2017-29779 Reso RESOLUTION NO. 2017-29779 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING A SCHOOL TRANSPORTATION PILOT PROGRAM FOR NORTH BEACH ELEMENTARY AND BISCAYNE ELEMENTARY SCHOOL FOR STUDENTS WHO LIVE WITHIN TWO (2) MILES FROM THE SCHOOLS, FOR ONE (1) SEMESTER ONLY AND ONLY DURING THE MORNING DROP-OFF HOURS, IN AN AMOUNT NOT TO EXCEED $50,000, FOR BUS TRANSPORTATION SERVICES FROM THE CITY'S EXISTING SERVICE PROVIDER, AND SUBJECT TO BUDGET APPROVAL; AND, FURTHER, AUTHORIZING THE CITY MANAGER TO EXECUTE ANY DOCUMENTS AND AGREEMENTS REQUIRED TO IMPLEMENT THE PILOT PROGRAM. WHEREAS, at the February 24, 2016 Commission Workshop on Traffic Management, one of the mobility improvement initiatives discussed was to provide school bus transportation for children who live within two miles from their home school; and WHEREAS, at the April 13, 2016 City Commission meeting, a referral was made to the Neighborhoods/Community Affairs Committee (NCAC) to assess the viability and interest in a City of Miami Beach school bus service within the two-mile boundary of public school in Miami Beach not serviced by Miami-Dade County Public Schools; and WHEREAS, the NCAC requested the item be further discussed at the July 15, 2016 NCAC meeting; and WHEREAS, a similar item was referred at the City Commission meeting on May 13, 2016 to the Finance and Citywide Projects Committee (FCWPC); and WHEREAS, at the July 15, 2016 NCAC meeting, a recommendation to conduct a transportation survey was made with information used to vet ideas for alleviating traffic in Miami Beach associated with pick-up and drop-off of students attending public schools in Miami Beach; and WHEREAS, at their July 22, 2016 meeting, the FCWPC supported conducting a survey in September 2016; and WHEREAS, on September 14, 2016, the City Commission accepted the recommendations of the NCAC and FCWPC to conduct a survey to identify transportation needs of public school children within the two-mile limit of the home school; and WHEREAS, the City developed an in-house online bus survey to be distributed via email to all parents/guardians of children attending the following public schools in Miami Beach: South Pointe Elementary, Fienberg Fisher K-8 Center, North Beach Elementary, Biscayne Elementary, Nautilus Middle School, and Miami Beach Senior High School; and WHEREAS, with the assistance of the Miami-Dade County Public School (M-DCPS) system, emails were sent and letters distributed to all families in Miami Beach with children in public school; and WHEREAS, of the 702 responses received, 315 students met the screening criteria; and WHEREAS, on January 9, 2017, the City's Transportation, Parking and Bicycle- Pedestrian Facilities Committee (TPBPFC) discussed this item and unanimously passed the following motion: "The TPBPFC suggests, based on interest from survey respondents, a pilot program at North Beach Elementary to start as soon as possible and allow for a full semester trial."; and WHEREAS, at its January 20, 2017 meeting, the FCWPC discussed bus survey results, identifying transportation needs of public school children who live within two miles from their home School, and passed a motion approving a school transportation pilot program for North Beach Elementary School for students who live within two (2) miles from the School for one (1) semester only, only during the morning drop-off hours, and using the City's existing contract for Bus Transportation Services; and WHEREAS, pursuant to FCPWC direction at its October 28, 2016 meeting, City staff followed-up with respondents who initially showed interest in utilizing school bus transportation service, which yielded 162 out of the initial 202 respondents re-confirmed their interest in utilizing this service; and WHEREAS, the final number of eligible students for school bus transportation was 224 as compared to 315 children in the initial survey; and WHEREAS, it was determined that the school with the highest interest was North Beach Elementary School (70 students); and WHEREAS, on March 1, 2017, the City Commission accepted the recommendations of the FCWPC approving a school transportation pilot program for North Beach Elementary School for students who live within two (2) miles of the School, for one (1) semester only, and only during the morning drop-off hours, and, additionally, approved the same pilot program for Biscayne Elementary School; and WHEREAS, given the existing demand for North Beach Elementary School and Biscayne Elementary School, it was estimated that two (2) buses would be sufficient for the purpose of providing only morning drop-offs to the schools for one semester; and WHEREAS, the cost of the service, approved in an amount not to exceed $50,000 (approximately $25,000 per school), was calculated based on the City's existing contract for Bus Transportation Services, which contract enables for a full turn-key school transportation service for the two schools to include vehicles, maintenance, fuel, operations, licenses, insurance, as well as any other incidental items or fees required for a fully functional service school transportation service. