2016-29626 Reso RESOLUTION NO. 2016-29626 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR, ACCEPT, AND APPROPRIATE FUNDING (INCLUDING MATCHING FUNDS AND ANY RELATED CITY EXPENSES), AND EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS IN CONNECTION WITH THE FOLLOWING GRANTS AND FUNDING AGREEMENTS: 1) ROBERT WOOD JOHNSON FOUNDATION IN THE APPROXIMATE AMOUNT OF $25,000 FOR EXPANSION OF THE SCHOOL NURSE INITIATIVE PROGRAM, AND, RETROACTIVELY, WITH RESPECT TO: 2) FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION, RECREATION DEVELOPMENT AND ASSISTANCE PROGRAM FOR FUNDING IN THE APPROXIMATE AMOUNT OF $200,000 FOR THE MUSS PARK PLAYGROUND CONSTRUCTION PROJECT, 3) FLORIDA JUNIOR GOLF COUNCIL IN THE APPROXIMATE AMOUNT OF $5,000 FOR GOLF CLUBS AND EQUIPMENT FOR THE NORMANDY SHORES GOLF COURSE YOUTH CLINIC; AND, AUTHORIZING THE CITY MANAGER TO 4) EXECUTE AN APPLICATION WITH THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION IN THE AMOUNT OF $250,000 FOR A CAST IRON WATER LINE REPLACEMENT ON ALTON ROAD FROM MICHIGAN AVENUE TO NORTH BAY ROAD, AND 5) EXECUTE AN APPLICATION WITH THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION IN THE AMOUNT OF $250,000 FOR A 20-INCH WATER LINE REPLACEMENT ON ALTON ROAD FROM 43RD TO 63RD STREET. WHEREAS, the City Administration requests approval to submit a grant application to the Robert Wood Johnson Foundation in the approximate amount of $25,000 for expansion of the School Nurse Initiative Program, the details of which are as follows: • The goal of this program is to provide quality health care easily accessible to all youth in Miami Beach and our neighboring municipalities. • The City of Miami Beach started a journey to enhance youth's lives in our community, beginning in 2006. • The City Commission directed the Administration to develop a collaborative Education Compact between the Miami-Dade County Public School system and the City, with measurable goals for enhanced learning, and child well-being. • Over the following years, the challenges, opportunities, and needs of the community's youth were studied. • The challenge discovered: Public schools in Miami Beach were losing students and achievement ratings was low when there was an increase in school taxes. • The City's hope was that by joining with Miami-Dade County Public Schools, and other community stakeholders, we could better align resources to ensure that children were well-equipped with tools for success in school, and beyond. • After research, community meetings, business input, and professional opinions, the City signed the Education Compact. • In January 2008, the City of Miami Beach developed an Education Compact with Miami- Dade County Public Schools to build on existing programs and innovative ideas, and to enhance the educational opportunities for the entire community. • The City then went on to implement health and well-being initiatives, including: the Nurse Initiative, the Parent Program and Mobile Clinic, Health and Wellness education, and Success University. • Today, one in three children suffers developmental or behavioral disabilities that limit their health and school performance. • In response, the City of Miami Beach has now partnered with relevant organizations to offer enhanced behavioral health screening, support, and community referral services to children in three public schools in the Miami Beach feeder pattern. • Funding will be requested from the Robert Wood Johnson Foundation in the amount of $25,000 for behavioral health services in the schools including: cognitive-behavioral therapy, family therapy, systemic therapy, play therapy, parent/teacher conferences, and home visits. • This grant does not require matching funds and supports the key intended outcome to achieve educational (K-12) excellence; and WHEREAS, the City Administration requests retroactive approval to submit a grant application to the Florida Department of Environmental Protection, Recreation Development and Assistance Program (FRDAP) for funding in the approximate amount of $200,000 for the Muss Park Playground construction project, the details of which are as follows: • The State of Florida, Department of Environmental Protection, provides funding for the acquisition and development of land for public outdoor recreation use through the Florida Recreation Development Assistance Program (FRDAP). • The City has applied for funding from FRDAP for the construction of the new playground at Muss Park. • If awarded, funding will be used primarily for construction of the new playground. • The playground will be fully accessible. • The Administration has requested funding, in the