2017-29753 Reso RESOLUTION NO. 2017-29753 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO PROVIDE (1) ADDITIONAL LANDSCAPING TO THE SUNSET HARBOUR NEIGHBORHOOD THROUGH AN EXISTING CITY LANDSCAPE CONTRACT; AND (2) PERMANENT EMERGENCY GENERATOR POWER FOR THE STORMWATER PUMP STATION SYSTEM, BY UTILIZING THE COMPETITIVELY BID NATIONAL JOINT POWERS ALLIANCE COOPERATIVE CONTRACT TO PROCURE THE CATERPILLAR GENERATOR SUPPLIER, FOR AN AMOUNT NOT TO EXCEED $1,000,000. WHEREAS, the City's Public Works Department has identified the need to improve the existing Pump Station System in the event of power failure during a storm event in the Sunset Harbour neighborhood, as any occurrence of power failure requires an immediate response from the Infrastructure (Operations) Division to ensure that drainage system will protect the area from flooding; and WHEREAS, based on the foregoing needs, the Administration recommends installation of a secondary power source for the stormwater pump stations in the Sunset Harbour neighborhood; and WHEREAS, Caterpillar generators are preferred, as this brand of generator is in service at a majority of the City's facilities; and WHEREAS, the City has the ability to contract directly through its cooperative contract with the National Joint Powers Alliance (NJPA), to procure Caterpillar generators through an authorized representative for Caterpillar in South Florida; and WHEREAS, in addition, as part of the beautification of the streets following construction in the Sunset Harbour neighborhood, the residents have requested to include additional landscaping to enhance the current layout; and WHEREAS, the landscaping work includes the installation of typical trees like Green Buttonwood, Silver Buttonwood, and Bulnesia, soil, tree protection, and ancillary work, all of which could be accomplished through existing contracts that the City already has in place; and WHEREAS, as an alternative to a change order cost proposal from a construction contractor currently performing work in the Sunset Harbour neighborhood, the Administration recommended for the landscaping work to be performed through existing City contracts, and for the generators to be procured through JNPA, as the most efficient method of proceeding with the work, including the emergency generator power work. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the City Manager and authorize the City Manager or his designee to provide (1) additional landscaping to the Sunset Harbour neighborhood through an existing city landscape contract; and (2) permanent emergency generator power for the stormwater pump station system, by utilizing the competitively bid National Joint Powers Alliance cooperative contract to procure the Caterpillar generator supplier, for an amount not to exceed $1,000,000. Morales, City Manager DATE: February 8, 2017 SUBJECT: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER REGARDING AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO: (1) PROVIDE ADDITIONAL LANDSCAPING TO THE SUNSET HARBOUR NEIGHBORHOOD THROUGH AN EXISTING CITY LANDSCAPE CONTRACT; AND, (2) PROVIDE PERMANENT EMERGENCY GENERATOR POWER FOR THE STORMWATER PUMP STATION SYSTEM THROUGH A COMPETITIVELY PROCURED CONTRACT DIRECTLY WITH THE GENERATOR SUPPLIER; FOR AN AMOUNT NOT TO EXCEED $1,000,000. RECOMMENDATION The Administration recommends adopting the Resolution. ANALYSIS The City has a Design/Build contract agreement with Lanzo Construction Co. (Lanzo) for work associated with the neighborhood improvements to be completed within the Sunset Harbour Neighborhood including landscaping, lighting, water, sewer, drainage and paving, and the retrofit of the three pump stations. The Public Works Department has identified the need to improve the existing Pump Station System in the event of power failure during a storm event in the neighborhood. Any occurrence of power failure requires an immediate response from the Infrastructure (Operations) Division to ensure that drainage system will protect the area from flooding. Also as part of the beautification of the streets, the residents have requested to include additional landscaping to enhance the current layout. COST ANALYS IS The landscaping work includes the installation of typical trees like Green Buttonwood, Silver Buttonwood, and Bulnesia, soil, tree protection, and ancillary work. The installation of the trees and associated landscaping work can be accomplished utilizing existing contracts that the City Page 770 of 898 already has in place. Caterpillar generators are preferred as this brand of generator is in service at a majority of the City's facilities.The City has the ability to contract directly with Pantropic Power, Inc. for the supplying and installation of Caterpillar generators. This company is the sole authorized representative for Caterpillar in South Florida. The Public Works Department recommends proceeding directly with Pantropic with the required emergency generator power work. The Public Works Department has received proposals from Lanzo to perform the proposed scope of work. However, the approach outlined above appears to be a better option to completing the work in a timely fashion. By taking this approach, it is believed that this should allow Lanzo to finish the work they already have under contract while the generators and trees are waiting to be delivered. The installation can follow as soon as Lanzo vacates the work areas. This approach should also reduce the price and eliminate any cost markups associated with overhead and profit. CONCLUSION The most expeditious method to install the necessary landscaping to complete the neighborhood and provide emergency generation of power for the pump stations in Sunset Harbour is by contracting directly with a City landscaping contractor and the authorized Caterpillar dealer. The Administration recommends adopting the resolution following the recommendation of the Public Works Department.
