A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, URGING THE FLORIDA DEPARTMENT OF
TRANSPORTATION (FDOT) TO ADVANCE THE INSTALLATION OF A
SIGNALIZED OR PEDESTRIAN-ACTIVATED CROSSWALK AT THE 900
BLOCK OF NORMANDY DRIVE.
WHEREAS, in 2016, the City of Miami Beach ("City") inaugurated a Building Department
Satellite Office located at the 900 Block of Normandy Drive in order to improve customer service and
better meet the needs of the North Beach community; and
WHEREAS, the opening of the Building Department Satellite Office has significantly increased
pedestrian traffic and pedestrian crossings at this unsignalized and unmarked intersection; and
WHEREAS, in 2016, at the request of the City due to recent pedestrian fatalities that occurred
along the Normandy Drive and 71st Street corridors, the Florida Department of Transportation
("FDOT") conducted a pedestrian safety study along Normandy Drive and 71st Street from West Bay
Drive to East Bay Drive in the City of Miami Beach; and
WHEREAS, one of the recommended improvements in the FDOT Normandy Drive/71st
Street Pedestrian Safety Corridor Study is the installation of an enhanced pedestrian crosswalk at
the 900 Block of Normandy Drive between Rue Vendome and Rue Versailles Drive to address the
pedestrian safety concerns as a result of the increased pedestrian activity in the area; and
WHEREAS, funding for the recommended corridor-wide pedestrian safety improvements has
not been identified as part of the FDOT Tentative Five-Year Work Program; and
WHEREAS, at its November 9, 2016 meeting, the City Commission expressed concerns with
the extended timeline for implementation of the recommended crosswalk at the 900 Block of
Normandy Drive and requested that City staff work with FDOT to advance the installation of a
signalized or pedestrian-activated crosswalk at the 900 Block of Normandy Drive between Rue
Vendome and Rue Versailles Drive in order to serve the City's satellite facility and address the
outstanding pedestrian safety concerns.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby urge
FDOT to advance the installation of a signalized pedestrian crosswalk at the 900 Block of Normandy
Drive between Rue Vendome and Rue Versailles Drive.

RE: Request for a Signalized Pedestrian Crosswalk at the 900 Block of Normandy Drive
Dear Secretary Wolfe,
First, I would like to thank you for the Department's efforts to improve safety along state roadways within
the City of Miami Beach(City), in particular the Normandy Drive and 71st Street corridors.The purpose of
this letter is to transmit a copy of a City Commission Resolution dated November 9,2016, urging FDOT to
advance the implementation of a signalized or pedestrian-activated crosswalk at the 900 Block of
Normandy Drive between Rue Vendome and Rue Versailles Drive.
City staff recently met with your staff to discuss the results of a FDOT Pedestrian Safety Study along State
Road 934171st Street/Normandy Drive from West Bay Drive to East Bay Drive in Miami Beach. Among
other recommended improvements,the safety study recommends the implementation a crosswalk at the
east leg of the intersection of Normandy Drive and Rue Versailles Drive(900 Block). However, City staff
has reviewed the FDOT Tentative Five-Year Work Program and advised that the study recommendations
are not programmed for funding at this time.
It is important to note that pedestrian safety concerns at this location have been exacerbated due to the
recent opening of a satellite Building Department Office located at the southeast corner of the intersection.
While the Building Department satellite office has been successful in better serving the needs of the North
Beach community, the opening of this office has significantly increased pedestrian traffic and the number
of jaywalkers at the intersection.
Given the aforementioned outstanding concerns with pedestrian safety, by way of this letter transmitting
the City Commission Resolution, the City is respectfully requesting that FDOT advance the
implementation of a signalized or pedestrian-activated crosswalk at the east leg of the intersection of
Normandy Drive and Rue Versailles Drive to serve the City's satellite facility.