amount of $200,000. Application to Florida Junior Golf Council in the approximate amount of $5.000 for golf clubs and equipment for the Normandy Shores Golf Course Youth Clinic The Normandy Shores Golf Course Youth Clinic was founded in 2008, and is a youth program started in conjunction with the re-opening of the Normandy Shores Golf Course. The mission of the program is to impact the lives of young people by providing learning facilities and educational programs that promote character development and life-enhancing values through the game of golf. Research shows that the primary reason more children (and especially economically disadvantaged children)do not play golf is because of: (1) the lack of places that welcomed them, (2)transportation challenges, and (3) lack of affordability. The Normandy Shores Golf Course Youth Clinic is a way to bring golf to youth who otherwise Page 152 of 906 would not be exposed to the game and its positive values. The goal of the program is to establish a quality and self-sustaining golf learning program that will provide youth with an avenue to learn the fundamentals of golf along with the values of the game of golf including rules, etiquette, history, tradition, and respect. Additionally, the program is committed to provide ongoing access to each graduate as a way to complete and achieve our goal. The City has applied for funding to support the Normandy Shores Golf Course Youth Clinic; funds may be requested in the approximate amount of $4,000 for golf instruction, course access and/or practice range facility access, life skills training/curriculum, golf equipment, transportation provided for participants, snacks, clothing, and fees. This grant does not require matching funds. This project supports the key intended outcome to maximize the Miami Beach brand as a world class destination. 4 . Execute an Agreement with Florida Department of Environmental Protection in the amount of $250.000 For a cast iron water line replacement on Alton Road from Michigan Avenue to North Bay Road The City has been awarded funding, through the Fiscal Year 2016 State Legislative process for a water line replacement project on Alton Road. The agreement in the amount of $250,000 is for a Cast Iron Water Line Replacement project on Alton Road from Michigan Avenue to North Bay Road. The Project is located in the Middle Beach neighborhood. The project includes construction of a 20-inch Ductile Iron Pipe Water Distribution Main on Alton Road from 20th Street to 43rd Street. Alton Road is a state roadway. The 20 inch water main will replace an 8 inch cast iron pipe that is in deteriorated condition. This project is critically important because it affects the water pressure at Mount Sinai Hospital (the only hospital on Miami Beach). The new 20 inch Water Distribution Main will maintain an acceptable water pressure of 65 pounds per square inch which will provide sufficient water flow for fire hydrants. The new water main will replace the existing water mains, which are failing and are at end of life cycle. This project does not require matching funds and supports the key intended outcome to ensure reliable stormwater management and resiliency against flooding by implementing select short and long-term solutions including addressing sea-level rise. 5 . Execute Agreement with Florida Department of Environmental Protection in the amount of $250.000 for a 20-inch Water Line Replacement on Alton Road from 43rd to 63rd Street The City has been awarded funding, through the Fiscal Year 2016 State Legislative process for a second water line replacement project on Alton Road. The second agreement, also in the amount of $250,000 is for the Miami Beach 20-inch Water Line Replacement on Alton Road from 43rd to 63rd Street. The project is located in the North Beach neighborhood. The City intends to upgrade the existing infrastructure in the North Beach neighborhood to the recommendations provided in the Stormwater Master Plan. This is the replacement of a 20-inch diameter cast iron water line. This project stretches along Alton Road, from south of 43rd Street to W 63rd Street. Alton Road is a State roadway. This project does not require matching funds and supports the key intended outcome to ensure reliable stormwater management and resiliency against flooding by implementing select short and long-term solutions including addressing sea-level rise. Page 153 of 906 CONCLUSION Based on the aforestated analysis, the Administration recommends that the Mayor and City Commission adopt the Resolution to apply for, accept and appropriate funds for the • abovementioned grants and funding agreements.
