LETTER TO COMMISSION
SUBJECT: Mayor's North Beach Master Plan Steering Committee
Attached please find the amended Mission Statement, Membership, and Powers and Duties of
the reestablished Mayor's North Beach Master Plan Steering Committee (the "North Beach
Committee "). This memorandum amends a prior memorandum, dated February 9, 2017, and a
prior Letter to Commission, dated February 22, 2017.
The membership of the North Beach Committee shall consist of the following qualified
individuals:
1. Margueritte Ramos — Chair
2. Daniel Veitia
3. Nancy Liebman
4. Carolina Jones
5. Betsy Perez
6. Brad Bonessi
7. Kirk Paskal
8. Susanne Torriente (ex officio, non - voting member)
I have appointed Susanne Torriente, Assistant City Manager and Chief Resiliency Officer, as an
ex officio, non - voting member of the North Beach Committee. Ms. Torriente's expertise in
sustainability and resiliency will be an important asset to the North Beach Committee as the
Committee advises the City on its implementation of the North Beach Master Plan.
The City's Economic Development Division Director, Jeff Oris, shall work directly with the North
Beach Committee.

A. Mission Statement
The Mayor's North Beach Master Plan Steering Committee (the "North Beach Committee ")
is hereby re- established pursuant to the Mayor's authority to establish Mayor's boards and
committees under Section 2- 27(b)(2) of the City Code. The North Beach Committee will
serve as an advisory group to the Mayor and City Commission, and to City staff, with the
purpose of providing input and suggestions regarding the City's implementation of the 2016
Plan NoBe - North Beach Master Plan ( "Plan NoBe ").
B. Membership
The North Beach Committee shall consist of no more than seven (7) voting members and
one (1) ex officio, non - voting member (who shall be the Assistant City Manager and Chief
Resiliency Officer), all of whom shall be appointed by the Mayor, to serve for a term of not
more than one (1) year.
C. Powers and Duties:
The North Beach Committee shall have the following powers and duties:
• Encourage and promote public involvement, input, and comment regarding the City's
implementation of public projects and programs identified and recommended in Plan
NoBe.
• Meet on an as- needed basis to
o provide recommendations as to the City's funding priority and implementation
of public projects and programs identified in Plan NoBe;
o provide feedback, as may be requested by the Mayor, City Commission, or
City staff, on public projects and programs identified in Plan NoBe; and
o provide feedback to the Mayor and City Commission regarding the City's
overall efforts to implement Plan NoBe.
• Note regarding private land development applications:
In order to ensure due process is provided in connection with private land
development applications, the North Beach Committee should refrain from
discussing pending land development applications filed by private parties.
