RESOLUTION NO. 2017-29698 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER, PURSUANT TO REQUEST FOR LETTERS OF INTEREST (RFLI) NO. 2016-219-KB, FOR A DESIGN COMPETITION FOR AN ICONIC LGBT CROSSWALK; ACCEPTING THE CONCEPTUAL DESIGN PROVIDED BY THE TOP-RANKED ARTIST/DESIGNER, SAVINO & MILLER DESIGN STUDIO; AND, FURTHER, AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, ACCEPTABLE TO THE CITY MANAGER AND THE CITY ATTORNEY, WITH THE TOP-RANKED ARTIST/DESIGNER IN THE AMOUNT OF $5,000.00. WHEREAS, at the May 11, 2016 City Commission meeting, the City Commission directed the Administration to issue a request for design of an iconic crosswalk/intersection incorporating the Lesbian/Gay/Bisexual/Transsexual (LGBT) rainbow theme at the intersection of Ocean Drive/12th Street; and WHEREAS, through RFLI No. 2016-219-KB, the City requested artistic concepts only, and not architectural or engineering proposals, and the RFLI stated that the compensation for the selected design concept would be $5,000; and WHEREAS, Request for Letters of Interest (RFLI) No. 2016-219-KB was issued on September 22, 2016, responses were due on October 26, 2016, and the City timely received proposals from the following firms: DiBari & Associates and Savino & Miller Design Studio; and WHEREAS, the RFLI was not governed by the requirements of Section 287.055, Florida Statutes; the City will separately procure any architectural and engineering-related services for the implementation of the project, if any are required; and WHEREAS, on October 11, 2016, Letter to Commission No. 418-2016 was issued updating the City Commission on the design competition for an iconic LGBT rainbow crosswalk/intersection at Ocean Drive/12th Street; and WHEREAS, the Review Committee convened on December 8, 2016 to consider the responses received; and WHEREAS, the Review Committee was comprised of Steve Atkins, President & CEO, Miami-Dade Gay and Lesbian Chamber of Commerce; William Balcazar, General Manager, The Palace Bar and Restaurant, Miami Beach; Josiel Ferrer, Transportation Manager, Transportation Department, City of Miami Beach; James Murphy, Chief of Urban Design, Planning Department, City of Miami Beach; and, Robin Schwartz, Resident and Chair of the LGBT Committee; and WHEREAS, the Review Committee's ranking was as follows: Savino & Miller Design Studio as first-ranked; DiBari & Associates, Heartfelt Flamingos Version No. 1, as second- ranked; DiBari & Associates, Heartfelt Flamingos Version No. 2, as third-ranked; and WHEREAS, after reviewing all the submissions and the results of the evaluation process, the City Manager recommends that the Mayor and City Commission approve and accept the conceptual design submitted by the top-ranked artist/designer, Savino & Miller Design Studio, and to authorize the City Manager to execute an agreement, acceptable to the City Manager and the City Attorney, with the top-ranked artist/designer in the amount of$5,000. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the City Manager, pursuant to Request For Letters Of Interest (RFLI) NO. 2016-219-KB, for a design competition for an iconic LGBT crosswalk; approve and accept the conceptual design provided by the top-ranked artist/designer, Savino & Miller Design Studio; and, further, authorize the City Manager to execute an agreement, acceptable to the City Manager and the City Attorney, with the top- ranked artist/designer in the amount of$5,000. RECOMMENDATION Adopt the Resolution. ANALYSIS At the request of the City Commission, the Administration released Request For Letters of Interest (RFLI) No. 2016-219-KB for a design competition for an iconic crosswalk/intersection incorporating the LGBT rainbow theme at the intersection of Ocean Drive and 12th Street. The City requested artistic concepts only and not architectural or engineering proposals. As such, the RFLI was not governed by the requirements of Section 287.055, Florida Statutes. The City will separately procure any architectural and engineering related services for the implementation of the project, if any are required. RFLI PROCESS Request For Letters of Interest (RFLI) No. 2016-219-KB was issued on September 22, 2016 with responses due on October 26, 2016. As recommended by the City's Office of Tourism, Culture and Economic Development, the RFLI for a design competition was sent to the local FIU College of Communication,Architecture and Arts, as well as posted on the City's notification service. The City received a total of two (2) responses: DiBari &Associates and Savino & Miller Design Studio. The Review Committee convened on December 8, 2016 to consider the designs received. The Committee was comprised of: Steve Atkins, President& CEO, Miami-Dade Gay and Lesbian Chamber of Commerce; William Balcazar, General Manager, The Palace Bar and Restaurant, Miami Beach; Josiel Ferrer, Transportation Manager, Transportation Department, City of Miami Beach; James Murphy, Chief of Urban Design, Planning Department, City of Miami Beach; Robin Schwartz, Resident and Chair of the LGBT Committee. 