluntary matching program to encourage residents to convert from septic tanks to sewer systems. This proposal would also provide financial support to local communities to help them build wastewater systems when needed. The Board of County Commissioners of Miami-Dade County unanimously passed a Resolution this September urging municipalities within Miami-Dade County to partner with the County to secure state and federal funding for this purpose. On September 23, I received a letter from the Board of County Commissioners urging us to support the Resolution, and I would therefore like to encourage the City of Miami Beach to consider and explore Resolution No. R-822-16 in an effort to provide improved sanitation services to all of our residents.
