Amendment No. 1 to the Children's Trust Agreement
2.0fG '2-9381 AMENDMENT#001 THIS AMENDMENT, Amendment # 001,is entered into between The Children's Trust and City of Miami Beach., hereafter referred to as "Provider" and amends contract #1710-1090 originally executed on July 27, 2016. Contract #1710-1090 had contracted employees that are now required to become city employees to comply with IRS regulations. In addition, the Home Visits activity intensity has been raised to comply with evidence based model. An amended scope of scope of service, in Attachment A-1 with a corresponding amended budget, Attachment B-1, reflects these changes. The purpose of this Amendment is as follows: • Change in staffing plan on pages 16 and 17 as well in budget to reflect that contracted employees are now city employees in order to comply with IRS regulations. The positions of the contracted/professional services positions of Parent Educator, Parent Group Leader, Child Group Facilitator have all been brought in-house to City of Miami Beach (Parent Child Facilitator & Child Group Facilitator positions in amendment). Child Care Worker positions eliminated. • Change intensity of Home Visit activity from 1.5 hours to 2.5 hours, on page 26. All provisions in the contract and any attachments thereto in conflict with this amendment shall be and are hereby changed to conform to this contract. All provisions not in conflict with this Amendment are still in effect and are to be performed at the level specified in the contract. PROGRAM DESCRIPTION The City of Miami Beach Parent-Child Program offers Miami Beach families with children age birth - 18, services based on two curriculums: Nurturing Parenting Program and Parent Child Home Program. The Nurturing Parenting Program (NPP) is an evidence-based, psycho educational model of family/parent education that engages the whole family in either group (for parents of children ages 5-1 1 or parents and adolescents ages 12-18) or home-based setting (for parents of children 0-4). It is a structured, culturally- sensitive 12, 15 or 24 week curriculum that includes experiential activities, parent homework, and family time that nurtures empathy, strengthens attachment, fosters effective communication, increases parental knowledge of child development, and empowers parents. NPP is for parents with children birth to 18 years old that live in Miami Beach and are vulnerable because of high poverty rates, and large immigrant populations. The Parent-Child Home Program (PCHP) is offered only to existing families that roll over into the new contract so they may finish that curriculum. PCHP (continued services for "roll-over" clients from existing program) is an evidence-based, research validated early childhood literacy, parenting, and school readiness program. PCHP uses trained home-visitors to work with families who have not had access to educational and economic opportunities, preparing children for academic success and strengthening families through intensive home-visiting. The program uses a non-directive, non-didactic approach, modeling behaviors for parents that enhance children's development rather than teaching behaviors. A home-visitor meets with the family for 23 weeks each program cycle, for 30-minutes, twice a week, on a schedule that is convenient for the family. Families participate in the two-cycle program when their children are between the age of 16 months old and three-years old. Description of enrollment criteria and process,including tool(s) if applicable: The City's Parent-Child Program offers home visiting services to low income/high need families, who live in Miami Beach. Families who participate in the group-based version of NPP have a child between the ages of 5 to 11 or 12 to 18. Families who participate in the home-based version of NPP live in Miami Beach have a child between the ages of birth to 4. In addition, these families live in communities that are vulnerable because of high poverty rates, low performing schools, and/or large immigrant populations. Families who participate in PCHP are families who carryover from the 2014-2015 program year. PCHP will not be enrolling new families. PCHP participants live in Miami Beach, have a child between the age of 16 months and under 3 years of age at commencement of services, have low-income (as defined by 2015 HUD Income'. Guidelines), and low level of education and/or cultural/language barrier. Once a family is identified, an appointment is scheduled to complete an Initial Assessment to confirm eligibility, determine service needs and natural assets as well as determine the most appropriate intervention/service approach. 3.
