Attached for your information is Resolution No. 2017-25, adopted by the Mayor and Commission
of the Village of Palmetto Bay on March 6, 2017.
A RESOLUTION OF THE MAYOR AND VILLAGE COUNCIL OF THE
VILLAGE OF PALMETTO BAY, FLORIDA, RELATING TO THE STATE
LEGISLATIVE AGENDA OF THE VILLAGE REGARDING MUNICIPAL
HOME RULE; EXPRESSING OPPOSITION TO PROPOSED FLORIDA
HOUSE BILL 17, WHICH EXPRESSLY PREEMPTS LOCAL
GOVERNMENT REGULATION OF BUSINESSES, PROFESSIONS, AND
OCCUPATIONS TO THE STATE; AND PROVIDING FOR AN EFFECTIVE
DATE.

17 WHEREAS, Municipal Home Rule is essential in teflecthig the local needs and desires
18 of local corm/Amities;

20 WHEREAS, Proposed Florida House Bin 17 threatens to diminish Municipal Home
21 Rule by expressly preempting to the State the regulation of businesses, professions, .and
22 occupadons.

24 NOW, THEREFORE, BE IT RESOLVED 13Y THE MAYOR AND THE
25 VILLAGE COUNCIL OF THE VILLAGE OF PALMETTO BAY, FLORIDA.,

27 Section t The Village of Palmetto Bay hereby amends its State legislative agenda by
28 opposing proposed Florida House Bill 17 which threatens to*cliMinish Municipal Home Rule by
29 expressly preempting to the State the regulation of businesses, professions, and occupations.

31 Section 2. This Resolution is consistent with the Florida League of Cities and the
32 Miami Dade County delegation.

34 Section 3. The Village Clerk is hereby directed to transmit a copy of this Resolution
35 to the Governor, Senate President, House Speaker, and the Chair and Members of the Miami
36 Dade County State Legisktive Delegation, including all Miami Dade County Municipal cities.

WHEREAS, Municipal Home Rule (a component of Local Govemtnent Home Rule) is
an important attribute of municipal government in Florida; and
Section 4,, This Resolution shall take effect immediately upon adoption.
