A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
AUTHORIZING THE ADMINISTRATION TO ISSUE A
REQUEST FOR QUALIFICATIONS FOR PROFESSIONAL
ARCHITECTURAL AND ENGINEERING SERVICES TO
PREPARE A STREETS CAPE DESIGN FOR NORTH BAY
ROAD AND WEST AVENUE
WHEREAS, some of the residents of North Bay Road hav~
requested that North Bay Road be closed; and
WHEREAS, at a meeting on March 10, 1997 with residents 0:
North Bay Road and members of the Administration it was determineI
that a streetscape design should be developed for the area; and
WHEREAS, it is necessary to issue a Request for Qualification3
in order to foster competition to select and negotiate an agreemen:
with the best qualified firm to prepare the streetscape design,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CIT{
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor anI
City Commission hereby authorize the Administration to iSSUE :l.

ADMINISTRATION RECOMMENDATION:
Approve the issuance of the RFQ.
BACKGROUND:
The issue of traffic control for North Bay Road has been the subject of numerous cOIrumnil Y
meetings and the City, the Florida Department of Transportation ( F.D.O.T ) and Metro Da( e
County have been assessing the traffic conditions on Alton Road and in the general area. A: tl e
same time, the Administration has been requested by residents and building owners on We,t
A venue to look at beautification of the area, with the possibility that they may contribute to th.s
effort through some assessment mechanism to be established following acceptance of the prop)st d
improvement plans for the area.
Some property owners/residents of North Bay Road have requested that North Bay Road be cl )St d
at its intersection with 20th Street or that sections of the road be modified to accommodate )u .:-
way traffic only. To date, the City has conducted preliminary traffic studies, met with F.D.O.".
representatives and other involved consultants to discuss comprehensive plans for the area aI d
submitted an application to Metro Dade County requesting the evaluation of traffic flo N
modifications and the implementation of traffic calming features. At previous meetings to discu,s
this issue, residents of the surrounding area have expressed opposition to the street closure aI d
to the conversion to one-way traffic in sections of North Bay Road.
On March 10, 1997, members of the Administration met with residents of North Bay R02d 0
further discuss the issue. At this meeting, it was determined that a streetscape plan be developt d
for North Bay Road which would address the elements of traffic flow and "traffic calInin! "
features for the street, as well as landscaping, street lighting and the undergrounding of utili tie ;,
It was further determined that West A venue be included in the plan.

The Administration is asking for approval by the Commission to issue a Request for Qualificati oni
from architectural/engineering firms to prepare the streetscape plans for both. The evalual:io 1
criteria for this RFQ emphasizes experience in similar efforts.
CONCLUSION:
The issuance of the RFQ will allow the City to fairly evaluate the proposals and negotiate a 1
agreement with the firm which is deemed the best qualified to perform the work for the Cit:l.
The streets cape design for each of the areas will determine the funding required for th.~
improvements and will enhance the safety and aesthetics of these neighborhoods once th.~
improvements are in place.