151 The results of the Review Committee's evaluation and ranking of designs received is included in Attachment A. The selected design will receive an award of $5,000. CONCLUSION After reviewing all the submissions and the results of the evaluation process, the City Manager recommends that the Mayor and City Commission approve the resolution accepting the conceptual design provided by the top ranked artist/designer, Savino & Miller Design Studio; further, authorizing the Administration to execute an agreement and compensate the top-ranked artist/designer in the amount of$5,000. To create a crosswalk that is durable. longlasting and requires minimum maintenance 5.To consider both the daytime and nightime crosswalk experience 6.Consider county regulations in the design ApproachlMethodotogy Our team has been significantly involved in many civic works in Miami Beach over our 30 year career and many of them,like the 41st Street Bridge,Espeflola Way-Drexel Avenue and South Pointe Park,are some of the island's iconic landmarks and have become part of what defines Miami Beach's urban design history and character. It Ds...,>. `, . , . , \ I(I(u u An�,^♦ Design Concept , ♦� V First and foremost.our team wanted to firmly identify LGBT history as part of Miami Beech's history.It was important to us that the design reflect the character of the neighborhood but still stood out to be an expression of embrace and welcoming for the LGBT community. AAO For inspiration.we looked no further than the surrounding architecture,Not only is the island known for ts Historic Art Deco District around the world.but the organization responsible for its creabon and preservation was co-founded i ♦ ♦ , by Leonard Horowitz,a gay Miami Beach resident and industrial designer. ■ I ` ' ♦ / He put together the pastel color palette that has given the Art Deco buildings ♦ - ♦ -. ♦ , their distinctive Miami Beach flair.This initiative gained global attention and recognition,greatly aiding efforts to protect and preserve this architecture.If also put Miami Beach on the map not just as a beach and party destination. but also a cultural one We hope this design honors his efforts as well as the efforts of all the activists,residents and visitors that have made Miami Beach a home for LGBT people everywhere. Inspired by Art Deco patterns and materials,our team chose to use terrazzo pavers in rainbow colors and incorporate a recognizable Art Deco pattern. The multi-directional pattern mimics the human activity,giving it a kinetic energy end is easily arranged with standard-sized pavers.Also.with terrazzo pavers can be easily cleaned with pressure washing as well as replaced if damaged. , ♦ / ♦ r r ♦ , ♦ r Si ♦ Then,the question of wanting the crosswalk to be noticed at all hours of the ♦ I `♦ r r day came up,which led us to decide on adding a glow-in-the-dark aggregate in the terrazzo pavers.that softly glow during the nighttime and the pattern would remain visible,reflecting Ocean Drive's energy both day and night. k..) . . , ,,k) k.) .. Flamingos themselves are associated with many positive connotations,like beauty,balance,and grace.Also,the"Old World"(Eastern Hemisphere)flamin- gos were considered by the Ancient Egyptians to be the living representation of the god Ra,the God of the Sun(Miami Beach is known for its sunny weather and beaches). However,even more important than the actual symbolism of flamingos is the fact that the City of Miami Beach has a history of identifying with and/or using flamingos.From The Flamingo hotel,to the professional minor league baseball team Miami Beach Flamingos,to the iconic Flamingo Park(formerly Flamingo Field),which is still a staple of the Miami Beach community to this day.Flamingos,with their classical elegance as well as their fascinating curvaceous pos- ture,are the perfect icon for the LGBT movement in Miami beach,in all its variety,charm and splendor. The message to be conveyed is that LGBT from all over the world may freely love each other in Miami Beach,because Miami Beach loves LGBT.Love is an underlying topic illustrated through our design:love for life,love for diversity,love without boundaries,merged with the LGBT identity through the use of the rainbow colors. The design is one that utilizes symbolism and iconography.So,rather than being shackled to the limitations of a specific material or construction process, this design can be combined with different types of crosswalks(standard,LGBT rainbow,rainbow frame,Copacabana Mood,etc.).Different construction techniques may be applied in order to achieve this design,but all of our proposals are compliant with all applicable Florida Department of Transportation, Miami-Dade County Department of Transportation and City of Miami Beach Public Works standards for friction and skidding. • The poetic style that blends perfectly with this area of Miami Beach is one that will be lauded and much appreciated,as visitors and residents alike gaze upon - the"Heartfelt Flamingos".
