A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, ACCEPTING THE RECOMMENDATIONS OF THE FINANCE AND
CITYWIDE PROJECTS COMMITTEE, AND APPROVING A) THE CITY'S PARTICIPATION IN
THE MIAMI-DADE COUNTY'S TRANSIT CORPORATE DISCOUNT PROGRAM AT NO
COST TO THE CITY, AND B) PURSUING A MONTHLY SUBSIDY FOR TRANSIT PASSES
FOR EIGHTY (80) CITY EMPLOYEES THROUGH THE BUDGET DEVELOPMENT
PROCESS, FOR A PERIOD OF SIX (6) MONTHS, IN AN AMOUNT NOT TO EXCEED
$45,000 AND SUBJECT TO APPROVAL IN THE CITY'S FY 2017/2018 BUDGET; AND,
FURTHER, AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO EXECUTE AND
SUBMIT ANY FORMS AND TO EXECUTE ANY AGREEMENTS REQUIRED IN
CONNECTION WITH THE CORPORATE DISCOUNT PROGRAM AND THE MONTHLY
TRANSIT PASS SUBSIDY PROGRAM.
WHEREAS, based on the 2013 City of Miami Beach employees' survey conducted by the
South Florida Commuter Services (SFCS), 346 surveyed employees would consider alternative
modes of transportation and 80 employees, in particular, would consider transit services provided by
the Miami-Dade County Department of Transportation and Public Works (DTPW); and
WHEREAS, DTPW provides transit passes at reduced prices for participants of its
Corporate Discount Program; and
WHEREAS, the City's Transportation Master Plan, adopted by the City Commission on April
13, 2016, established a new corridor-based modal hierarchy consisting of the following modes: 1.
Pedestrians; 2. Transit/Bicycles/Freight; 3. Personal Automobiles; and
WHEREAS, under the City's new modal hierarchy, current and upcoming transportation
projects are strongly focusing on transit service and transit infrastructure improvements, including,
but not limited to, exclusive lanes for transit vehicles; and
WHEREAS, as part of the City's new paradigm, it is important to encourage and promote
public transit service and a modal shift from personal automobiles to public transit;and
WHEREAS, the City's Administration has been working with employers, in particular the
hotel industry, to encourage the use of non-vehicular transportation alternatives; and
WHEREAS, currently, City employees who use or are interested in using public transit to
commute to work receive no subsidy to offset their commuting costs; and
WHEREAS, employees who drive their personal vehicle to work are provided a 100%
subsidy for parking at City-operated garages and lots adjacent to their worksite; and
WHEREAS, providing 100% subsidy for parking at City-operated garages and lots adjacent
to employee worksites provides an economic incentive for employees to use their personal vehicles
inconsistent with the City's Transportation Master Plan; and
WHEREAS, on January 20, 2017, the Finance and Citywide Projects Committee considered
and approved a recommendation that the City participate in Miami-Dade County's Transit Corporate
Discount Program at no cost to the City, and to pursue a monthly subsidy program for eighty (80)
City employees for a period of six (6) months on a pilot basis, in an amount not to exceed $45,000,
subject to approval in the City's FY 2017/2018 Budget; and
WHEREAS, the cost of a regular monthly transit pass is $112.50; and
WHEREAS, in order to support the goals of the City's Transportation Master Plan and to
encourage employees to commute to work using transit services instead of their individual vehicles,
the City should participate in Miami-Dade County's Transit Corporate Discount Program allowing
employees to have access to discounted rates for monthly transit passes at $101.25 for groups from
4-99 employees, and $95.65 for groups of more than 100 employees; and
WHEREAS, in addition to participating in Miami-Dade County's Transit Corporate Discount
Program, the City should pursue a monthly subsidy for transit passes for eighty (80) City employees
for a period of six (6) months on a pilot basis; and
WHEREAS, assuming all 80 City employees who responded favorably in the 2013 SFCS
survey would participate in the County's Corporate Discount Program and use Miami-Dade Transit
services, the cost of the program would be partially offset by revenues from available parking
spaces, particularly during peak periods at the Convention Center; and
WHEREAS, assuming an average daily parking rate of $10, and approximately 100 days per
year when the City Hall garage reaches capacity due to events at the Convention Center, this could
result in up to approximately$80,000 per year in additional parking revenues; and
WHEREAS, more importantly, the program would provide greater parking availability in the
City Center area and would potentially result in fewer vehicles traveling on our already congested
streets; and
WHEREAS, employees who would be provided a partial City subsidy for a transit pass would
no longer be provided a 100% subsidy for parking their personal vehicles at City-operated garages
and lots adjacent to their worksite, however, those employees would be allowed to use their
personal vehicles and park at City-operated garages adjacent to their worksite up to 6 times semi-
annually or 12 times per year.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept
the recommendations of the Finance and Citywide Projects Committee and hereby approve a) the
City's participation in Miami-Dade County's Transit Corporate Discount Program at no cost to the
City, and b) pursuing a monthly subsidy program for transit passes for eighty (80) City employees
through the budget development process, for a period of six (6) months, in an amount not to exceed
$45,000 subject to approval in the City's FY 2017/2018 Budget; and, further, authorizing the City
Manager, or his designee, to execute and submit any forms and to execute any agreements
required in connection with the Miami-Dade County Transit Corporate Discount Program and a City
monthly transit pass subsidy program.

