Design Competition for an Iconic LGBT Crosswalk
The purpose of this LTC is to update the Mayor and City Commission on the design competition for the
permanent installation of a rainbow-themed crosswalk at the widely traveled intersection of 12th
Street and Ocean Drive.
On November 9, 2016, LTC # 485-2016, notified the City Commission that Tom Donall, owner of the
Palace Bar and Restaurant,was to serve on the Review Committee for this design competition. However,
Mr. Donall has notified Staff that he is now unable to participate on this Review Committee because of
travel conflicts. Therefore, this LTC is notifying the City Commission of the addition of William Balcazar,
General Manager of the Palace Bar and Restaurant, to the Review Committee in lieu of Tom Donall.
The composition of the Review Committee will now include:
• Steve Atkins, President & CEO, Miami-Dade Gay and Lesbian Chamber of Commerce
• William Balcazar, General Manager, The Palace Bar and Restaurant, Miami Beach
• Josiel Ferrer, Transportation Manager, Transportation Department, City of Miami Beach
• James Murphy, Chief of Urban Design, Planning Department, City of Miami Beach
• Robin Schwartz, Resident and Chair of LGBT Committee
