A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING
THE MAYOR AND CITY CLERK TO EXECUTE A VOLUNTARY
COOPERATION MUTUAL AID AGREEMENT BETWEEN THE MIAMI
BEACH POLICE DEPARTMENT AND THE FLORIDA DEPARTMENT
OF LAW ENFORCEMENT, SOUTH FLORIDA CHILD ABDUCTION
RESPONSE TEAM, A MULTI-AGENCY TEAM, TO INVESTIGATE AND
PROSECUTE PERSONS INVOLVED IN THE ABDUCTION OF
CHILDREN, AND PROVIDE A RESPONSE TO MISSING AND
ENDANGERED CHILDREN IN SOUTH FLORIDA.
WHEREAS, the Florida Department of Law Enforcement (FDLE) has established a
multi-agency Child Abduction Response Team (CART), which designates a group of Law
Enforcement Officers to investigate and prosecute persons involved in child abductions, and
respond to missing and endangered children in South Florida; and
WHEREAS, FDLE has requested the Miami Beach Police Department's continued
participation in the South Florida Child Abduction Response Team, which has a principal goal of
rescuing abducted children and arresting the criminal perpetrators of these crimes; and
WHEREAS, the Miami Beach Police Department is dedicated to the prevention,
investigation and prosecution of persons involved in child abductions, child kidnapping and
allegations of child endangerment within the City of Miami Beach; and
WHEREAS, the participation in the CART serves as a great benefit to the City of Miami
Beach because of the increased investigative resources of the participating law enforcement
agencies, which thereby improves the effectiveness of the Miami Beach Police Department for
investigating those crimes; and
WHEREAS, the Miami Beach Police detective(s) assigned to the CART specialize in
intensive investigations surrounding the abduction of children, specifically in the arrest and
criminal prosecutions of those persons involved in child kidnapping, child abduction, false
imprisonment and similar or related crimes; and
WHEREAS, the Miami Beach Police Department would utilize the Law Enforcement
resources of the CART to rescue abducted children throughout the City of Miami Beach or the
South Florida region.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, authorizing the Mayor and City
Clerk to execute a Voluntary Cooperation Mutual Aid Agreement between the Miami Beach
Police Department and the Florida Department of Law Enforcement, South Florida Child
Abduction Response Team, a multi-agency team, to investigate and prosecute persons involved
in the abduction of children, and provide a response to missing and endangered children in

AND PROVIDE A RESPONSE TO MISSING AND ENDANGERED CHILDREN IN
SOUTH FLORIDA.
RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The Florida Department of Law Enforcement (FDLE) established a multi-agency Child
Abduction Response Team (CART) in South Florida, which essentially designates a group of
Law Enforcement Officers to investigate and prosecute persons involved in child abductions
and also to respond to missing and endangered children in South Florida. The FDLE has
requested the Miami Beach Police Department's (MBPD's) continued participation in the South
Florida CART.
The MBPD is dedicated to the prevention, investigation and prosecution of child abductions,
child kidnapping and child endangerment within the City of Miami Beach, and participation in the
CART will enhance the MBPD's capability and capacity in these efforts by providing access to
the combined resources of the CART.
CONCLUSION
The MAA will benefit the City of Miami Beach.
