This report must be received by the City within 15 days of the Project's completion date ( For example, Grantees completing their Project by the end of a City Fiscal Year, which is on September 30th of such year, must submit their final reports no later than October 15th of that year). These provisions shall not waive or preclude the City from pursuing any other remedies that may be available to it under the law. 13. Indulgence Will Not be Waiver of Breach: The indulgence of either party with regard to any breach or failure to perform any provision of this Agreement shall not be deemed to constitute a waiver of the provision or any portion of this Agreement either at the time the breach or failure occurs, or at any time throughout the term of this Agreement. 14. Written Notices: Any written notices required under this Agreement will be effective when delivered in person or upon the receipt of a certified letter addressed to the Grantee at the address specified in Article I-1 of this Agreement, and to the City when addressed as follows: City Manager's Office, 1700 Convention Center Drive, 4th Floor, Miami Beach, Florida 33139. 15. There is no denying that tourism is the market driver of our South Florida economy. The loyal global LGBT market has continued to prop up our tax receipts and estimates project that we will spend in excess of$1.7 billion locally this year soaking up the sun and reveling in all great things our destination has to offer. In 2011, The Miami-Dade Gay and Lesbian Chamber of Commerce (MDGLCC) in partnership with the YES Institute, GMCVB, The Miami Beach Visitor and Convention Authority(MBVCA), GMBHA, and the LGBT Visitor Center launched Phase I of the Pink Flamingo Hospitality Certification Program to ensure it did its best for the LGBT visitors. The Pink Flamingo Hospitality Certification Program training program are conducted by MDGLCC's partner, YES Institute, the industry source for knowledge on gender and orientation. YES institute provides one and one half hour educational workshops for hoteliers that address fears and misinformation that leads to discrimination by using a unique discussion method designed to turn "us vs. them" into just"us," so no one is seen as an outsider. So as several hoteliers across the country (and new locally) are presenting deals to lure gay newlyweds, Miami hotels who are members of the MDGLCC will be taking it one step further. Several of them will be offering love birds complete gay-friendly packages that can guarantee no questions asked when guests show up for their king-bedded suite and no raised eyebrows for holding hands poolside. Any demands to make their guest feel at home will be met. Once certified in the Pink Flamingo Hospitality Program, hoteliers are promoted on the MDGLCC's website as a recommended stay for LGBT travelers and will receive tokens that guests can redeem for a gift bag at the LGBT Visitor Center. In exchange for the gift bag, visitors are asked to fill out a brief survey about their travel opinions. With the recent surge in gay marriage, Miami hoteliers understand the many benefits of certification. Phase II—2015116 and beyond (Completed) A meeting between invited stakeholders took place in July to create a secondary launch of the program. In addition to the 3 pronged program deliverables of training, inspection and, promotion, attendees helped create the new platform around the wedding and reception market. With legal approval of same-sex marriage in Florida, our area is likely to be one of the most popular markets for nuptial celebrations. MDGLCC published a "South Florida Guide to Same-Sex Weddings" in the first quarter of 2015 (Completed in summer 2015). Although 35 other states have had a head start over Florida, no other location brings what we have to offer to the wedding market. This Phase II of the project will help define ways we can capitalize on the opportunity presented in this "new era!" Phase III—2015/2016 (Completed) As part of our program of work, beginning in October 2015, the MDGLCC will commence a monthly affinity program with its hospitality partners (focusing on attractions, hotel and restaurant properties on Miami Beach). The focus of this program will be to bring visibility to the Pink Flamingo Hospitality Certification Program, increase participation in the Pink Flamingo program, provide area member hosting opportunities for the monthly meetings/trainings, increase market awareness for visitors by sharing event calendar items, increase traffic to Miami Beach Visitor Centers (particularly the LGBT Visitor Center which promotes Miami Beach attractions and businesses), create survey opportunities around important year-round activities, distribute tourist related materials for mass market distribution, allow LGBT & allied employees better access to one-another and, showcase Miami Beach's year-round appeal as an LGBT destination (visitors and locals). Phase IV-2017 The Hospitality Council continues to grow in popularity and importance. Monthly meetings are well- attended and focus on both micro/macro concerns, programming and initiatives. A typical agenda looks like this: 1. Welcome& Introductions(5 mins) 2. GMBHA Update—Wendy Kallergis e ZIKA Impact Update e Short Term Rental Update 3. MBVCA Grant Update and Occupancy/Tax Update—Grisette Roque (5 mins) 4. MDGLCC Hospitality Council updates m Airbnb discussion (see accompanying information) • Ocean Drive 10-point plan (see accompanying information) ® New Landing Page for HC—GayBizMiami.com update • Plugged IN E-Newsletter(weekly/monthly) 5. Pink Flamingo Hospitality Certification Program ® Gift bags and content discussion ® Properties in training 6. Upcoming Impact Events • White Party(Thanksgiving weekend)—Promoters to present As a group,we have established goals for the following areas: • Monthly meetings at MDGLCC Hospitality Member Properties(focus on Miami Beach) • Invite local attractions to join the group (must be a MDGLCC member) • Invite local restaurants to join the group (must be a MDGLCC member) • Work with LGBT organizations which hold local events to encourage tourists to use area properties that support local tax collections(that in turn fund these events) o Requested language-Most of the LGBT Events on Miami Beach receive funding from the Miami Beach Visitor&Convention Authority which is funded by the collection/remittance of resort taxes. Most of the short-term rental companies doing business in Miami Beach (including AirBnB) do not collect/remit such taxes. We ask that when making your travel plans for(name of event),you consider staying at one of our host properties or at one of the incredible hotel properties which support our community. A list of these properties can be found at http://www.gaybizmiami.com/list/ql/hotels-127 • Work with City of Miami Beach officials to help disseminate communication on matters for importance for locals and tourists(e.g.Zika virus,Ocean Drive 10-point plan, etc.) • Continue Pink Flamingo Hotel Certification training and site-inspections. Goal for 2017 is to add an additional 15 properties to our certification ranks. • Update Chamber website (GayBizMimai.com)to include a Hospitality Council landing page with destination information, Pink Flamingo property listings and other useful data for council members and tourists alike.
