RESOLUTION NO. 97-22323
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA APPROVING
THE INSTALLATION OF TEMPORARY LIGHT POLE
BANNERS FOR THE ART AMERICAS '97 AT THE
CONVENTION CENTER ONLY ON WASHINGTON AVENUE
FROM 17TH STREET TO DADE BOULEVARD AND ON
CONVENTION CENTER DRIVE.
WHEREAS, the Art Americas is a new international art fair for contemporary art whic his
organized by International Fine Art Expositions (the same company that organizes the Art Mian i
shows), showcasing emerging art -- including paintings, sculpture, graphics, glass, functiona. at
furniture, photography and jewelry -- from eighteen countries; and
WHEREAS, Art Americas '97 is a five-day event, open from April 3 through April 7, t)
be held in the Miami Beach Convention Center; and
WHEREAS, in order to publicize this event and the City's importance in the internatiom I
art world, temporary light pole banners measuring 2.5' x 6' with copy reading "Art Americas - Miarr i
Beach Convention Center - April 3 - 7, Hall A" have been requested to be placed at Convenjo 1
Center only on Washington Avenue from 17th Street to Dade Boulevard and on Convention Celte r
Drive from March 28, 1997 to be removed no later than April 8, 1997; and
WHEREAS, the Applicant will post a performance bond to ensure the removal of th .:
banners within one day after the special event and to ensure that any damage to said light poles 'Nill
be repaired; and
WHEREAS, pursuant to Section 9-3.CA of the Zoning Ordinance, the right to install, ai
well as the number, location, and method of installation of banners in the public right-of-way ii
subject to approval by the City Commission; and
WHEREAS, the City of Miami Beach will receive positive publicity, nationally an:l
internationally, as a result of the upcoming Art Americas '97.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND ClT'{
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the temporary banners c s
requested by the Applicant for the Art Americas '97 as set forth herein are approved.

LIGHT POLE BANNERS FOR ART AMERICAS '97 AT TH E
CONVENTION CENTER
RECOMMENDATION
The Administration recommends that the City Commission approve the installation of tempora 'Y
banners for the Art Americas '97 event at the Convention Center only on Washington Avenue TO n
17th Street to Dade Boulevard and on Convention Center Drive. The proposed banners are '0 lIe
affixed to light poles located in the public right-of-way and measure 2.5 feet by 6 feet with 1:0] 'y
reading, "ART AMERICAS - Miami Beach Convention Center - April 3 - 7, Hall A".
The Administration further recommends that said banners be installed no earlier than March 2 ~,
1997 and removed no later than April 8, 1997.
BACKGROUND
The Art Americas is a new international art fair for contemporary art. Organized by Internat or al
Fine Art Expositions (the same company that organizes the Art Miami shows), the event w 11
showcase emerging art -- including paintings, sculpture, graphics, glass, functional art furnitUl e,
photography and jewelry -- from eighteen countries.
Art Americas '97 is a five-day event, open from April 3 through April 7, to be held in the M iaJ li
Beach Convention Center. The purpose of the banners is clearly to promote the event. HOw.~Vlr,

international art world for those attending the event, including the media, visiting art dealers, at
collectors and the public at large.
ANALYSIS
The Administration is recommending that the City Commission approve the installation of tr e
subject temporary banners adjacent to the Convention Center only on Washington Avenue, betweE tl
17th Street and Dade Boulevard, and Convention Center Drive from 17th Street to Dade Bouleyarl l,
pursuant to Section 9-3.C.4. of the Zoning Ordinance which reads, in part:
Light Poles Banners: Banners affixed to light poles or other similar structures on the
public right-of-way shall be subject to the following regulations:
a. The right to install, as well as the number, location and method of installation Ilf
banners shall be subject to the Design Review process and approved by the Ci y
Commission and the Public Works Department.
e. Banners announcing special events either to be held in Miami Beach or t,) Ie
associated in some matter with Miami Beach, as determined by the Ci y
Commission, may be erected up to thirty days prior to the event being announcec. at d
must be removed within seven days after said event.
f. A performance bond shall be required to ensure the removal of the banners in ca :e
of advanced deterioration of the banners, or if a dangerous condition presents i1 se f,
the City may at its sole discretion direct the banners to be removed at any time.
If approval is granted, the proposed temporary banners are recommended to be installed no soon~r
than March 28, 1997 and removed no later than April 8, 1997.
CONCLUSION
The Administration has concluded that the City of Miami Beach should receive very pm 111 re
publicity from Art Americas '97 as an event which will continue to foster this community's gro wi 19
reputation as an international art center. Therefore, the City Commission should support this (:VE tlt
and approve the installation of the subject temporary banners on Washington Avenue a ld
Convention Center Drive, as described herein, pursuant to Section 9-3C.4. of the Zoning Ordin.lllce.