RECOMMENDATION
The Administration recommends approving the Resolution.
ANALYSIS
Based on the 2013 City of Miami Beach employees' survey conducted by the South Florida
Commuter Services, 346 surveyed employees would consider alternative modes of
transportation and 80 employees in particular would consider transit services provided by the
Miami-Dade County Department of Transportation and Public Works (DTPW). DTPW provides
transit pass at a reduced price for participants of the corporate program. Currently, City
employees who use or are interested in using public transit to commute to work receive no
subsidy to offset their commuting costs. Employees who drive their personal vehicle to work are
provided a 100% subsidy for parking at City-operated garages and lots adjacent to their
worksite.
At its January 20, 2017 meeting, the Finance and Citywide Projects Committee (FCWPC)
discussed this item and passed a motion approving the City's participation in the Miami-Dade
County's transit corporate discount program at no cost to the City(Option 1), as well as pursuing
a monthly subsidy for transit passes for eighty(80) employees through the budget development
process, on a six(6)month pilot basis
On April 13, 2016, the City Commission adopted the Transportation Master Plan which

established, by prior Resolution, a new modal hierarchy (corridor based) consisting of the
following modes:
1. Pedestrians
2. Transit/Bicycles/Freight
3. Personal Automobiles
With a new modal hierarchy, current and upcoming transportation projects are strongly focusing
on transit service and transit infrastructure improvements, including, but not limited to, exclusive
lanes for transit vehicles. As part of the City's new paradigm, it is important to encourage and
promote public transit service and a modal shift from personal automobiles to public transit. The
administration has been working with employers, in particular the hotel industry, to encourage the
use of non-vehicular transportation alternatives. Further, an ordinance to require employee
transportation plans that include non-vehicular transportation alternatives as part of developer
requirements is pending consideration by the Land Use and Development Committee.
Currently, City employees who use or are interested in using public transit to commute to work
receive no subsidy to offset their commuting costs. Employees who drive their personal vehicle
to work are provided a 100% subsidy for parking at City-operated garages and lots adjacent to
their worksite. This provides an economic incentive for employees to use their personal vehicles
inconsistent with the City's Transportation Plan.

The cost of a regular monthly transit pass is $112.50. In order to support the goals of the City's
Transportation Master Plan and encourage employees to commute to work using transit
services instead of their individual vehicles, the following options may be considered.
Option 1: Participate in Miami-Dade County's Transit Corporate Discount Program allowing
employees to have access to discounted rates for monthly transit passes (requires no City
subsidy):
Discount rate for monthly transit pass with between 4 and 99 employees
participating: $101.25
Discount rate for monthly transit pass with 100 or more employees participating:
$95.65
Option 2: Participate in Miami-Dade County's Transit Corporate Discount Program and provide a
monthly subsidy of $90 to those employees who purchase a monthly transit pass at the
discounted rates provided by the County's Transit Corporate Discount Program. Assuming all
80 City employees who responded favorably in the 2013 SFCS survey would participate in the
County's Corporate Discount Program and use Miami-Dade Transit services, this program
would cost approximately $45,000 semi-annually or $90,000 annually, but would be at least
partially offset by revenues from available parking spaces, particularly during peak periods at the
Convention Center. The Parking Department estimates that there are approximately 100 days
per year when the City Hall garage reaches capacity due to events at the Convention
Center. Assuming an average daily parking rate of $10, this could result in up to approximately
$80,000 per year in additional parking revenues. More importantly, the program would provide

greater parking availability in the City Center area and would potentially result in fewer vehicles
traveling on our already congested streets. Employees who would be participating in this
program would not be provided a full subsidy for parking their personal vehicles at City-operated
garages and lots adjacent to th,, worksite. Those employees would be allowed to park their
personal vehicles at City-operated garages only which are adjacent to their worksite for no more
than six(6)times semi-annually or 12 times per year.
Staff is currently working with the City's Human Resources Department and the County on City's
enrollment into County's Transit Corporate Discount Program. The Transportation Department
will provide updates with respect to the City's enrollment as well as any other pertinent
information such as number of employees enrolled in the program and employees' interest in
future subsidy of transit passes in lieu of parking spaces via Letters to Commission (LTC).
