PRESIDENT BARACK H. OBAMA, PRESIDENT-ELECT DONALD J.
TRUMP AND HIS FUTURE ADMINISTRATION, ALONG WITH MEMBERS
OF THE 114TH UNITED STATES CONGRESS TO SET OUT POLICY
CHANGES IMPLEMENTING DEMOCRATIC PROCEDURES WITHIN THE
CUBAN GOVERNMENTAL STRUCTURE AIMED TOWARDS PROMOTING
A BETTER QUALITY OF LIFE AND A MORE SUSTAINABLE
ENVIRONMENT FOR THE PEOPLE OF CUBA; DIRECTING THE CITY
CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE
OFFICIALS AS STATED HEREIN.

BARACK H. OBAMA, PRESIDENT-ELECT DONALD J. TRUMP AND HIS
FUTURE ADMINISTRATION, ALONG WITH MEMBERS OF THE 114TH UNITED
STATES CONGRESS TO SET OUT POLICY CHANGES IMPLEMENTING
DEMOCRATIC PROCEDURES WITHIN THE CUBAN GOVERNMENTAL
STRUCTURE AIMED TOWARDS PROMOTING A BETTER QUALITY OF LIFE
AND A MORE SUSTAINABLE ENVIRONMENT FOR THE PEOPLE OF CUBA;
DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION
TO THE OFFICIALS AS STATED HEREIN.
WHEREAS, Cuba has been under a tyrant regime since 1959; and
WHEREAS, since the beginning of the tyrant regime, the people of Cuba have endured
cruelty and oppression; and
WHEREAS, even after the death of the regime's leader, Fidel Castro, much work is still
needed to secure the freedom of the Cuban people; and
WHEREAS, activists and community leaders are demanding for an end to Cuba's
current dictatorship and a stop any possible succession of further tyranny; and
WHEREAS, President Barack H. Obama and his administration as well as President-
elect Donald J. Trump and his administration have the power to develop and implement policy
changes that bring a new start to the country of Cuba and to encourage a democracy; and
WHEREAS, the City of Miami ("City") is particularly sympathetic to Cuba's fight for
freedom because the vibrant Cuban community in the City has a vested interest in assuring that
a democratic system is put into place in the country of Cuba; and
WHEREAS, the City Commission is urging President Barack H. Obama and his
administration and President-elect Donald J. Trump and his administration to negotiate and
execute policy that promotes democracy in Cuba;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission urges President Barack H. Obama, President-elect
Donald J. Trump and his administration, and the Members of the 114th United States Congress
to set out policy changes implementing democratic procedures within the Cuban govemmental
structure aimed towards promoting a better quality of life and a more sustainable environment
for the people of Cuba.
Section 3. The City Clerk is directed to transmit a copy of this Resolution to the
President and Vice President of the United States as well as to the President-elect and Vice

President-elect of the United States, to the Speaker of the House of Representatives, to the
Majority Leader of the Senate, to each Senator and Representative from Florida in the
Congress of the United States, and to the thirty-five (35) municipalities that comprise; the Miami
Dade League of Cities.
Section 4. This Resolution shall become effective immediatelyupon its adoption and
;signature of the Mayor.'
