A RESOLUTION Of THE MAYOR AND CITY COMMISSION Of THE CITY OF MIAMI
BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER,
PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ) NO. 2016-152-WG FOR REAL
ESTATE BROKERAGE SERVICES; AUTHORIZING THE ADMINISTRATION TO ENTER
INTO NEGOTIATIONS FOR AN AGREEMENT WITH EACH OF THE PROPOSERS, CBRE,
INC. AND THE KONIVER STERN GROUP; AND FURTHER PROVIDING THAT ANY FINAL
AGREEMENT WITH EACH OF THE FIRMS SHALL BE SUBJECT TO PRIOR APPROVAL OF
THE MAYOR AND CITY COMMISSION.
WHEREAS, on July 8, 2016, the Mayor and City Commission approved the issuance of
Request for Qualifications (RFQ) 2016-152-WG for Real Estate Brokerage Services; and
WHEREAS, the RFQ was issued on July 14, 2016 with an opening date of August 30,
2016; and
WHEREAS, a voluntary pre-proposal meeting was held on July 27, 2016; and
WHEREAS, on August 30, 2016, the City received a total of two (2) proposals; and
WHEREAS, on August 29, 2016 the City Manager via Letter to Commission (LTC) No.
352-2016, appointed an Evaluation Committee (the "Committee") consisting of the following
individuals;
• Monica Beltran, Assistant Director, Parking Department, City of Miami Beach
• Mario Courtney, Senior Managing Director, Goldman Properties
• Steven Hurwitz, Partner, Continental Real Estate Companies
• Scott Robins, Chief Executive Officer, Scott Robins Companies
• Gisela Torres, Attorney, City Attorney's Office, City of Miami Beach
The following individuals were appointed as alternates:
• Manny Marquez, Assistant Director, Finance Department, City of Miami Beach
• Maria Ruiz, Director, Housing and Community Services, City of Miami Beach
• Vanessa Williams, Assistant Director, Tourism, Culture, Economic Development
WHEREAS, on September 21, 2016, the Committee comprised of Steven Hurwitz, Scott
Robins, Gisela Torres and Vanessa Williams, convened to consider the proposals received; and
WHEREAS, the Committee was provided an overview of the project, information relative
to the City's Cone of Silence Ordinance and the Government Sunshine Law, general information
on the scope of services, and a copy of each proposal; and
WHEREAS, the Committee was instructed to score and rank each proposal pursuant to
the evaluation criteria established in the RFQ; and
WHEREAS, the Committee's ranking was as follows: Koniver Stern Group as first
ranked, CBRE, Inc. as second ranked; and
WHEREAS, the City Manager considered all of the responsive submissions and the
results of the Evaluation Committee process; and
WHEREAS, the City Manager finds that based on the Koniver Stern Group's and CBRE,
Inc.'s extensive experience in providing a broad spectrum of real estate related services,
including, but not limited to, portfolio management, facilities management, strategic planning,
transaction management and project development, that the award of a contract to each firm will
benefit the City; and
WHEREAS, the City Manager further recommends award of a contract to both
proposers, Koniver Stern Group and CBRE, Inc., to establish a pool of real estate brokerage
providers that will provide the City with greater options in selecting the providers best suited for
each particular transaction; and
WHEREAS, after reviewing all the submissions and the results of the evaluation
process, the City Manager recommends that the Mayor and City Commission approve the
resolution authorizing the Administration to enter into negotiations with CBRE, Inc. and the
Koniver Sterns Group, with any final agreement with each proposer subject to the prior approval
of the Mayor and City Commission.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager pertaining to Request for
Qualifications No. 2016-152-WG (the RFQ), Real Estate Brokerage Services; authorize the
Administration to enter into negotiations for an Agreement with each of the proposers, CBRE,
Inc. and the Koniver Stern Group; and further providing that any final Agreement with each of
the firms shall be subject to prior approval of the Mayor and City Commission.

RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The City is currently proceeding with the design and ultimately the construction of several
multipurpose garage building projects starting around the Washington Avenue area. It is the
intention of the City and the Administration to include ground floor retail, restaurant, and possibly
office space with some or all of the developments. The City is desirous of contracting a broker
before the initial phase of the developments to consult with on the design of the additional lease
spaces to ensure industry standards are met and projects completed in the best position to
lease the newly available spaces. Additionally, the City does not specialize in the marketing of
real estate property and hiring a broker will ensure it maximizes its property rental revenue.
RFQ PROCESS
On July 8, 2016, the City Commission approved the issuance of Request for Qualifications
(RFQ) No. RFQ 2016-152-WG for Real Estate Brokerage Services. On July 14, 2016, the
RFQ was issued. A voluntary pre-proposal conference to provide information to the proposers
submitting a response was held on July 27, 2016. RFQ responses were due and received on
August 30, 2016. The City received a total of two (2) proposals. The City received proposals
from the following firms: Koniver Stern Group and CBRE, Inc.
On August 29, 2016, the City Manager appointed, via Letter to Commission (LTC) No. 352-
2016, an Evaluation Committee (the "Committee"), consisting of the following individuals:

Ultimately, the Committee was composed of Steven Hurwitz, Scott Robins, Gisela Torres and
Vanessa Williams because other members were unable to attend.
The Committee convened on September 21, 2016 to consider the responsive proposals
received. The Committee was provided an overview of the project, information relative to the
City's Cone of Silence Ordinance and the Government Sunshine Law. The Committee was also
provided with general information on the scope of services and a copy of each proposal. The
Committee was instructed to score and rank each proposal pursuant to the evaluation criteria
established in the RFQ. The evaluation process resulted in the ranking of proposers as
indicated in Attachment A.
CBRE, Inc.
Founded in 1906, CBRE, Inc. has grown through mergers and acquisitions, as well as
organically in order to form a truly global firm. They currently have 487 offices in over 60
countries and manage over 5.2 billion square feet of space globally, up from 462 offices and
3.7 billion square feet, respectively, 2 years ago. With revenue increasing 20% for the full year
totaling $10.9 billion, CBRE, Inc.'s strong financial stability allows for investments in platform
resources, particularly in technology and data analytics, training, and leadership.
Koniver Stern Group
Koniver Stem Group was formed over 24 years ago as a boutique, retail real estate leasing and
consulting firm. Prior to its inception, its principals and associates had been responsible for
almost one million square feet of retail leasing across the United States. Its largest leasing
projects have been Florida, Georgia, Illinois and California. Its retail leasing product type has
predominantly consisted of mixed-use and urban leasing. Koniver Stem Group has been at the
forefront of the retail renaissance over the past 20 years in Miami Beach on the leasing side.
The City Manager finds that based on the Koniver Stern Group's and CBRE, Inc.'s extensive
experience in providing a broad spectrum of real estate related services, including, but not
limited to, portfolio management, facilities management, strategic planning, transaction
management and project development, that the award of a contract to each firm will benefit the
City.
The City Manager further recommends award of a contract to both proposers, Koniver Stern
Group and CBRE, Inc., to establish a pool of real estate brokerage providers that will provide

CONCLUSION
After reviewing all the submissions and the results of the evaluation process, the City Manager
recommends that the Mayor and City Commission approve the resolution authorizing the
Administration to enter into negotiations with CBRE, Inc. and the Koniver Stern Group, with any
final agreement with each proposer subject to the prior approval of the Mayor and City
Commission.

Improve Building/Development-Related Processes From Single Family Residences To The Large
Development Projects
FINANCIAL INFORMATION
Commission-based real estate services cost, determined upon successful negotiations, are
subject to funds availability approved through the City's budgeting process. All other real estate
contractual services will be budgeted through account 011-0534-000312. Grant Funding will
not be utilized for this project.