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve a school transportation pilot program for North Beach Elementary and Biscayne Elementary School for students who live within two (2) miles of the Schools, for one (1) semester only, and only during the morning drop-off hours, in an amount not to exceed $50,000, for bus transportation services for the two schools from the City's existing service provider, :nd subject to Budget approval; and, further, authorize the City Manager to execute any doc 4 ments and agreements required to implement the pilot program. BACKGROUND At its meeting on January 20, 2017, the Finance and Citywide Projects Committee (FCWPC) discussed bus survey results identifying transportation needs of public school children who live within 2-miles from their home school. The FCWPC passed a motion approving a school transportation pilot program for North Beach Elementary School only, for one semester, during the morning drop-off hours only, and using the existing contract for bus transportation services. ANALYSIS Based on the most recent follow-up to the initial survey, 162 out of the initial 202 respondents re-confirmed their interest in utilizing this service. Addresses of the 162 respondents were mapped using GIS tools and addresses outside of the two (2) mile boundary from the students' home schools were eliminated due to ineligibility. The confirmed number of eligible students for school bus transportation service within 2-miles of their respective home school is 224 as compared to the initial amount of 315 students. The breakdown of interested and eligible students per school is as follows: Page 757 of 1025 • Elementary/K-8: South Pointe - 34 (originally 46), North Beach - 70 (originally 84), Biscayne - 22 (originally 27), Fienberg Fisher K-8 Center - 12 (originally 13 students). Middle: Nautilus -38 (originally 66 students) • High School: Miami Beach Senior High-48 (originally 79 students) Based on staff's follow-up, it was determined that the school with the highest interest was North Beach Elementary (70 students). It is worth noting that based on the interest from survey respondents, the Transportation, Parking, and Bicycle, Pedestrian Facilities Committee (TPBPFC), at its meeting on January 9, 2017, passed a motion recommending that North Beach Elementary School be selected for a school bus transportation pilot program to begin as soon as possible for one (1)full semester. Given the existing demand and interest to serve the North Beach Elementary School, staff estimated that one (1) bus would be sufficient for purposes of providing morning drop-off only. The cost of the school bus transportation pilot program for the North Beach Elementary School for students who live within two (2) miles from the school, for one (1) semester only, during the morning drop-off hours was estimated not to exceed $25,000. The cost was calculated based on the hourly rates stipulated in the City's existing contract for Bus Transportation Services which allows for a full turn-key school bus transportation service to include vehicles, maintenance, fuel, operation, licenses, and insurance as well as any other incidental items or fees required for a fully functional school bus transportation service. Given that the Spring semester has already commenced, the soonest full semester available for launching this pilot service would be the upcoming Fall semester, beginning August 2017. From now until August, staff will be reaching out to parents of North Beach Elementary School students who expressed interest in using this service to reconfirm their interest and inform them of the school bus transportation pilot program. Once the pilot program is launched in the Fall, the Administration will evaluate the service to ascertain its effectiveness, including the potential for funding contributions from the users as well as the potential for expanding the service, both in terms of service hours and potentially serving other schools in the City, if the pilot program is deemed successful and there is a desire to continue and/or expand the service.
