2017-29765 Reso RESOLUTION NO. 2017-29765 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR, ACCEPT, AND APPROPRIATE FUNDING (INCLUDING MATCHING FUNDS AND ANY RELATED CITY EXPENSES), AND EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS IN CONNECTION WITH THE FOLLOWING GRANTS AND FUNDING AGREEMENTS: 1) ARTPLACE AMERICA, IN THE APPROXIMATE AMOUNT OF $250,000; 2) FLORIDA DEPARTMENT OF TRANSPORTATION, HIGHWAY SAFETY OFFICE, IN THE APPROXIMATE AMOUNT OF $250,000; 3) FLORIDA DEPARTMENT OF TRANSPORTATION MOTORCYCLE SAFETY OFFICE, IN THE APPROXIMATE AMOUNT OF $75,000; 4) FLORIDA DEPARTMENT OF TRANSPORTATION, HIGH VISIBILITY ENFORCEMENT, PEDESTRIAN AND BICYCLE SAFETY PROGRAM, IN THE APPROXIMATE AMOUNT OF $100,000; AND, 5) SOLSMART FOR TECHNICAL ASSISTANCE TO IMPROVE THE SOLAR MARKET IN MIAMI BEACH. WHEREAS, the City Administration requests approval to submit a grant application to Artplace America, in the approximate amount of $250,000, for the Lincoln Road District Revitalization project, the details of which are as follows: • ArtPlace America (ArtPlace) is a ten-year collaboration among a number of foundations, federal agencies, and financial institutions that work to position arts and culture as a core sector of comprehensive community planning and development in order to help strengthen the social, physical, and economic fabric of communities. • ArtPlace focuses its work on creative placemaking, where art plays an intentional and integrated role in place-based community planning and development. • The Lincoln Road District is in the center of South Beach, and is within walking distance to beaches and cultural institutions such as New World Symphony and Soundscape Park, the Convention Center and Botanical Garden, the Bass Art Museum, and a myriad of hotels, condominiums, and private residences. • The Lincoln Road District is prime location for meeting, strolling, shopping, dining, spectating, and performing and has the potential to remain at the cutting edge as an exemplary public space, reasserting its civic relevance in a metropolis that is redefining urban lifestyle. • The Administration intends to apply for funding for a creative placemaking project in the upcoming Lincoln Road Revitalization project. • The project aims to accomplish two primary goals. The first is to enhance the aesthetic and social experience of Lincoln Road by addressing its physical and operational challenges through new design. • The second is to leverage the ongoing success of Lincoln Road and its neighbors to envision an integrated district that can effectively accommodate the interests of both stakeholders and visitors, and further elevate Miami Beach's status as a global destination. • The mission is to create a world-class, 21st century shopping, dining and cultural district inspired by the unique history and character of Lincoln Road. • As a significant social and civic place for the city, the new Lincoln Road District will foster community, connectivity and social exchange, and thrive as a both a revitalized center-piece of the community as well as a must-see destination for visitors from around the world. • The program supports the key intended outcome to maximize the Miami Beach brand as a world-class destination and does not require matching funds. WHEREAS, the City Administration requests approval to submit a grant application to the Florida Department of Transportation, Highway Safety Office, in the approximate amount of $250,000, for the FY 2017/18 Impaired Driving Program, the details of which are as follows: • The Florida Department of Transportation Safety Office (FDOT) provides grants that address traffic safety priority areas that include community traffic safety outreach, distracted driving, impaired driving, teen driver safety and other priority areas. • The Miami Beach Police Department was awarded funding in Fiscal Year (FY) 2015/16 for impaired driving enforcement and intends to request funding to continue this program in FY 2017/18. • The grant will increase existing efforts regarding impaired driving, and funds would not supplant current funding, but would add to the existing program. • The Florida Strategic Highway Safety Plan continues to emphasize impaired driving as a "Continuing Priority" with ongoing enforcement campaigns to reduce impaired driving as the primary action. • The program supports the key intended outcome to insist on Police Department accountability and skilled management/leadership and does not require matching funds. WHEREAS, the City Administration requests approval to submit a grant application to the Florida Department of Transportation Motorcycle Safety Office, in the approximate amount of $75,000, for the Police Department's Motorcycle Safety Campaign, the details of which are as follows: • Florida Department of Transportation's Highway Safety Program also provides funding for motorcycle safety, with a focus on specialized enforcement, education, training and public information efforts. • The Florida Strategic Highway Safety Plan continues to emphasize motorcycle safety as a "Continuing Priority" with ongoing high-visibility enforcement campaigns to reduce motorcycle crashes as the primary action. • The Miami Beach Police Department's Motorcycle Safety Campaign will consist of community outreach and education programs for motorcycle/motor scooter riders and retailers and there will also be high-visibility enforcement campaigns in the areas where motorcycle crashes are concentrated. • The program supports the key intended outcome to insist on Police Department accountability and skilled management/leadership and does not require matching funds. WHEREAS, the City Administration requests, approval to submit an application to the Florida Department of Transportation, High Visibility Enforcement, Pedestrian and Bicycle Safety Grant Program, in the approximate amount of $100,000, the details of which are as follows: • Florida Department of Transportation has funding available to law enforcement agencies that initiate high visibility enforcement campaigns to keep pedestrians and bicyclists safe on Florida's roadways. This new funding is available through Florida's Bicycle/Pedestrian Focused Initiative. • The program will allow the Police Department to continue its high visibility enforcement program to keep pedestrians and bicyclists safe on Miami Beach roadways. The City has been successfully funded through this program for the last two years and the Administration intends to request funding for State FY 2017/18. • This grant does not require matching funds, and supports the key intended outcome to ensure comprehensive mobility addressing all modes throughout the City/enhance pedestrian safety universally and to insist on Police Department accountability and skilled management/leadership. WHEREAS, the City Administration requests approval to submit an application to SolSmart for Technical Assistance to improve the solar market in Miami Beach, the details of which are as follows: • SolSmart is a new national designation program, funded by the U.S. Department of Energy through the Solar Powering America by Recognizing Communities (SPARC) initiative, designed to recognize communities that have taken key steps to address local barriers to solar energy and foster the growth of mature local solar markets. • The SolSmart program will provide high-profile, national recognition for communities that have made it cheaper and easier for solar customers to invest in solar energy. In addition, the SolSmart designation will send a signal to solar companies that a community is "open for business," attracting new businesses and helping designees share in the economic development benefits attached to the solar industry. • The SolSmart program does not provide funding, but will provide technical assistance to improve our solar market The Administration is applying to SolSmart for technical assistance to improve the solar market in Miami Beach and assist in further developing policies that support the market as well.
